Our excess health care spending in the United States is driven largely by our high health care prices. Our prices are so high because they are undisciplined by market forces, in a health care system rife with market failures, which include information asymmetries, noncompetitive levels of provider market concentration, moral hazard created by health insurance, multiple principal-agent relationships with misaligned incentives, and externalities from unwarranted price variation and discrimination. These health care market failures invite a regulatory solution. In Anderson v. Evans, the Ninth Circuit held that the International Whaling Commission (“IWC”) Schedule’s approval of a quota to hunt whales for the Native American Makah Tribe (“Makahs”) violated the Marine Mammal Protection Act. The implications of this holding were troubling: despite the U.S. government and the IWC approving, on domestic and international levels, the Makahs’ whaling proposal in the 1990s, the Makahs were still unable to hunt whales legally. The Makahs’ right to whale stemmed from the 1855 Neah Bay Treaty, an agreement between the Makahs and the U.S. government in which the government promised the Makahs the …

Proximal infrasound arrays can robustly track rapidly moving gravity-driven mass wasting, which occurs commonly at erupting volcanoes. This study reports on detection, localization, and quantification of frequent small rockfalls and infrequent pyroclastic density currents descending the southeast flanks of Santiaguito’s active Caliente Dome in January of 2014. Such activities are identified as moving sources, which descend several hundred meters at bulk flow speeds of up to ~10 m/s, which is considerably slower than the descent velocity of individual blocks. Largely because water resource planning in the U.S. has been separated from land-use planning, opportunities for explicitly linking planning policies to water availability remain unexamined. The pressing need for better coordination between land-use planning and water management is amplified by changes in the global climate, which will place even greater importance on managing water supplies and demands than in the past. By surveying land and water managers in two urbanizing regions of the western United States—Portland, Oregon and Phoenix Arizona—we assessed the extent to which their perspectives regarding municipal water resource management align or differ. The popularity of walleye Sander vitreus fishing has resulted in the development of specialized regulations that are designed to protect these fisheries. In the case of Sherman Reservoir, Sherman County, Nebraska, the walleye population provides a sportfishing opportunity and serves as broodstock for the state. In 2009, for the primary purpose of protecting female broodstock, the regulation changed from a harvest limit of four walleye with 457-mm minimum length to allowing a reduced harvest limit of two walleye within a harvest slot (381–508 mm) and one walleye more than 711 mm. Case management is a concept conceived over 100 years ago to coordinate care with effective use of services, excellent outcomes and patient satisfaction. This study looked at a needs assessment for a case management/care coordination course at the University of Alaska Anchorage (UAA) by interviewing 10 key informants in the Anchorage area who are actively involved in case management/care coordination or supervision. Patient compliance is the degree to which a person adheres to the professional advice healthcare providers offer. Aside from significantly compromising a person’s health, non-compliance also wastes resources and productivity. The monetary costs of medical noncompliance has been estimated to be around $300 billion a year. Demographic, disease severity and gender effects on compliance are small. Research Is Relational: Exploring Researcher Identities And Colonial Echoes In Pacific And Indigenous Studies, Tui Nicola Clery, Acacia Dawn Cochise, Robin Metcalfe

This paper critiques the binary construction of researchers as either insiders or outsiders, arguing that such essentialist frameworks obscure the complex, intersectional identities many researchers embody. The paper proposes a more inclusive and reflexive model of research identity that acknowledges fluidity, hybridity, and relationality. It encourages researchers to reflect on their positionality, embrace imperfection in relational processes, and engage with communities in ways that are accountable and transformative. Ultimately, the paper advocates for a shift toward more relational and inclusive research methodologies that better reflect the realities of a globalized and interconnected world.

This study examines the internal relationships of the basic technology acceptance model (TAM) constructs and TAM’s determinant relationships with external predictors from: a) demographics (age, gender, income, education, and ethnicity); b) psychographic tech readiness facets (optimism, innovativeness, discomfort, insecurity); c) situational factors (wait time and crowding). Analysis confirms the basic TAM model and suggests that the relationships of age, wait time, crowding, and optimism with TAM’s latent variables (perceived usefulness and perceived ease-of-use) appear valid and generalizable and have implications for self-service technology (SST) adoption research. Models of aeolian transport thresholds generate a wide range of predictions, and error in threshold modeling leads to uncertainty in predicting aeolian events. This paper proposes a new characterization of the representative grain size for use in prediction of transport thresholds. This characterization is based on the distribution of resistance to motion in the sediment bed. The traditional grain size distribution uses a mean diameter to represent the sediment bed. However, the distribution of inertial forces resisting motion is not linearly proportional to the distribution of grain diameters, so that an arithmetic mean does not adequately represent the distribution of …

The creation of an electrospun nanofiber embedded with two antibiotics that will be used to prevent infection while also stimulating bone regeneration will be explored. The nanofiber will contain an aminoglycoside and a glycopeptide, and it is sought to deliver a sustained release of antibiotics for up to 12 weeks. To determine release rate, nanofiber samples are immersed in 10.0 mL of MiliQ water (MQ), incubated at 37°C, assayed at specific time intervals, and then analyzed using ultra performance liquid chromatography in tandem with mass spectrometry. In particular, we focus on a recent behavioral teaching method known as interteaching to highlight its effectiveness as a user-friendly alternative to the traditional classroom lecture. My thesis addresses the supposed sexism in William Shakespeare’s King Lear through an examination of the power of speech in the play. Employing a variety of scholarship, I argue that Cordelia exerts power both through prudent speech and in her silence, adhering to Renaissance expectations for women but also defying the unreasonable behavior of her father. I explore how Cordelia’s values are recognized by and through other characters, especially Lear’s Fool. While Cordelia is often viewed as the opposite of her sisters Goneril and Regan, I provide a reading of the play that treats all three sisters as complex characters …

The ALICE experiment at CERN is focused on studying relativistic heavy ion collisions and one of ALICE’s primary detectors is an electromagnetic calorimeter (EMCal.) This paper describes one method of calibration of the detector. To eliminate background from photons that convert to e± pairs, geometric and timing cuts are made to associate hits in the ALICE time-of-flight (TOF) detector and EMCal.

The Back Forty Zn-Au deposit is the eastern-most Volcanogenic Massive Sulfide (VMS) deposit in the Penokean Volcanic Belt (PVB). It is the only VMS deposit found in Michigan, and is located along the east side of the Menominee River in Menominee County (45°26'57.5"N, 87°49'43.2"W). The Back Forty is the most zinc-enriched, copper depleted deposit among the major VMS deposits within the PVB that include Flambeau, Crandon, Bend, and Lynne. This work constitutes the first sulfur isotope study on the Back Forty VMS deposit.

Biologists need to be able to align the short-reads to a reference genome to be able to make scientific use of the data.
