Analysis Of Spatio-Temporal Changes In Annual And Seasonal Precipitation Variability In South America-Chile And Related Ocean–Atmosphere Circulation Patterns, Rodrigo Valdés- Pineda, Juan B. Valdés, Henry F. Diaz, Roberto Pizarro- Tapia
United States Department of Commerce: Staff Publications
Establishing relationships between coupled ocean–atmospheric patterns and precipitation accumulation is important to describe and predict spatio-temporal variability on annual or seasonal scales, and also to evaluate how this variability is influenced by global warming. The objective of this study was to examine the leading modes of interannual and seasonal (summer, autumn, winter, and spring) precipitation variability in South America-Chile, and their significant relationship to seasonally aggregated gridded data and climatic indices. Applying exhaustive data quality control measures to data from 238 rain gauges with different lengths of records between 1893 and 2013, a new data set was created with the …
Strategies To Support Parent Engagement During Home Visits In Early Head Start And Head Start, Lisa Knoche, Christine Marvin, Susan M. Sheridan
Strategies To Support Parent Engagement During Home Visits In Early Head Start And Head Start, Lisa Knoche, Christine Marvin, Susan M. Sheridan
Nebraska Center for Research on Children, Youth, Families, and Schools: Faculty Publications
This study explores strategies used by early childhood professionals (ECPs) involved in a school readiness intervention to support parent engagement in young children’s learning. Thirty-two ECPs were recorded during home visits with young children and their families who were enrolled in Early Head Start and Head Start programming. Frequency of strategy use is reported, and strategy use is significantly correlated with rates of parent-ECP interactions during visits but not to parent-child interaction rates nor with overall quality ratings of parent-child engagement. ECPs’ overall success in promoting parent engagement was positively and significantly correlated with ECPs’ efforts to elicit parent observations …

Genealogical Records
Since this book deals mainly with people who were born, and several who died, prior to the 1850 Census, there will no doubt be some factual errors due to a lack of available public records. It is hoped that any errors are minor and that it is made clear when information is based upon fact, when it is deduced from what facts are available and when a speculation is being made. While every attempt has been made to avoid errors by being as thorough as possible in this research, the results presented herein are simply the best that could be …

2015 Maine Crime Victimization Survey: Informing Public Policy For Safer Communities, Robyn Dumont Mppm, George Shaler Mph
Maine Statistical Analysis Center
Executive Summary:
The purpose of the Maine Crime Victimization Survey (MCVS) is to understand the extent of criminal victimization in Maine. This study includes findings from the most recent MCVS and features comparisons with other MCVS surveys done in 2006 and 2011. Several states do their own crime victimization surveys because findings from the National Crime Victimization Survey (NCVS), cannot be analyzed at the state level. As of July 2014, 14 states had developed and administered their own crime victimization surveys. Utah and Idaho have administered their surveys six and four times respectively. The MCVS supplements other crime findings, most …

The Keyes To Reclaiming The Racial History Of The Roberts Court, Tom Romero Ii
The Keyes To Reclaiming The Racial History Of The Roberts Court, Tom Romero Ii
Sturm College of Law: Faculty Scholarship
This article advocates for a fundamental re-understanding about the way that the history of race is understood by the current Supreme Court. Represented by the racial rights opinions of Justice John Roberts that celebrate racial progress, the Supreme Court has equivocated and rendered obsolete the historical experiences of people of color in the United States. This jurisprudence has in turn reified the notion of color-blindness, consigning racial discrimination to a distant and discredited past that has little bearing to how race and inequality is experienced today.
The racial history of the Roberts Court is centrally informed by the context and …
Architectural Exclusion: Discrimination And Segregation Through Physical Design Of The Built Environment, Sarah Schindler
Architectural Exclusion: Discrimination And Segregation Through Physical Design Of The Built Environment, Sarah Schindler
Sturm College of Law: Faculty Scholarship
The built environment is characterized by man-made physical features that make it difficult for certain individuals—often poor people and people of color—to access certain places. Bridges were designed to be so low that buses could not pass under them in order to prevent people of color from accessing a public beach. Walls, fences, and highways separate historically white neighborhoods from historically black ones. Wealthy communities have declined to be served by public transit so as to make it difficult for individuals from poorer areas to access their neighborhoods.
Although the law has addressed the exclusionary impacts of racially restrictive covenants …

The Commission to Assess the threat to the United States from Electromagnetic Pulse, on which I served as principal staff, made a compelling case for protecting critical infrastructure against the nuclear electromagnetic pulse (EMP) and geomagnetic disturbances (GMD) caused by severe solar storms. Their 2008 Critical Infrastructure Report explains EMP effects, consequences, and protection means for critical infrastructure sectors. EMP and GMD are particularly challenging in that they interfere with electrical power and electronic data, control, transmission, and communication systems organic to nearly all critical infrastructures. The affected geography may be continental in scale. EMP and GMD events thus represent …
Remember Not To Forget Furman: A Response To Professor Smith, Sam Kamin, Justin F. Marceau
Remember Not To Forget Furman: A Response To Professor Smith, Sam Kamin, Justin F. Marceau
Sturm College of Law: Faculty Scholarship
Professor Robert J. Smith encourages readers, lawyers, and courts to forget Furman v. Georgia and to focus instead on death penalty challenges grounded in the diminished culpability of nearly all capital defendants. We applaud Professor Smith’s call to focus on the mental and emotional characteristics that reduce the blameworthiness of so many of those charged with capital crimes; recognizing diminished culpability as the rule rather than the exception among capital defendants conveys a reality that rarely finds its way into reported cases. We are troubled, however, by Professor Smith’s call to “forget Furman.” We believe the title and the …

Corbicula Fluminea Food Web Ecology: An Experimental Transplant Approach In A Karst Riverine System, Autumn Smith
Corbicula Fluminea Food Web Ecology: An Experimental Transplant Approach In A Karst Riverine System, Autumn Smith
Mahurin Honors College Capstone Experience/Thesis Projects
The Asiatic clam Corbicula fluminea is a filter-feeding habitat generalist. Carbon isotopic composition (δ13C) of C. fluminea body tissue was compared between reaches of Kentucky’s upper Green River that differed in Cladophora growth. Corbicula fluminea from an upstream reach with little Cladophora was translocated to a downstream reach with high Cladophora levels. Individuals from both reaches were placed in mussel silos in the same downstream reach in autumn 2012 and again in 2013 for 77 and 119 days, respectively. Flow during 2012 consisted of no high flow events until late autumn. Flow patterns in 2013 were consistently higher and more …
"The Chambers Of The Sea" And A "Knock Upon The Door": Questioning Meaning In T.S. Eliot’S "The Love Song Of J. Alfred Prufrock" And "The Waste Land", Mara M. Araujo
Undergraduate Review
T.S. Eliot is an undeniably prominent figure in the Modernist poetry movement. Not only was he greatly influenced by his contemporaries but he was also a notable literary figure himself. To this day, he is regarded as an eminent voice for his war-torn generation. Considered by many to be Eliot’s finest works both “The Love Song of J. Alfred Prufrock” and “The Waste Land” present broken thoughts, images, and allusions to the past, all fused together to reveal the disintegration of the modern world. This paper explores how "The Wasteland” differs from “The Love Song of J. Alfred Prufrock” in …
Andres Bello, El Poema De Mio Cid Y Las Ruinas Originales Del Hispanismo, Alvaro Kaempfer
Andres Bello, El Poema De Mio Cid Y Las Ruinas Originales Del Hispanismo, Alvaro Kaempfer
Latin American, Caribbean, and Latino Studies Faculty Publications
This reading of Andres Bello's edition of the POEMA DE MIO CID, focuses on the corrupted state of a manuscript conceived as a foundational masterpiece in a Hispanic philological tradition. To organize his reading, Bello embraced the task of restoring the text and guide its eventual readers, locating the poem as the beginning of a cultural journey for an extraordinary variety of participants, from different places and times, in the shape and development of a literary text. Bello discussed the presumably authorized affiliation to its language to identify and overcome the interpretative limits of a medieval piece of writing articulating …

Disquieting Discretion: Race, Geography & The Colorado Death Penalty In The First Decade Of The Twenty-First Century, Meg Beardsley, Sam Kamin, Justin F. Marceau, Scott Phillips
Disquieting Discretion: Race, Geography & The Colorado Death Penalty In The First Decade Of The Twenty-First Century, Meg Beardsley, Sam Kamin, Justin F. Marceau, Scott Phillips
Sturm College of Law: Faculty Scholarship
This Article demonstrates through original statistical research that prosecutors in Colorado were more likely to seek the death penalty against minority defendants than against white defendants. Moreover, defendants in Colorado’s Eighteenth Judicial District were more likely to face a death prosecution than defendants elsewhere in the state. Our empirical analysis demonstrates that even when one controls for the differential rates at which different groups commit statutorily death-eligible murders, non-white defendants and defendants in the Eighteenth Judicial District were still more likely than others to face a death penalty prosecution. Even when the heinousness of the crime is accounted for, the …
National Company Disclosure Regulatory Frameworks: Superficially Similar But Substantively Different, 3 J. Marshall Global Mkt. L.J. 187 (2015), Gill North
John Marshall Global Markets Law Journal
The United States has led the world for many decades with regard to company disclosure rules and standards; other national company disclosure structures are based largely on the U.S. model. In December 2013 the U.S. Securities and Exchange Commission (the “SEC”) indicated that it intended to review Regulation S-K, which contains many important rules governing listed company reporting in the United States. This Article calls for the SEC to maintain its comprehensive approach to corporate disclosure regulation and practice as an essential platform for the future health of global financial markets. This Article highlights the importance of the global leadership …
