We lived in a place where cable didn’t exist. Our water was pumped from a well, our electricity streaming in on a TVA river wave. We lived in Izard County, Arkansas, where dirt roads ribboned through hills, where people were all but waiting on a filmmaker to document their poverty.
But we had a satellite dish in our front yard. A marvel of engineering, a jellyfish puffing toward the sky. Its frame stiff, shiny, a monument to mass communication. According to my father, we were devotees of manufacturing, people who made an art out of industry. The satellite dish, the …

The purpose of this qualitative research study was to examine African American community college students’ availability to technological resources and how that availability affects their success. In this study, technological resources include access to the internet, software, hardware, technology training, technology support, and community resources. This study included six community college professors and six African American community college students enrolled in a Midwest community college. A major tenet of Critical Race Theory, storytelling, was used to give voice to students who lack sufficient access to technological resources referred to as the digitally denied. Data from this study can create an …

A Population Health Approach For Community Health Improvement, Sandra Gregg
Doctor of Nursing Practice (DNP) Projects
Providence Health & Services (Providence), a not-for-profit Catholic health care system serving five western states, established an organizational vision of Creating healthier communities, together (Providence Health & Services, 2014). This vision served as the catalyst for the alignment of divisional initiatives to positively impact community health status. To effectively achieve its vision, the organization committed to the incorporation of population health principles in the development of an infrastructure to expand the reach and impact of community investments, along with the establishment of effective processes for inter-divisional collaboration and compliance with community benefit mandates. Thus, in 2015, Providence established a community …

J.K. Southerland: From Check-R-Mix To Fancy Pack, Pioneering The Poultry Industry In North Central Arkansas, Nancy Patrice Dowdy
Student Theses and Dissertations
Batesville, Arkansas is home to several local and cross-country trucking firms, many of which transport commodities directly related to the poultry industry that developed in the region. The growth of the trucking businesses, as well as numerous other companies and retail stores, is a direct result of the poultry industry that began there in the mid-1930s and for decades has supplied locally grown product to all parts of the United States. The man primarily responsible for the launch of the trucking firms and the expansion of the poultry trade as a major economic force in North Central Arkansas was Jerome …

It Came Across The Plains: The 1918 Influenza Pandemic In Rural Nebraska, Kristin Watkins
Theses & Dissertations
The purpose of this historical case study was to understand and describe rural community experiences during the 1918 influenza pandemic in Nebraska.
Examining the rural experience in Nebraska during the 1918 influenza pandemic provided a new level of insight into the differences and similarities between the urban and rural experience. As related by a detailed study of Omaha during the 1918 pandemic, the community was devastated by disease. Despite public ordinances and health department warnings, streetcars ran at capacity, parades were held to raise money for war bonds, and the annual Aksarben Coronation took place. Cases of flu were too …

A Simulation Of The Mississippi River Salt Wedge Estuary Using A Three-Dimensional Cartesian Z Coordinate Model, Steven K. Ayres
LSU New Orleans Theses and Dissertations
The stratified flow of the lower Mississippi River due to density gradients is a well documented phenomenon. This stratification of fresh and saline water manifests itself as a heavier wedge of saline water that extends upriver and a buoyant fresh water plume extending into the Gulf of Mexico past the Southwest Pass jetties. The maximum absolute distance of saltwater intrusion observed anywhere in the world occurred on the Mississippi River in 1939 and 1940 when saltwater was observed approximately 225 km upstream from the mouth of Southwest Pass. The U. S. Army Corps of Engineers now prevents the wedge from …
Twice Displaced: Katrina And The Redevelopment Of The Magnolia, Gabriella A. Garza
Twice Displaced: Katrina And The Redevelopment Of The Magnolia, Gabriella A. Garza
LSU New Orleans Theses and Dissertations
Where and how to house the urban poor remains a controversial issue. Public housing residents are particularly vulnerable. Issues of race, class and gender intersect in their lives. Public-private partnerships in urban redevelopment projects and a focus on issues that arise from concentrated poverty gave rise to HOPE VI policy aimed at deconcentrating poverty via public housing demolition and redevelopment. In New Orleans, the effects of Hurricane Katrina further complicate this contested process. The purpose of this case study is to understand how residents experienced and framed the process of displacement brought on by disaster and the redevelopment of the …

The Role Of The State, Multinational Oil Companies, International Law & The International Community: Intersection Of Human Rights & Environmental Degradation Climate Change In The 21st Century Caused By Traditional Extractive Practices, The Amazon Rainforest, Indigenous People And Universal Jurisdiction To Resolve The Accountability Issue, Marcela Cabrera Luna
Master's Theses
Local, national and international conventions that protect indigenous sovereignty and their territories, where many of the resources are extracted from by multinational corporations (MNCs) particularly oil, the number one commodity of the world and cause of climate change, continue to be jeopardized because of the lack of a clear international legal framework that can protect them and potentially hold multinationals accountable for their actions. These practices are causing not only environmental issues to the indigenous and surrounding communities, but climate change is in fact, the real human rights issue of the 21st century and it affects everyone. By using …

Assessment Of Selected Antibiotic Resistances In Ungrazed Native Nebraska Prairie Soils, Lisa M. Durso, David A. Wedin, John E. Gilley, Daniel N. Miller, David B. Marx
United States Department of Agriculture-Agricultural Research Service / University of Nebraska-Lincoln: Faculty Publications
The inherent spatial heterogeneity and complexity of antibioticresistant bacteria and antibiotic resistance (AR) genes in manureaffected soils makes it difficult to sort out resistance that can be attributed to human antibiotic use from resistance that occurs naturally in the soil. This study characterizes native Nebraska prairie soils that have not been affected by human or food-animal waste products to provide data on background levels of resistance in southeastern Nebraskan soils. Soil samples were collected from 20 sites enumerated on tetracycline and cefotaxime media; screened for tetracycline-, sulfonamide-, b-lactamase–, and macrolide-resistance genes; and characterized for soil physical and chemical parameters. All …

American Cosmologies: Race And Revolution In The Nineteenth Century, Gordon D. Fraser
Doctoral Dissertations
“American Cosmologies” brings together the study of nineteenth-century print culture and the study of metaphor by examining how revolutionary political groups distributed, circulated, and serialized cosmological language in order to materialize political action. Challenging cultural histories that present revolutionary ideals as part of a genuinely universal discourse, this project demonstrates that writers and political actors throughout the nineteenth century deployed the language of cosmic movement – of celestial revolution as political revolution, for instance – as a means of legitimizing and materializing acts of political violence. In attributing political transformation to cosmic forces, writers and revolutionaries rendered in print their …

Utilizing Ecological Connectivity In California Desert Wilderness Preservation, Lauren Kahal
Master's Projects and Capstones
The Wilderness Act of 1964 gave the federal land management agencies—the National Park Service, United States Forest Service, U.S Fish and Wildlife Service, and Bureau of Land Management—the authority to identify, propose, and manage lands as wilderness. Wilderness, once approved by Congress for inclusion in the National Wilderness Preservation System, is offered the highest form of land preservation in the nation. However, the wilderness identification process used by the implementing agencies is based on a half-century old statute with an aging definition of wilderness. While designated wilderness can protect the plant and wildlife communities within its borders from direct anthropogenic …

The Environmental Impacts Of Colonialism, Lawrence Wood
The Environmental Impacts Of Colonialism, Lawrence Wood
Honors Program Theses and Projects
The politics of the global imperial era are having real-world environmental consequences globally, especially in the former colonies. Indifferent administration by overseas imperial powers transparently sought to enrich their home country with little to no thought about the long term environmental or political consequences for the colony. One of the main objectives of global imperialism, from the first Spanish colonies to the last of the British and Portuguese colonies, was the enhanced profitable extraction of resources. The industrial revolution fueled the need for colonial resource extraction. Industrialization and imperialism formed a positive feedback loop, in which one created a greater …

Investigation Of Strongly Ducted Infrasonic Dispersion Using A Vertical Eigenfunction Expansion Of The Helmholtz Equation In A Modal Broad Band Acoustic Propagation Code, Robert Alexander Edon
Physics
This study investigates an infrasound propagation model created by the National Center for Physical Acoustics (NCPA) which is applied to atmospheric data with a strong temperature inversion in the lower atmosphere. This temperature inversion is believed to be the primary cause of a dispersed infrasonic signal recorded by an infrasound sensor array located on the Southern California coast in August, 2012. The received signal is characterized by initial low frequency content followed by a high frequency content tail. It is shown the NCPA model is hindered by limited atmospheric data and no ground truth for the source function which generated …

INTRODUCTION
On 25 April 2015, the Gorkha earthquake [magnitude (M) 7.8] struck Nepal, followed by five aftershocks of ≥M 6.0 until 10 June 2015. The earthquakes killed ~9000 people and severely damaged a 550 by 200 km region in Nepal and neighboring countries. Some mountain villages were completely destroyed, and the remote locations, blocked roads, and landslide-dammed rivers prevented ground access to many areas.RATIONALE
Our “Volunteer Group” of scientists from nine nations, motivated by humanitarian needs, focused on satellite-based systematic mapping and analysis of earthquake-induced geohazards. We provided information to relief and recovery officials as emergency …War Machine: Media And Technology During Operation Allied Force, N Bobic
War Machine: Media And Technology During Operation Allied Force, N Bobic

One significant aspect of military interventions is that violence in binary geographies, which have an implied colonial discourse (such as Serbia), often involve the dialectics of construction and erasure, meaning that absence and presence of destruction and violence run side by side. This paper investigates the ways that technology and media were instrumentalised in miniaturising evidence and reducing the visibility of destruction during NATO’s Operation Allied Force in Serbia and Kosovo. While the dominant NATO rhetoric behind the intervention was “humanitarian” with the Operation being deployed in the name of Western values and civilisation, this text puts forward an alternative …

Brandishing The Cybered Bear: Information War And The Russia-Ukraine Conflict, Azhar Unwala, Shaheen Ghori
Military Cyber Affairs
Russia’s use of cyber power against Ukraine offered renewed insight to Russian cyber strategy and capabilities. This article dissects the Russia-Ukraine conflict by analyzing Russia’s strategic doctrine, tactical maneuvers, and capabilities in the information realm. Understanding the Russia-Ukraine conflict in this manner can inform and strengthen U.S. cyber policy and strategy. In particular, U.S. strategic planners and cyber professionals should consider internalizing Russian strategic thinking regarding cyber power and promote tactical improvements in resilience, intelligence, and information among itself and its allies.

Help? Not If You Don’T Know What To Look For: Applying Social Cognitive Theory To Program Evaluation In Competitive Forensics, Audra R. Diers
Speaker & Gavel
Jessica Furgerson offered an important call to action by arguing Bloom’s Taxonomy of Educational Objectives should be applied as a way to evaluate research skill acquisition in forensics participation. I have used her analysis as a way to show that more than just understanding what we do (and should do) in forensics, we should use theory to guide team goal-setting and program evaluation. In addition, I have argued forensics program administrators should establish theory-based program evaluation using Bandura’s social cognitive theory to demonstrate the value forensics offers to the overall university education mission.

Economic growth since the dawn of the Industrial Revolution has been unprecedented and improved the lives of billions, though not without a cost. Anthropogenic CO2 emissions have perturbed the global carbon cycle, driving rapid climate change that is forecasted to be economically devastating to many regions while exterminating delicate ecosystems and countless species. Despite the unappealing political and economic impacts of halting fossil fuel consumption, an immediate answer is truly needed. To stave off these disastrous outcomes requires a rapid response to greenhouse gas emissions that future technologies, no matter how promising, are not yet ready to engage. Carbon capture, …

In the history of the United States, the Midwest, in general, and Missouri, in particular, has had a complex role concerning issues of race. For example, St. Louis was the site for the 1857 Dred Scott Case, which determined those of African ancestry could never become citizens. Fast forward to the 1940s and ‘50s and Missouri, as well as the rest of the United States, is still divided by race and largely segregated. As an African American man, Arthur L. Washington, would not be satisfied with the culture of the day. Born December 14, 1917, Washington envisioned the world with …

2014 Data Indicate That Four In Ten Children Live In Low-Income Families, Jess Carson, Andrew P. Schaefer, Marybeth J. Mattingly
Carsey Publications
In this brief, authors Jessica Carson, Andrew Schaefer, and Marybeth Mattingly use American Community Survey data to explore child poverty rates across the United States by region, state, and place type (rural, suburban, and city). They also examine data on children who are deeply poor (those in families with incomes below half of the poverty line), as well as low-income children (those in families with incomes less than twice the poverty line). They report that in 2014, more than four in ten children (44.1 percent) lived in low-income families. More than one-fifth of children (21.7 percent) were poor, and nearly …

Isis, Boko Haram, And The Human Right To Freedom From Slavery Under Islamic Law, Bernard K. Freamon
Fordham International Law Journal
There is now a worldwide consensus on the firm existence of a human right to freedom from slavery. This consensus gives rise to what was thought to be an irrefutable argument that the right to be free from slavery is a jurisprudential universal, with no competent legal system or government able to deny its existence or permit derogation from its tenets. This argument is now being tested by the ideologies, policies, and actions of Muslim insurgencies in Iraq, Syria, and Nigeria, each claiming that the enslavement of non-believing combatants and war captives and slave trading in such persons is permitted …
