Catholic Social Teaching, The Right To Immigrate, And The Right To Regulate Borders: A Proposed Solution For Comprehensive Immigration Reform Based Upon Catholic Social Principles, Chad G. Marzen, William Woodyard Ii

San Diego Law Review

A number of scholars have commented on the significance of religious traditions to the debate concerning immigration policy in the United States.[1] In this Article, we contend that the Catholic legal tradition is relevant to the contemporary debate among policymakers, as it balances policy considerationsof the right to immigrate as well as the right of a nation to regulate its borders advocated on both ends of the policy debate. Section I of this Article discusses the current policy debate concerning comprehensive immigration reform and recent major legislative proposals for comprehensive immigration reform, including the plan of the “Gang of Eight” …

Enhancing Identity Development At Senior Service Colleges, Thomas P. Galvin Dr. Dec 2016

Enhancing Identity Development At Senior Service Colleges, Thomas P. Galvin Dr.

Books, Monographs & Collaborative Studies

Identity development is touted as an important leader development need, but it often gets short shrift in professional military education (PME) environments, including the Senior Service Colleges (SSC). The inculcation of professional values, resiliency, and critical and reflective thought are essential to properly operationalizing the skills and knowledge learned in an SSC, but they are highly subjective, difficult to measure, and therefore difficult to develop educational activities around. New policies for officer and civilian professional education include provisions for developing leaders, such as the recent inclusion of six Desired Leader Attributes (DLAs) in the Joint officer PME continuum, but it …

The Use Of Scenarios In Legal Education To Develop Futures Thinking And Sustainability Competencies, Michelle Mei Ling Lim, Andrew Allan Dec 2016

The Use Of Scenarios In Legal Education To Develop Futures Thinking And Sustainability Competencies, Michelle Mei Ling Lim, Andrew Allan

Research Collection Yong Pung How School Of Law

Achieving sustainability requires a populace equipped to deal with complex, interacting and ever-changing realities as well as uncertain futures. There is however a significant lack of focus on developing sustainability competencies within legal and governance education. Legal education plays a key role in shaping sustainable futures. Long-term sustainability relies on lawyers, judges and policy-makers being able to make optimal decisions in the present when faced with significant uncertainty about the future. This paper discusses how the combination of problem-based learning (PBL) and scenario-based pedagogical approaches can provide an authentic contextualised learning environment to empower law students to deal with the …

Surviving Catastrophe: Resource Allocation And Plant Interactions Among The Mosses Of Mount St. Helens Volcano, Trevor David Williams Dec 2016

Surviving Catastrophe: Resource Allocation And Plant Interactions Among The Mosses Of Mount St. Helens Volcano, Trevor David Williams

Dissertations and Theses

Mosses are some of the first colonizers to disturbed sites, yet their roles in early plant community structuring are not well understood. The primary succession zones of volcanoes provide opportunities to conduct natural experiments into how mosses contribute to early plant community formation, as well as how the unique environments found in such zones affect plant traits, particularly those associated with stress tolerance. Though plant community changes have been well-documented since Mount St. Helens (MSH) volcano erupted in 1980, the volcano's moss assemblages, their influence on other plants, and their potential roles in chemical-mediated competition and biogeochemical cycling have garnered …

Juvenile Competency And Pretrial Due Process: A Call For Greater Protections In Massachusetts For Juveniles Residing In Procedural Purgatory, Mark Rapisarda, Wendy J. Kaplan Dec 2016

Juvenile Competency And Pretrial Due Process: A Call For Greater Protections In Massachusetts For Juveniles Residing In Procedural Purgatory, Mark Rapisarda, Wendy J. Kaplan

Faculty Scholarship

While juvenile courts continue to balance and reevaluate the dual goals of community safety and rehabilitation of youth, juveniles who are not competent to stand trial have been left without sufficient procedural protections. This paper examines Massachusetts’ approach to juvenile competency, due process, and pretrial procedure, within a national context. The inadequacies of the Massachusetts juvenile competency laws are not unique. Currently there are nineteen states that either entirely lack juvenile-specific competency legislation or merely incorporate inapposite adult criminal statutes and standards into the juvenile context—making it difficult or impossible for those juvenile courts to dismiss or divert a delinquency …

Icosatree Data Partitioning Of Massive Geospatial Point Clouds With User-Selectable Entities And Surface Modeling, Stephen Walter Ranger Dec 2016

Icosatree Data Partitioning Of Massive Geospatial Point Clouds With User-Selectable Entities And Surface Modeling, Stephen Walter Ranger

Theses

Massive point cloud data sets are currently being created and studied in academia, the private sector, and the military. Many previous attempts at rendering point clouds have allowed the user to visualize the data in a three-dimensional way but did not allow them to interact with the data and would require all data to be in memory at runtime. Recently, a few systems have emerged that deal with real-time rendering of massive point clouds with on-the-fly level of detail modification that handles out-of-core processing but these systems have their own limitations. With the size and scale of massive point cloud …

E-Government In Amarah: Challenges And Recommendations For Future Implementation, Reem Jabbar Abdulbaqi Dec 2016

E-Government In Amarah: Challenges And Recommendations For Future Implementation, Reem Jabbar Abdulbaqi

Theses

The growth and changes in the 21st century in the sectors of economics, politics, and technology mean that governments must provide all the services that can serve the demands of their citizens. One way for governments to facilitate this is by implementing e-government. E-government migrates services previously implemented by government employees to internet connected systems accessible by citizens from wherever they are at whatever time they are needed. This system can connect citizens to the government ministries via rule-based systems. Amarah, a city in the south of Iraq, started to integrate electronic systems into the facilities of the city in …

Winds Of Change? Exploring Climate Change-Driven Migration And Related Impacts In The Pacific Northwest, Lara Whitely Binder, Jason R. Jurjevich

Publications, Reports and Presentations

Climate change is expected to have significant impacts on the Pacific Northwest’s communities, economy, and natural systems. These impacts – which include reductions in summer water supply, the potential for more winter flooding and forest fires, threats to public health, and damage to coastal infrastructure due to sea level rise – will require changes in how communities evaluate, manage, and mitigate environmental risks.

Despite these challenges, some have suggested that the region may be relatively well off compared to other areas of the U.S. and the world. This has led to growing speculation by the media, bloggers, and the public …

Who’S The Fairest Of Them All? The Fractured Landscape Of U.S. Fair Trade Certification, Daniel Jaffee, Philip H. Howard

Sociology Faculty Publications and Presentations

In recent years, consumers in the United States have been confronted by no fewer than four competing fair-trade labels, each grounded in a separate certification system and widely differing standards. This fracturing is partly a response to the recent split by the U.S. certifier Fair Trade USA from the international fair trade system, but also illustrates longstanding divisions within the fair trade movement. This article explores the dynamics of competition among nonstate standards through content analyses of fair trade standards documents from the four U.S. fair-trade certifications for agrifood products (Fair Trade USA, Fairtrade America, Fair for Life, and the …

Lessons Learned From Conducting Volunteer-Based Urban Forest Inventories On The Gulf Coast, Jason S. Gordon, Arnold (Beau) Brodbeck, Brian Templeton

Journal of Extension

Volunteer-based urban forest inventories are a common activity among Extension professionals; however, project facilitators often end up duplicating mistakes experienced previously by others. This article shares lessons learned from conducting several volunteer-based urban forest inventories. The lessons revolve around the themes of volunteer recruitment, communication with the public, private property access, project scope and time line, volunteer management, and efforts to increase efficiency. Through awareness of these lessons, Extension professionals can implement and adapt our successful strategies yet not repeat our mistakes. In turn, readers will increase the likelihood of successfully developing baseline measures while engaging the public in urban …

Minimizing Disparities And Developing Support By Identifying Differences In Confidence And Knowledge Related To Water Issues, Melissa Taylor, Alexa J. Lamm Dec 2016

Minimizing Disparities And Developing Support By Identifying Differences In Confidence And Knowledge Related To Water Issues, Melissa Taylor, Alexa J. Lamm

Journal of Extension

Extension educators face challenges as they strive to keep up with critical issues in their communities, such as those surrounding water. A growing population and a diminishing water supply necessitate that Florida residents become more knowledgeable about water issues. We conducted research to determine how confident both the general public and decision makers are in Florida's water resources and to assess how aware both groups are of the state's water policies. The results revealed significant statistical differences between the two groups in almost every category analyzed. We propose relevant ways to engage in targeted programming that will bridge the gap …

Integration Of Plant Defense Traits With Biological Control Of Arthropod Pests: Challenges And Opportunities, Julie A. Peterson, Paul J. Ode, Camila Oliveira-Hofman, James D. Harwood

Entomology Faculty Publications

Crop plants exhibit a wide diversity of defensive traits and strategies to protect themselves from damage by herbivorous pests and disease. These defensive traits may be naturally occurring or artificially selected through crop breeding, including introduction via genetic engineering. While these traits can have obvious and direct impacts on herbivorous pests, many have profound effects on higher trophic levels, including the natural enemies of herbivores. Multi-trophic effects of host plant resistance have the potential to influence, both positively and negatively, biological control. Plant defense traits can influence both the numerical and functional responses of natural enemies; these interactions can be …

Writing Scotland's Future: Speculative Fiction And The National Imagination, Timothy C. Baker Nov 2016

Writing Scotland's Future: Speculative Fiction And The National Imagination, Timothy C. Baker

Studies in Scottish Literature

Explores the fictional treatment of future Scotlands in the wake of the 2014 Referendum, through discussion of varied speculative novels or stories by Graham Dunstan, Paul Johnston, Ken Macleod, Matthew Fitt, Julie Bertagna, Momus, Andrew Crumey, A.L.Kennedy, Michael Faber, and Sarah Hall, arguing that "the relation between Scottish literature and Scottish politics is more complex than is often thought," that "rather than simply commenting on current political situations, much contemporary Scottish fiction offers a rethinking of politics entirely," and that "Scotland’s future is not, and cannot be, confined to a single narrative."
