Tropical Cyclone Intensity Forecast Error Predictions And Their Applications, Kieran T. Bhatia

This dissertation aims to improve tropical cyclone (TC) intensity forecasts by exploring the connection between intensity forecast error and parameters representing initial condition uncertainty, atmospheric flow stability, TC strength, and the large-scale environment surrounding a TC. After assessing which of these parameters have robust relationships with error, a set of predictors are selected to develop a priori estimates of intensity forecast accuracy for Atlantic basin TCs. The applications of these forecasts are then discussed, including a multimodel ensemble that unequally weights different intensity models according to the situation. The ultimate goal is to produce skillful forecasts of TC intensity error …

Why Do The Children Flee? Public Security And Policing Practices In Central America, Mary Fran T. Malone

In this brief, author Mary Fran Malone discusses the security crisis in Central America and successful policing strategies for confronting this crisis. She reports that Central Americans’ experiences and perceptions of crime are linked to an increased likelihood of migration. In 2014, approximately 57,000 unaccompanied minors traveled from Central America to Mexico, continuing north to cross the U.S. border illegally. The large numbers of people fleeing Guatemala, El Salvador, and Honduras testify not only to the violence of illicit markets but also to the failure of these countries’ governments to fulfill their most important task—protecting the lives of their citizens. …

With the overwhelming drug offense and policy changes that occurred in the 1980s, the criminal justice system was forced to create other methods of dealing with offenders suffering from substance abuse problems. Therefore, drug court was created as a diversion program. Drug court was first created in 1989 in Florida to offer a therapeutic method to assist offenders with substance abuse problems and criminal cases. The purpose of drug court was to prevent addicts from constant contact with the criminal justice system. Drug court professionals developed a guideline based on the therapeutic jurisprudence theory called the “10 key component”. The …

Collateral Consequences And The Preventive State, Sandra G. Mayson

Approximately eight percent of adults in the United States have a felony conviction. The “collateral consequences” of criminal conviction (CCs)—legal disabilities imposed by legislatures on the basis of conviction, but not as part of the sentence—have relegated that group to permanent second-class legal status. Despite the breadth and significance of this demotion, the Constitution has provided no check; courts have almost uniformly rejected constitutional challenges to CCs. Among scholars, practitioners and mainstream media, a consensus has emerged that the courts have erred by failing to recognize CCs as a form of additional punishment. Courts should correct course by classifying CCs …

Science research in the twenty-first century increasingly results in powerful and rapidly disseminated technologies that raise concerns over technological risk and public safety. A common recommendation for assessing and managing controversial research is to perform a quantitative risk-benefit analysis (RBA) in order to help determine an appropriate course of action. However, these recommendations lack guidelines on how to perform such an assessment. This dissertation lays out a detailed argument why a quantitative RBA should not be used as a basis for making complex policy decisions. Municipalities largely rely upon property taxes to fund their operations. They also have a great deal of control over the types of developments permitted within their jurisdiction. Different development types have different levels of value and it is important that municipalities understand the relative values of each development type in order to make an informed decision as to what they should permit to be built within their jurisdiction. This study tests the theory that urban/new-urbanist type developments are more valuable than suburban types and thus provide greater property tax revenues to the municipality by comparing various commercial building development types …

Debates about the meaning and scope of the Second Amendment have traditionally focused on whether it protects the keeping and bearing of arms for self-defense, prevention of tyranny, maintenance of the militia, or some combination of those three things. But roughly half of American gun-owners identify hunting or sport shooting as their primary reason for owning a gun. And while much public rhetoric suggests that these activities fall within the scope of the Second Amendment, some of the most committed gun-rights advocates insist that the Amendment “ain’t about hunting” and that, no matter their heritage and value, such activities are …

The variety, type and volume of risks affecting higher education are numerous and the consequences for unmanaged risks and missed opportunities are more significant than ever before. In response, many institutions of higher education are adopting an Enterprise Risk Management (ERM) approach. External factors, as well as institutional culture, play a role in the decision to adopt ERM, as well as the path of implementation. While there seems to be growing media intrigue over atypical forms of alcohol use, the utilization of the majority of novel consumption methods (e.g., eyeballing, slimming, alcohol without liquid (AWOL)) seems minimal. In 2014, however, several outlets suggested that powdered alcohol would soon surface as a threat to public safety. The impetus of these fears was the Alcohol and Tobacco Tax and Trade Bureau’s approval for Lipsmark LLC to package a powdered alcohol product named "Palcohol". Palcohol has yet to reach store shelves, but public outcry has been intense. Despite this reaction, little is known about whether the population will …

Politics, Labor, And Rebellions Real And Imagined: Slaves, Free People Of Color, And Firearms In North Carolina, 1729-1865, Antwain K. Hunter

For much of North Carolina’s history its General Assembly sought to strike a balance between the undeniable utility of black people’s armed labor and the threat that gun-toting black people were thought to pose. Masters equipped their slaves with firearms much like many other tools and many citizens turned to the Assembly to undertake measures to ensure that this armed labor did not compromise white people’s safety or property. The state’s legislature dictated the terms under which masters could arm their slaves and while some slaveholders defiantly used armed African-descended laborers as they wished most white people believed that armed …
