Delivering Efficient, Effective, And Streamlined Government To Illinois Taxpayers, Norman Walzer, Task Force On Government Consolidation And Unfunded Mandates

Options to streamline the system for delivering local government services in Illinois were significantly increased with passage of recommendations by the Task Force on Government Consolidation and Unfunded Mandates report issued in 2016. While no mandates were included, subsequent legislation enables residents and local public officials to redesign collaboration among local government units and agencies to deliver services in different ways, possibly at lower costs and property taxes. The report contains responses by 500 local public officials, plus the testimony and deliberations of the Task Force leading to subsequent legislation.

Initiatives
Provides that serious or violent felonies committed before passage of the three strikes law in 1994 do not count as strikes toward three strikes sentencing. Drops definition of crimes that count as strikes for purpose of three strikes law. Requires resentencing for certain three strikes inmates (and certain two strikes inmates) who committed pre-1994 serious and/or violent felonies. Applies savings from sentencing changes to low-income middle and high schools, California Community Colleges, University of California, and prison rehabilitation programs. Preliminary Results Of The Louisiana Sex Offender Treatment Program, Lee A. Underwood, Frances L.L. Dailey, Carrie Merino, Yolanda Crump

The purpose of this study was to offer preliminary support for the Louisiana Sex Offender Treatment Program (LSOTP) in addressing the needs of juvenile sex offenders. Research objectives were (1) to offer statistical evidence for reductions in anxiety, depression, cognitive distortion and negative attitudes towards women comparing a group of 21 adolescents, 12 of whom received services as usual and nine of whom participated in the LSOTP. A controlled experimental evaluation design was utilized. Because the revolution in information technology has made individual criminal history records more comprehensive, efficient, and retrievable, an individual’s criminal history has become an ever more crucial marker of character and public identity. The broad range of collateral consequences of criminal convictions has become a very salient issue for criminal justice scholars and reformers. A single criminal conviction can trigger thousands of potentially applicable restrictions, penalties, or other civil disabilities. Data To Decisions For Cyberspace Operations, Steve Stone

In 2011, the United States (U.S.) Department of Defense (DOD) named cyberspace a new operational domain. The U.S. Cyber Command and the Military Services are working to make the cyberspace environment a suitable place for achieving national objectives and enabling military command and control (C2). To effectively conduct cyberspace operations, DOD requires data and analysis of the Mission, Network, and Adversary. However, the DOD’s current data processing and analysis capabilities do not meet mission needs within critical operational timelines. This paper presents a summary of the data processing and analytics necessary to effectively conduct cyberspace operations.

This is an ethnography of waste in the streets of urban Hong Kong and a curatorial inquiry into the significance of its visuality. Presented in the form of a triptych, the dissertation probes and portrays fragments of urban life in Hong Kong, consequently opening up a new vista for intellectual and social engagement at the juncture of aesthetics, lived experiences, and power. While urban density provides for its equivalent in trash, much of Hong Kong’s refuse first lands in the streets. The government’s lies can be devastating. This is the case, for example, of its lies told to resist legal and political accountability for its misconduct; to inflict economic and reputational harm; or to enable the exercise of its powers to imprison, to deploy lethal force, and to commit precious national resources. On the other hand, the government’s lies can sometimes be helpful: consider lies told to thwart a military adversary or to identify wrongdoing through undercover police work. With the rapid increase in the rate of children diagnosed with Autism Spectrum Disorder (ASD), there has been a surge in treatment interventions and outcome measures. Treatment interventions consist of evidence-based practices and programs that lack scientific validation. Parents’ selection of a treatment or multiple treatments is often based on the desire to maximize their child’s personal well-being (Pituch et al., 2011; Rodger, Braithwaite, & Keen, 2004). Current outcome measures provide valuable information and may demonstrate a change in a standard score. Objective: Health-related quality of life (HRQOL) and well-being is a new topic area for Healthy People 2020 in the U.S. In a broad-based literature review, more research explored individual level factors of HRQOL, and few focused on older adults. Multilevel analysis was seldom adopted to investigate the relationship between area-level socioeconomic or social environment factors and HRQOL. In lieu of the traditional Chapter 4 (Results) and Chapter 5 (Conclusion), two manuscripts representing the two specific research aims are included. The purpose of this study was to examine the effectiveness of ACT WorkKeys assessments as an indicator of student success within the community college. The number of companies that are utilizing ACT WorkKeys as an indicator to determine work readiness has increased. As community colleges are challenged with training the current workforce for jobs that are in demand, skills gaps that exist have caused challenges that have created difficulties meeting these demands.
