Beyond Domestic Empire: Internal- And Post-Colonial New Mexico, John R. Chávez

The purpose of this paper is to outline the connections between internal colonialism and post-colonialism, two dimensions of an evolving colonial paradigm. To test these theories against historical reality, they are applied to ethnic Mexicans and Indians, especially Navajos, in New Mexico in order to ground them and colonialism in general at the regional level. This paper claims that internal colonialism continues effectively to explain the historic subordination of indigenous and mixed peoples within larger states dominated by other groups. Defensive Force Against Non-State Actors: The State Of Play, Monica Hakimi

International Law Studies

This article assesses the implications of the current Syria situation for the international law on the use of defensive force against non-State actors. The law in this area is highly unsettled, with multiple legal positions in play. After mapping the legal terrain, the article shows that the Syria situation accentuates three preexisting trends. First, the claim that international law absolutely prohibits the use of defensive force against non-State actors is increasingly difficult to sustain. States, on the whole, have supported the operation against the so-called Islamic State in Syria. Second, States still have not coalesced around a legal standard on …

This short terrorism futures essay will focus upon differing forms of targeting and their effects, that is, destructive versus disruptive, and the interrelationship between these and the scale of effect of weaponry in engagements, highlighting the differences between legitimate state use of coercion and the illegitimate use of disruptive targeting—and the subsequent magnification of the scale of effect of weaponry in engagements—when employed by terrorists. In one embodiment, the method includes the steps of creating a fibrin aggregate confining the pathogens and introducing a fibrin lysis reagent to expose the pathogens for analysis. During the long, on-again-off-again wars generated by the events of the French Revolution, the Habsburg monarchy would contribute the largest single contingent of troops to the fight.1 For the Austrians, the wars fought over this nine-year period were a long-term disaster. Entering the war with a small, professional army, the monarchy would constantly be at loose ends to find the financing and manpower to carry out the demands of a European-wide war. The battlefield of the Nankou Campaign was the earliest battlefield of China’s Second World War, which covered an extensive area of about 700 km2 on the north west of Beiping at the border between Hebei and Chahar Provinces. The Nankou Campaign is recalled recently after being obscured for decades. Unfortunately, without a preservation system like the National Park Service, the sites in the battlefield, such as the Great Wall, have been left in ruins for over 70 years. A national battlefield program will be required to rescue the sites. This booklet is created as an interpretation of the history of …

Non-Governmental Organizations (NGOs) is a term coined in the mid-1940s. As the phrase implies, it refers to a group of like-minded individuals, unaffiliated with any government, who seek to affect public policy and/or provide services to a community. NGOs operate locally, nationally, and internationally, and they address issues that range from human rights and environmental sustainability to disaster relief and economic development. This diversity makes it difficult to generalize their goals and characteristics. Most, but not all, are not-for-profit organizations. Although the vast majority of NGOs are independent of governmental control, some are not, especially in authoritarian countries, and NGOs …

Idealizing Maya Culture: The Politics Of Race, Indigeneity, And Immigration Among Maya Restaurant Owners In Southern California, M. Bianet Castellanos

Based on an ethnography of Maya restaurant owners in Los Angeles, the article examines how Maya migrants use Yucatecan cuisine to negotiate the politics of indigeneity. In Mexico, Maya peoples are denigrated as “Indian.” In the U.S., Maya migrants are racialized as “Mexican.” These racialization processes are intended to discipline indigenous subjects both within and outside of national boundaries. By drawing on popular indigenous cultural symbols and tastes that reinforce an idealized Maya culture, Maya restaurateurs construct an alternative politics of recognition that opens the door for new conversations about what it means to be indigenous and Latino.

Throughout the book, each veteran speaks in a series of “I remember” statements labeled by a number, not a name. This anonymous structure foregrounds the similarities of all wars. If, as Laurence Tribe has observed, “all law tells a story,” this Article tells two stories occurring forty years apart—the story of Justice Harry Blackmun and the unborn human beings he covered with the legal mask of “potential” lives in Roe v. Wade in 1973, and the story of Doctor Kermit Gosnell and the unmasked babies he was convicted of murdering in his Philadelphia abortion clinic in 2013. In June 2015, Natural Resource Group, LLC conducted Phase I cultural resource investigations within eight parcels that are managed by the Texas General Land Office. The tracts are located in El Paso, Hudspeth, and Reeves counties, Texas and the studies are associated with Phase 1 of the Roadrunner Gas Transmission, LLC (Roadrunner) Roadrunner Project. Roadrunner has entered into an operating agreement with ONEOK WesTex Transmission Company, L.L.C. (WesTex), a subsidiary of ONEOK, to construct, operate and maintain an intrastate pipeline in the State of Texas under the jurisdiction of the Texas Railroad Commission. On behalf of Texas Eastern Transmission, LP and Edge Engineering and Science, LLC., HRA Gray & Pape, LLC, of Houston, Texas, has completed a 100% pedestrian cultural resources survey and limited shovel testing of an estimated 4.5 kilometers (2.8 miles) of linear area in Refugio and Aransas Counties, Texas. Texas Eastern has identified several locations along the PETR to TIVO Segment of Line 16 that require replacement of aging pipe. One of the areas requiring maintenance work is identified as “Phase 1”, for which the archaeological survey was completed in May of 2015.
