Leveraging Predictive Policing Algorithms To Restore Fourth Amendment Protections In High-Crime Areas In A Post-Wardlow World, Kelly K. Koss Jan 2015

Leveraging Predictive Policing Algorithms To Restore Fourth Amendment Protections In High-Crime Areas In A Post-Wardlow World, Kelly K. Koss

Chicago-Kent Law Review

Rapid technological changes have led to an explosion in Big Data collection and analysis through complex computerized algorithms. Law enforcement has not been immune to these technological developments. Many local police departments are now using highly advanced predictive policing technologies to predict when and where crime will occur in their communities, and to allocate crime-fighting resources based on these predictions.

Although predictive policing technology has an array of the potential uses, the scope of this Note is limited to addressing how the statistical outputs from these technologies can be used to restore eroded Fourth Amendment rights in alleged high-crime areas. …

'Children Of Light And Sons Of Darkness': Quakers, Oaths And The Old Bailey Proceedings In The Eighteenth Century, Edwina Newman Jan 2015

'Children Of Light And Sons Of Darkness': Quakers, Oaths And The Old Bailey Proceedings In The Eighteenth Century, Edwina Newman

Quaker Studies

This paper makes use of the technology that allows for the searching of the online edition of the Old Bailey Proceedings. Although Quakers were once very familiar with courts of justice, by the eighteenth century they had become considerably less persecuted than formerly. Their way oflife meant that they did not figure highly among defendants in criminal courts. Their testimony against oaths excluded them too from the ranks of prosecutors and witnesses, the newly won right to affirm not extending to criminal trials. Quakers figure in fewer than 100 of the 45,000 Old Bailey trials in this period. Nevertheless, what …

Sex, Violence And The Female Sex Offender, Christine Romero-Debell Jan 2015

Sex, Violence And The Female Sex Offender, Christine Romero-Debell

Individual, Family, and Community Education ETDs

A female sex offender is any female who engages in criminal sexual penetration, and/or criminal sexual contact with a minor and is charged with a criminal offense within a court of law (New Mexico Statutes and Court Rules, Unannotated, 2012) Early research purports that there is a high prevalence of male sex offenders in comparison to the low prevalence of female sex offenders. A large body of research focuses on male sex offenders but it is problematic to generalize the results of these studies to women sex offenders (Vandiver & Walker, 2002; Wijkman, Bijleveld, & Hendricks, 2010). The gap in …

Public Policy Implementation: Recreational Marijuana In Colorado, Sara Elena Shoemate Jan 2015

Public Policy Implementation: Recreational Marijuana In Colorado, Sara Elena Shoemate

Public Administration ETDs

In 2012, voters in Colorado and Washington State voted to legalize marijuana for recreational use. These states have the challenging task of creating and implementing a policy framework with which to regulate the now legal cultivation, distribution, and use of marijuana. This is a considerable task due to the lack of precedent and information regarding the issue, and because of the intergovernmental issues involved. This thesis focuses on the issue in regard to local governments in Colorado. The goal of this thesis is to gain a better understanding of the adoption of RME and barriers to the implementation processes of …

Pokeweed Antiviral Protein, A Ribosome Inactivating Protein: Activity, Inhibition And Prospects, Artem V. Domashevskiy, Dixie J. Goss Jan 2015

Pokeweed Antiviral Protein, A Ribosome Inactivating Protein: Activity, Inhibition And Prospects, Artem V. Domashevskiy, Dixie J. Goss

Publications and Research

Viruses employ an array of elaborate strategies to overcome plant defense mechanisms and must adapt to the requirements of the host translational systems. Pokeweed antiviral protein (PAP) from Phytolacca americana is a ribosome inactivating protein (RIP) and is an RNA N-glycosidase that removes specific purine residues from the sarcin/ricin (S/R) loop of large rRNA, arresting protein synthesis at the translocation step. PAP is thought to play an important role in the plant’s defense mechanism against foreign pathogens. This review focuses on the structure, function, and the relationship of PAP to other RIPs, discusses molecular aspects of PAP antiviral activity, the …

Volunteer Management Practices During Challenging Economic Times, Hillary Knepper, Maria J. D'Agostino, Helisse Levine Jan 2015

Volunteer Management Practices During Challenging Economic Times, Hillary Knepper, Maria J. D'Agostino, Helisse Levine

Journal of Public Management & Social Policy

Nonprofit organizations rely upon volunteers to facilitate their missions of meeting critical community needs. Since 2006, on average, 61.9 million Americans or 26.4 percent of the adult population volunteered every year through organizations delivering 8.1 billion hours of service worth approximately $162 billion to America’s communities (Bureau of Labor Statistics 2012; Corporation for National and Community Service 2010). Most recent data released by The Bureau of Labor in 2013 further suggest between September 2011 and September 2012 approximately 64.5 million people volunteered via an organization at least once. In light of high unemployment, donor fatigue, and slow economic growth, it …

Perceptions Of Collaboration And Service Integration As Strategic Alternatives: An Examination Of Social Service Nonprofit Organizations In The Late 1990s, Jennifer A. Wade-Berg, Vanessa Robinson-Dooley

Journal of Public Management & Social Policy

Nonprofit organizations (NPOs) have historically dealt with the problem of trying to build organizational capacity while simultaneously dealing with scarce resources. Consequently, practitioners and scholars continue to offer assistance to nonprofits in the development of techniques aimed at addressing these situations. Recent literature shows a push towards innovation, the use of new organizational tax structures, and/or the use of commercial revenue generating activities as plausible strategic alternatives for dealing with declining resources. While these techniques show promise, they typically are reserved for larger nonprofits (as measured by their funding base) and those nonprofits with missions that lend themselves for such …

All Bark And No Bite? Rhetoric And Reality In The War On Terror, Roslyn Fuller Jan 2015

All Bark And No Bite? Rhetoric And Reality In The War On Terror, Roslyn Fuller

Indonesian Journal of International and Comparative Law

This paper argues that not only has the “war on terror” failed to hinder terrorism, it has also unequivocally failed to have any appreciable impact on the content of international law. The doctrine of the “war on terror” initially combined aspects of human rights and humanitarian legal regimes together with a much broadened definition of the term “conflict” and those who could be viewed as legitimate targets in a conflict. However, this new framework, put forward mainly by the United States failed to gain traction among other States, and even among US agencies. Thirteen years after the War on Terror …

Cracking The Code Of Silence In African American Communities, Jerry Lamar Askin Jan 2015

Cracking The Code Of Silence In African American Communities, Jerry Lamar Askin

Communication & Leadership Dissertations and Theses

The use of a code of silence continues to serve as a major communication barrier, specifically in African American communities. This well-known no-snitching rule, blocks law enforcement officers from getting the information they need to solve cases in African American communities. This thesis looks into the effects of the silent dialogue through the Communication Privacy Management Theory and the Social Identity Theory in an effort to better understand and identify factors that lead to police distrust, communication gaps, and uneasiness among people in high-crime African American communities. The increasing media reports of African American young men (who are seemingly innocent) …
