The Political Economy Of The Essential Air Service Program, Joshua Hall, Amanda Ross, Christopher Yencha
The Political Economy Of The Essential Air Service Program, Joshua Hall, Amanda Ross, Christopher Yencha
Economics Faculty Working Papers Series
We find that congressional influences affect the amount of airport subsidies that a congressional district receives from the Essential Air Service (EAS) program. The EAS program was passed with the goal of helping to continue commercial air service to rural communities following the deregulation of the airline industry. Using subsidy data from 1998-2014, we find strong evidence that subsidies are higher in districts having congressional representation on the House Transportation Committee. Representation on the House Appropriations Committee is also associated with higher subsidies. Our empirical results, combined with news reports, are consistent with the EAS serving private as well as …

Intentional Synergy: The New Librarian As Co-Learner, Christopher Lawton
Intentional Synergy: The New Librarian As Co-Learner, Christopher Lawton
Libraries Faculty & Staff Publications
Questions abound regarding the changing fate of libraries, and librarians, too, must reconsider their role. New Librarians increasingly find themselves serving not just as human information retrieval systems, but as “safari guides,” leading the curious through an information ecosystem growing explosively. Gone are the days of inscrutable librarians definitively announcing that they had provided all available information on a topic. Today, New Librarians need to cultivate a toolkit of skills and roles surrounding learning and inquiry, parsing new ideas quickly, challenging assumptions, and guiding their communities through the information ecosystem. As a partner, not a service provider, New Librarians shine.
Variability Of Plant Species Diversity During The Natural Restoration Of The Subalpine Birch Forest In The Central Great Caucasus, Natalia Togonidze, Maia Akhalkatsi
Variability Of Plant Species Diversity During The Natural Restoration Of The Subalpine Birch Forest In The Central Great Caucasus, Natalia Togonidze, Maia Akhalkatsi
Turkish Journal of Botany
The northern slopes of the Central Great Caucasus of Georgia were covered by birch (Betula litwinowii) forests in the past, but forest degradation resulted in subalpine secondary meadows. Over the past 20 years birch forest natural reforestation processes have taken place. The aim of this study was to determine the changes in plant species diversity during reforestation. Different habitat types were selected to trace the development of birch forests from subalpine meadows. Species richness was determined in 100 research plots (25 m2 each) of different habitat types. Pioneer succession was distinguished by the highest level of species richness due to …

Coming Of Age: Innovation Districts And The Role Of Law Schools, Jennifer S. Fan
Coming Of Age: Innovation Districts And The Role Of Law Schools, Jennifer S. Fan
Articles
New urban models, dubbed “innovation districts” are gaining traction in entrepreneurial-focused areas across the United States. This article begins by defining what innovation districts are. It then examines the potential role that law schools, together with technology transfer offices, can play as innovation cultivators within such districts. Specifically, it looks at three potential models that law schools can consider when contemplating a relationship with the technology transfer office within a university. Integrating a clinic and technology transfer office within an innovation district does not come without its challenges, however. Accordingly, this article will suggest ways for transactional law clinics to …

Making "Smart Growth" Smarter, Steve P. Calandrillo, Chryssa V. Deliganis, Andrea Woods
Articles
The “smart growth” movement has had a significant influence on land use regulation over the past few decades, and promises to offer the antidote to suburban sprawl. But states and local governments that once enthusiastically touted smart growth legislation are beginning to confront unforeseen obstacles and unintended consequences resulting from their new policies.
This Article explores the impact of growth management acts on private property rights, noting the inevitable and growing conflicts between the two sides that legislatures and courts are now being asked to sort out. It assesses the problems with creating truly intelligent urban growth, ranging from political …

Risky Business: Lessons For Mitigating Cyber Attacks From The International Insurance Law On Piracy, Scott J. Shackelford, Scott Russell
Minnesota Journal of International Law, Vols 1-28:1 (1992-2019)
Organizations of all sizes have increasingly been investigating the prospect of investing in cyber risk insurance to better manage the multifaceted cyber threat. But how useful is cyber risk insurance? Is international insurance law impacting the cyber risk insurance market? And what lessons can be taken from other analogies, such as the maritime piracy context? This article discusses the impact of cyber attacks on the private sector along with analyzing the benefits and drawbacks of relying on cyber risk insurance to enhance cybersecurity by drawing from the maritime insurance industry’s response to piracy. We argue that firms must take a …

Outdoor Education Integrated Curriculum Program Impact On Adolescent Self-Authorship, Amanda Lee Mcgowan
Outdoor Education Integrated Curriculum Program Impact On Adolescent Self-Authorship, Amanda Lee Mcgowan
All Graduate Theses, Dissertations, and Other Capstone Projects
One of the challenges currently faced by secondary schools is to teach 21st century skills, such as self-authorship. Self-authorship is the command of one’s life, or the capacity to invent one’s beliefs, identity, and relationships with others. This study investigated the impact a one-semester outdoor education program has on adolescents’ perceived self-authorship development, as measured by the 27-item self-report Self-Authorship Questionnaire (SAQ). The sample population (n=26) for this study was made up of 10th and 12th grade students from two classes of one-semester outdoor education programs at a public secondary school in Ontario, Canada. Analysis of paired t-tests of the …
Fellows Address: Are Industry Clusters And Diversity Strange Bedfellows?, Randall Jackson
Fellows Address: Are Industry Clusters And Diversity Strange Bedfellows?, Randall Jackson
Regional Research Institute Working Papers
In this address, I review industry clustering and diversification strategies to compare and contrast their underlying foundations. The lack of consensus choice of one or the other for regional economic development strategies along with the recognition that in the dynamic process of development these two processes are related leads me to conclude that clusters and diversity need not be such strange bedfellows after all, and that a rational approach to economic development can leverage the strengths of each and offset weaknesses. I follow this discussion by introducing a cluster assessment diversification strategy (CADS) apparatus that can be used to measure …
The Relationship Between Participation In An Academic Intervention Program And Performance In Coursework For At Risk Eighth-Grade Middle School Students, Victoria Hyatt
Electronic Theses and Dissertations
The focus of the research was to examine the academic intervention program implemented to address academic concerns in the middle grades in one large urban school district in central Florida. Educational leaders at all levels are concerned with the choice of one in four students who make the decision to not complete high school coursework, leaving before earning a high school diploma. The researcher examined to what extent, if any, participation in the middle grades academic intervention program affected academic success in coursework and what difference, if any, there were between academic coursework grade point averages and at-risk eligibility factors, …
The Effect Of A Metalinguistic Approach To Sentence Combining On Written Expression In Eighth Grade Science For Students Who Struggle With Literacy, Lynne Telesca
Electronic Theses and Dissertations
Recent data indicate that less than 50% of American secondary students are able to demonstrate grade-level proficiency in reading, writing, and science (National Center for Educational Statistics [NCES], 2007, 2011, 2012a, 2012b). Secondary students* are expected to develop advanced literacy skills, especially in writing, in order to be ready for college and careers. Students are expected to develop these advanced literacy skills, within all academic subjects. In other words, they are expected to develop disciplinary literacy skills. The statistics are alarming overall, but they are particularly alarming in the area of science. Students need strong literacy skills, including written expression, …

Creating An Operational Security Management Structure For Inimical Environments: Papua New Guinea As A Case Study, William J. Bailey
Creating An Operational Security Management Structure For Inimical Environments: Papua New Guinea As A Case Study, William J. Bailey
Australian Security and Intelligence Conference
Security is a necessary cost for businesses wishing to operate in the developing economy of Papua New Guinea. The country continues to face levels of crime and violence out of proportion to other East Asian countries; which deters many would be investors. However, the potential in PNG is vast and eagerly sought after despite the high costs required to operate without harm, therefore, it is necessary manage the security situation. Experience from similar countries has shown by using optimal security management systems and structures it is possible to work safely, securely and effectively, but this requires a comprehensive security, threat …
An Investigation Into The "Stickiness" Of Tacit Knowledge Transfer, Alison Murray, Phil Hanlon
An Investigation Into The "Stickiness" Of Tacit Knowledge Transfer, Alison Murray, Phil Hanlon
Level 3
Managing knowledge is of central importance to organisational success (Chia, 2003). The focus of knowledge management systems has progressed from the management of explicit knowledge to management of tacit knowledge. The importance of tacit knowledge is highlighted by Wah (1999:27) who argues that 90% of the knowledge in any organisation is embedded and synthesised in people’s minds. However, tacit knowledge is the specific type of knowledge that is characterised as extremely difficult to capture or to articulate (Nonaka, 1994). Academics and practitioners alike have gained an appreciation for this type of knowledge. Tacit knowledge has become recognised as a significant …
Giving Thanks: The Ethics Of Grateful Patient Fundraising, Stacey A. Tovino
Giving Thanks: The Ethics Of Grateful Patient Fundraising, Stacey A. Tovino
Faculty Articles
Grateful patient fundraising, defined as the solicitation of philanthropic donations by health care providers from current and former patients, raises a number of legal and ethical issues. Elsewhere, I detailed the confidentiality issues raised by the use and disclosure of patient identifiable information by hospital development officers, major gifts officers, institutionally-related foundations, and commercial fundraisers, and proposed corrections to federal health information confidentiality regulations to better balance the competing aims of health care philanthropy and health information confidentiality. In this Article, I analyze several outstanding issues raised by physician involvement in grateful patient fundraising. That is, physicians who solicit philanthropic …

Small And Closed Vs. Large And Open: Some Lessons From Comparing Cuban To Colombian Agricultural Development, Bernd Reiter, Brandon S. Huson, Maria A. Gonzalez
Government and International Affairs Faculty Publications
Comparing the experiences of selected Latin America and the Caribbean countries and their trajectories over the past 15 years offers rich insights into the dynamics and causes for not meeting the 2015 MDGs. They also offer clues for post-MDG strategies. Central to achieving sustainable growth are government policies able to support small and medium- sized farms and peasants, as they are crucial for the achievement of several goals, centrally: to achieve food security; to provide a sound and stable rural environment able to resist external (financial) shocks; to secure healthy food; to secure local food; and to protect vibrant and …

Homo Naledi, A New Species Of The Genus Homo From The Dinaledi Chamber, South Africa, Lee R. Berger, John Hawk, Darryl J. De Ruiter
KIP Articles
Homo naledi is a previously-unknown species of extinct hominin discovered within the Dinaledi Chamber of the Rising Star cave system, Cradle of Humankind, South Africa. This species is characterized by body mass and stature similar to small-bodied human populations but a small endocranial volume similar to australopiths. Cranial morphology of H. naledi is unique, but most similar to early Homo species including Homo erectus, Homo habilis or Homo rudolfensis. While primitive, the dentition is generally small and simple in occlusal morphology. H. naledi has humanlike manipulatory adaptations of the hand and wrist. It also exhibits a humanlike foot and lower …
"A Happier Way Of Learning" : The Visual Instruction Movement, 1918-1928, Wendell G. Johnson
"A Happier Way Of Learning" : The Visual Instruction Movement, 1918-1928, Wendell G. Johnson
Graduate Research Theses & Dissertations
The Visual Instruction Movement (1918-1928) was a constituent part of the field of visual education, which began in the early 1900s. With the further development of sound films and radio, it became audiovisual education; by the 1950s the field was known as educational technology. The Visual Instruction Movement experienced extensive growth during the decade 1918-1928. According to Paul Saettler, several key characteristics of contemporary educational technology arose during the Visual Instruction Movement (1918-1928): professional journals and organizations, research studies, formal courses in visual education, and visual education departments and extension services. In addition to Saettler's list of developments in educational …
Smartphones, Paul A. Soukup
Smartphones, Paul A. Soukup
Communication
Many of the research approaches to smartphones actually regard them as more or less transparent points of access to other kinds of communication experiences. That is, rather than considering the smartphone as something in itself, the researchers look at how individuals use the smartphone for their communicative purposes, whether these be talking, surfing the web, using on-line data access for off-site data sources, downloading or uploading materials, or any kind of interaction with social media. They focus not so much on the smartphone itself but on the activities that people engage in with their smartphones.

Luminescence Dating Of Fluvial Deposits In The Rock Shelter Of Cueva Antón, Spain, Burow Christoph, Martin Kehl, Alexandra Hilgers
KIP Articles
The fluvial sediments at Cueva Antón, a Middle Palaeolithic rock shelter located in the valley of the River Mula (Southeast Spain), produced abundant lithic assemblages of Mousterian affinities. Radiocarbon dates are available for the upper part of the archaeological succession, while for the middle to lower parts chronometric data have been missing. Here we present luminescence dating results for these parts of the succession. Quartz OSL on small aliquots and single grain measurements yield ages ranging from 69 ± 7 ka to 82 ± 8 ka with a weighted mean of 72 ± 4 ka for sub-complexes AS2 to AS5. …

Nuevas Excavaciones En Cueva Del Medio. Procesos De Formación De La Cueva Y Avances En Los Estudios De Interacción Entre Cazadores-Recolectores Y Fauna Extinta (Pleistoceno Final, Patagonia Meridional), Fabiana M. Martin, Dominique Todisco, Joël Rodet
KIP Articles
New studies at Cueva del Medio, Ultima Esperanza, Chile, are presented. Some of the main cave formation and sediment accumulation processes were identified. New excavations indicated that extinct fauna was using the cave at least since 14,000 radiocarbon years BP. Human occupations at the end of the Pleistocene were confirmed with new findings and radiocarbon dates. The importance of extinct fauna in the human subsistence was less important than previously sustained.

"Race Is Not A Determinative Factor": Mixed Race Children And Custody Cases In Canada, Susan B. Boyd, Krisha Dhaliwal
Canadian Journal of Family Law
Statistics suggest that an increase will occur in the number of custody disputes involving mixed race children in Canada. This article considers the extent to which the fact that a child is mixed race factors into child custody determinations, and how courts consider it. It also discusses whether considering a child's mixed race heritage is helpful in the child-custody context. The article first explains the use of "race" and "culture" in the Canadian context, then reviews the literature on mixed race children and the law, before examining legislation on the "best interests of the child." The focus of the paper …
Who Is Family: Cohabitation, Marriage, And The Redefinition Of Family, Andrew Morrison
Who Is Family: Cohabitation, Marriage, And The Redefinition Of Family, Andrew Morrison
Canadian Journal of Family Law
The emergence of cohabitation as an alternative to the traditional form of the family has left the need for legislative reform. Currently, cohabitants must resort to equitable claims as they do not have access to the property sharing regime designated for married spouses. The definition of "family" requires reformulation to include cohabitation. This reformulation must then be reflected in Ontario's Family Law Act through the adoption of an opt-out regime. This reform appropriately balances the values of autonomy and equality and creates certainty, predictability, and consistency in the law of Ontario. This paper addresses the possibility of reform through the …
