Network intrusion detection systems are an active area of research to identify threats that face computer networks. Network packets comprise of high dimensions which require huge effort to be examined effectively. As these dimensions contain some irrelevant features, they cause a high False Alarm Rate (FAR). In this paper, we propose a hybrid method as a feature selection, based on the central points of attribute values and an Association Rule Mining algorithm to decrease the FAR. The influx of virtual media platforms has allowed extremists and terrorists to transmit their messages to wider audiences without passing through a gatekeeper or being a subject to editorial policies existed in traditional media outlets. Thus, extremists and terrorists exploit virtual media platforms to report their actions; propagate their ideologies and ultimately to boost their objectives, because these mediums enabled them to have control over time and space. Specters Of Kurdish Nationalism: Governmentality And Counterinsurgent Translation In Turkey, Nicholas S. Glastonbury

This essay examines translations of the Kurdish epic poem Mem û Zîn into Turkish, tracing the logics behind these state-sponsored translations and examining how acts of translation are also efforts to regulate, translate, and erase Kurdish subjectivities. I argue that the state instrumentalizes Mem û Zîn’s potent nationalist currency in order to disarm present and future claims of Kurdish national autonomy. Using translation as a counterinsurgent governmental tool, the state attempts to domesticate Kurdish nationalist discourses even as it reproduces them, thereby transforming Kurdish nationalism into a specter of itself. Attending to this specter, however, allows us to see how …

How much deference do courts give to Executive branch views on treaty interpretation? The Restatement (Third) of the Foreign Relations Law of the United States tells us that courts “will give great weight to an interpretation made by the executive branch,” and earlier empirical studies suggested that deference to Executive in such cases was robust. But is that still the case? The Supreme Court’s rejection of the Executive’s view in a series of high profile cases including Hamdan v. Rumsfeld, BG Group PLC v. Republic of Argentina, and Bond v. This research focuses on the experimentation and exploration of heat treatment used on chert by the Native Americans located in eastern Iowa after the Late-Woodland Period. In conjunction with my research advisor, Dr. Chad Heinzel, the geoarchaeologist in the UNI Department of Earth Science, I have heat treated chert from eastern Iowa in order to examine its physical and chemical changes. These experiments took place both in a controlled laboratory setting and in a semi-controlled field setting, comparing the difference between the two different methodologies. There is a prevailing attitude that increasing women’s economic participation leads to their empowerment, or increases their agency in influencing decision making. This is despite large data evidence to the contrary and acknowledgement by financial institutions that a link cannot be established. This thesis examines what impact labor participation has on women’s influence in their community and their political participation, how non-income related skills like advocacy increases women’s self-confidence and agency, and the role non-formal training and networks play in increasing women’s participation in decision making and political participation. The Trans-Pacific Partnership began as a free trade agreement between Brunei Darussalam, Chile, New Zealand and Singapore which was enacted in 2004. Since that time, additional countries have entered into formal negotiations to expand the trade bloc, including the USA, Mexico, Peru, Australia, Malaysia, Canada, Vietnam and Japan. This paper seeks to determine whether these countries represent a ‘natural’ trade partnership by comparing and contrasting the trade complementarity index between each pair of countries within the partnership and those other countries counted in the APEC 21 countries plus India, which is a member of the RCEP trade bloc.

This study offers an explanation of why voters repeatedly choose leaders who came to power democratically at some point but will not abandon it when they ought to. Research shows leaders will employ any and every mechanism to remain in power, from restricting liberties to turning to violence as a method of repressing dissidence yet voters continue to vote them back into power. Why? Through an examination of the current situations in Venezuela, Turkey and Russia, the thesis reveals that economic performance provides the key explanation. A successful peace agreement can only be achieved when it is not being rushed. This thesis evaluates the effects of compulsory military service in South Korea on the political behavior of men from a public policy standpoint. I take an institutional point of view on conscription, in that conscription forces the military to accept individuals with minimal screening. Given the distinct set of values embodied by the military, I hypothesize that the military would need a powerful, comprehensive, and fast program of indoctrination to re-socialize civilians into military uniform, trustable enough to be entrusted with a gun or a confidential document. This thesis is a review of U.S. foreign policy in Pakistan through a realist lens. It critiques the current state of U.S. policy and recommends that the United States prioritize national security interests, particularly with regards to counterterrorism, over building Pakistani democracy and running civilian aid programs. It then further recommends ways for the United States government to account for ground level dynamics in Pakistani politics in crafting foreign policy aimed at bringing Pakistan into line with U.S. counterterrorism priorities.

Why has the United States, given its status as the sole remaining superpower following its Cold War victory, been unable to translate its preponderance of power into the outcomes it desires? The system established by the United States over the course of the Cold War does not effectively translate its power into influence in the post-Cold War world. This paper evaluates the effectiveness of the U.S. nuclear weapons arsenal in covering security commitments with its foreign allies, particularly Japan. The U.S. has promised to defend allies all over the world with nuclear forces, and consequently has been forced into a delicate and precarious position. In response to the German occupation of Belgium in World War I, future U.S. president Herbert Hoover and a handful of his colleagues in the mining engineer industry founded the Commission for Relief in Belgium (CRB). The CRB engineered one of the greatest relief movements in history partly on account of its successful public appeals; nevertheless, the success of these appeals has never been fully explained due to a remarkable dearth of scholarship on the topic. Taking advantage of the forum provided by this timely Symposium, this Article closely examines the ongoing debate on China’s sustained effort in using online hacking and other intrusive techniques to steal trade secrets and proprietary data from U.S. businesses. This dissertation investigated how the Gikuyu people of central Kenya understood justice, forgiveness and trauma healing or their absence during a decade of intra-group reciprocal violence. This qualitative research study employed the narrative research method utilizing the "Williams Model" (Riessman, 2008). Field interviews were guided by a primary research question: What do the narratives of perpetrators and victims in reciprocal violence reveal about their understanding of justice, forgiveness and trauma healing or their absence? Fourteen research participants aged 78 to 92 years shared their full narratives. Current conflict analysis literature overwhelmingly centers on the victims and less on perpetrators. The …

In this paper I examine the media discourses surrounding the May 2014 stabbing of a 12-year-old girl in Waukesha, Wisconsin by two of her friends, supposedly to please the online legendary monster Slender Man, and several subsequent events which media outlets also attempted to link to the horror meme. I consider the implications of folkloric believability, by which I mean the interplay of belief about a tradition’s status as folklore, which in turn has important implications for the believability of the tradition’s content. Maopewa Iati Bi: Takai Tonqyayun Monyton "To Abandon So Beautiful A Dwelling": Indians In The Kanawha-New River Valley, 1500-1755, Isaac J. Emrick

Maopewa iati bi is a Tutelo translation of William Byrd's eighteenth century quote "To abandon so beautiful a Dwelling." The quotes sets the stage for this examination of the indigenous landscape history of the eastern half of the Middle Ohio River Valley. The region, or Okahok amai, was the homeland of Siouan speakers, but passed from Siouan control into Iroquoian and Algonquian hands around turn of the eighteenth century. Not long afterward Indians, pressured by British and French citizens and governments, were forced to again fight to maintain their hard won new homes. By the middle of the eighteenth century, …
