Constitutional Bargaining, Eminent Domain, And The Quality Of Contemporary African Institutions: A Test Of The Incremental Reform Hypothesis, Roger D. Congleton, Dongwoo Yoo

Economics Faculty Working Papers Series

According to the incremental reform hypothesis, constitutions are rarely adopted whole cloth; thus the starting point, scope for bargaining, and number of reforms, jointly determine the trajectory of constitutional history. We test the relevance of this theory for Africa by analyzing the formation and reform of the independence constitutions negotiated and adopted during the 1950s and early 1960s. We find historical evidence that independence occurred incrementally and that the African countries that experienced the fewest constitutional moments and narrowest domain of bargaining after independence have better contemporary institutions than states that began with less restrictive constitutional rules and experienced more …

Authorized Investigation: A Temperate Alternative To Cyber Insecurity, Casey M. Bruner

This Note aims to show that legal structures created to protect the Internet in its original form are completely insufficient to protect what the Internet has become. This antiquated legal framework is exacerbating the problem. The breadth of activity that the current law restricts severely limits the remedies that cyberattack victims can pursue, and it must be updated. While full hack-back may prove necessary in the long run, I argue for a more temperate initial response to the problem—I call this response “authorized investigation.” Specifically, the Computer Fraud and Abuse Act should be amended to allow victims access to their …

‘No Protection Against The H-Bomb’: Press And Popular Reactions To The Coventry Civil Defence Controversy, 1954, N Barnett

This article examines British popular and media reactions to America's Bravo test shot in April 1954 and Coventry City Council's subsequent decision to abandon civil defence. The article finds that three key motifs emerged which relate to Britain's broader sense of national identity in the 1950s. First, the controversy formed part of a cultural battle for national identity between a conservative and potentially militaristic culture, and one which was more progressive and opposed war and nuclear armaments. Second, opponents labelled the councillors as Moscow stooges and this revealed underlying anti-communism. Third, reactions engaged with a secular strain of Cold War …

The Ebola virus is a member of the filoviridae family. Five distinctive species of ebolavirus have been identified, four of which are known to cause disease in humans (Martines, Ng, Greer, Rollin, and Zaki, 2014). The specific species known to cause disease in humans are Zaire, Sudan, Ivory Coast, and Bundibugyo (Bray & Chertow, 2014). Bah et al. (2015) report that the Zaire ebolavirus (EBOV) was the cause of the most recent West African outbreak and carries the highest human mortality rate among the five known species, with up to 90% of cases being fatal. War and widespread poverty plague the developing countries of the world in a devastatingly violent cycle. This paper illustrates a correlation between economics and the role it can play in violence. The author surveys three theoretical approaches to understanding conflict resolution and socioeconomic causal relationships of violence, summarizes empirical evidence of those causal relationships, ex-plores these relationships in terrorism and civil war, and utilizes those theories and empirical data in an analytical case study of the Hashemite Kingdom of Jordan, including a correlation coefficient ma-trix and regression analysis with policy implications. Indeed, both the increasing presence of fictional apocalypse in art and popular culture and the tone of apocalypticism in U.S. political, environmental, and social rhetorics, have been noted by writers and thinkers from a wide range of fields. Scholars of neoliberalism in particular have traced this popularity to the economic and political realities of late-capitalism and the ideological contradictions embedded in the evolution of capitalism to its current, immersive iteration. Afghanistan and Iraq veterans experienced traumas during deployment, and disrupted connections with friends and family. In this context, it is critical to understand the nature of veterans’ transition to civilian life, the challenges navigated, and approaches to reconnection. We investigated these issues in a qualitative study, framed by homecoming theory, that comprised in-depth interviews with 24 veterans. Using an inductive thematic analysis approach, we developed three overarching themes. Military as family explored how many veterans experienced the military environment as a “family” that took care of them and provided structure. Sugarcane workers in northwestern Nicaragua are suffering from chronic kidney disease of non-traditional causes (CKDnt) at extremely high rates. In the small town of Chichigalpa alone, CKDnt causes 46% of male deaths (Kurzrok et al. 2013). This paper examines the CKD epidemic as a fundamentally structural problem, not merely a biological abnormality, because it is closely linked to labor exploitation, poverty, human rights violations, and historical context. Grounded in literature from medical anthropology and medical sociology and based on two months of ethnographic field research in northwestern Nicaragua, it analyzes how knowledge production interacts with scientific uncertainty about CKDs specific …

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is being constructed to dispose of the entire stockpile of sulfur mustard contained in munitions stored at Pueblo Chemical Depot, Colorado. The PCAPP Training Facility provides courses on protective measures necessary for making entries into areas with hazardous concentrations of chemical warfare agents in air. Students are trained to work in Demilitarization Protective Ensemble (DPE), an encapsulating, impermeable, and positive pressure suit. The course includes wearing the suit and performing tasks to simulate work in PCAPP toxic areas.

Wearing DPE will increase the heat stress load for workers making entries. The PCAPP heatstress …

In this paper, I explore the book of Job in terms of the symbolic and ideological warfare waged between God and the human protagonist, Job. Specifically, I argue that the invocation of various kinds of creatures under the “monster” rubric (such as Leviathan, Rahab, Yamm, the Twisting Serpent, and Behemoth) can be illuminated through a consideration of contemporary work—in the history of religions, literary theory, and film studies—that categorizes the monstrous in terms of ecological disorientation, metaphors of the torn human body, and the boundaries of the “home.” Moreover, I draw on the work of Marie Hélène Huet in her …

This article examines the gender equality component of Prospera, a conditional cash transfer program in Mexico that provides cash contingent on three nodes of civic engagement: health, nutrition and education. This article draws on ethnographic research in La Gloria, a settlement of indigenous Mayan refugees from Guatemala in the Mexican state of Chiapas. I identify the Prospera program’s neoliberal features, the impact its gender equality measures have in the lives of women, their families, and in the political structure of the community of La Gloria. Earlier this week, the United States Supreme Court upheld, by a 5-4 vote, the states’ ability to execute death row inmates with a three-drug lethal injection cocktail that critics argue causes excruciating pain. The Court reasoned that states should be allowed to use the drug in question, despite its involvement in several botched executions, in part because states can no longer attain more effective alternatives. In the majority opinion, the justices spin an erroneous tale about “anti-death-penalty advocates” pressuring pharmaceutical companies into refusing to supply other, more humane drugs to the states for use in capital punishment. The underlying mechanisms of chemical warfare agents (CWAs) and high energy density materials (HEDMs) are poorly understood, yet important to the development of chemical applications in military science and technology. The reactivity of arsenite and arsenic-based CWA lewisite with biological thiols plays an important role in toxicity of these elements. Toxic effects of arsenite are eliminated when arsenite and selenite are co-administered, due to their antagonistic relationship. The arsenic-based CWA lewisite is detoxified by the dithiol-containing British anti-lewisite (BAL). The reduction of arsenous acid by thiol, the formation of an As-Se species, and the detoxification of lewisite with BAL have …
