Clean Energy Federalism, Felix Mormann
Clean Energy Federalism, Felix Mormann
Faculty Scholarship
Legal scholarship tends to approach the law and policy of clean energy from an environmental law perspective. As hydraulic fracturing, renewable energy integration, nuclear reactor (re)licensing, transport biofuel mandates, and other energy issues have pushed to the forefront of the environmental law debate, clean energy law has begun to emancipate itself. The emerging literature on clean energy federalism is a symptom of this emancipation. This Article adds to that literature by offering two case studies, a novel model for policy integration, and theoretical insights to elucidate the relationship between environmental federalism and clean energy federalism.

Impossible Heights: From Mining To Sport In The Mountain West, 1849 To 1936, Jason Strykowski
Impossible Heights: From Mining To Sport In The Mountain West, 1849 To 1936, Jason Strykowski
History ETDs
The discovery of gold in California inspired a rush of amateur miners to the Sierra Nevada mountains in 1849. Meanwhile, Europeans hurried to their Alps to climb during the Golden Age of Mountaineering. These events, seemingly separate, came from the same basic impetus. The Scientific Revolution eased the old fear of mountains from the religious tradition and gave humans the license and curiosity to explore. Mountains also offered capital incentive to adventurers in the form of mineral deposits, tourism and the glory that comes with athletic accomplishment. Between 1849 and 1936, "mountaineers" transformed the nearly inaccessible high places of the …
Distortion And Revolution In Texas U.S. Congressional Redistricting Politics: 1972-2014, Willard B. Hunter
Distortion And Revolution In Texas U.S. Congressional Redistricting Politics: 1972-2014, Willard B. Hunter
Geography ETDs
Over 42 years and 22 US congressional elections between 1972 and 2014, Texas evolved from a state controlled by the Democratic Party since Reconstruction to one dominated by the Republican Party. This thesis examines the relationship between measures of district compactness and changing demographics (decreasing non-Hispanic White percentage and increasing Hispanic percentage) on a measure of electoral bias, as measured by a metric called distortion during this transition. Distortion is the difference between the percentage of seats won by a party with the percentage of votes it received in a statewide congressional election. Using a general linear regression model, the …
At The Sea's Edge: Revisiting The Origins Of Native Seamanship In Southern Arabia, Christopher John Stachura
At The Sea's Edge: Revisiting The Origins Of Native Seamanship In Southern Arabia, Christopher John Stachura
History ETDs
Research into the pre-Islamic Arabs has posited an autochthonous, maritime tradition in Southern Arabia which provided the foundation for effective use of sea power within the early Islamic state. Using historical and archaeological evidence, the existence of such a tradition is reexamined within the broader cultural and historical context of the area, with focus divided into three periods; that immediately prior to the birth of Muhammad, that before the rise of Ptolemaic Egypt and that of the Mesopotamian City-States, when southern Arabia was peripheral to the earliest organized civilizations. It is concluded that although maritime resources were always utilized to …
Neighborhood Diversity And The Creative Class In Chicago, Bradley Bereitschaft, Rex G. Cammack
Neighborhood Diversity And The Creative Class In Chicago, Bradley Bereitschaft, Rex G. Cammack
Geography and Geology Faculty Publications
Richard Florida's creative class theory posits that highly skilled workers with creative- or knowledge-intensive occupations are particularly sensitive to ‘quality of place’, a key component of which is an open and tolerant attitude toward different peoples, cultures, and lifestyles. While diversity, as a proxy for tolerance, has proven to be a relatively weak pull-factor at the inter-metropolitan level, the potential role of neighborhood-level diversity in the residential location of creative class workers has yet to be explored empirically. In this study we use ordinary least squares (OLS) regression and geographically weighted regression (GWR) to test the hypothesis that there exists …
Building A Better Model: Variable Selection To Predict Poverty In Pakistan And Sri Lanka, Marium Afzal, Jonathan Hersh, David Newhouse
Building A Better Model: Variable Selection To Predict Poverty In Pakistan And Sri Lanka, Marium Afzal, Jonathan Hersh, David Newhouse
Economics Faculty Articles and Research
Numerous studies have developed models to predict poverty, but surprisingly few have rigorously examined different approaches to developing prediction models. This paper applies out of sample validation techniques to household data from Pakistan and Sri Lanka, to compare the accuracy of regional poverty predictions from models derived using manual selection, stepwise regression, and Lasso-based procedures. It also examines how much incorporating publically available satellite data into the model improves its accuracy. The five main findings are that: 1) Lasso tends to outperform both discretionary and stepwise models in Pakistan, where the set of potential predictors is large. 2) Lasso and …

Indirect Evidence For Substantial Damping Of Low-Mode Internal Tides In The Open Ocean, Joseph K. Ansong, Brian K. Arbic, Maarten C. Buijsman, James G. Richman, Jay F. Shriver, Alan J. Wallcraft
Faculty Publications
A global high-resolution ocean circulation model forced by atmospheric fields and the M2 tidal constituent is used to explore plausible scenarios for the damping of low-mode internal tides. The plausibility of different damping scenarios is tested by comparing the modeled barotropic tides with TPXO8, a highly accurate satellite-altimetry-constrained tide model, and by comparing the modeled coherent baroclinic tide amplitudes against along-track altimetry. Five scenarios are tested: (1) a topographic internal wave drag, argued here to represent the breaking of unresolved high vertical modes, applied to the bottom flow (default configuration), (2) a wave drag applied to the barotropic flow, …

Georeferenced Data Employed In The Spatial Analysis Of Neighborhood Diversity And Creative Class Share In Chicago, Bradley Bereitschaft, Rex Cammack
Geography and Geology Faculty Publications
The dataset described in this article, and made available as an accompanying spreadsheet, was used in the study entitled, “Neighborhood diversity and the creative class in Chicago,” to assess the spatial associations between neighborhood diversity and the creative class at the neighborhood (i.e., census tract) scale in Chicago [1]. In this study, we found a significant positive association between the creative class and the proportion of gay households and income diversity, but not racial or linguistic diversity. However, a geographically-weighted regression (GWR) analysis demonstrated substantial spatial nonstationarity among these relationships. This article describes the creative class, diversity, and control variables, …
Calibration And Validation Of The Rapidscat Scatterometer Using Natural Land Targets, Nathan Mark Madsen
Calibration And Validation Of The Rapidscat Scatterometer Using Natural Land Targets, Nathan Mark Madsen
Theses and Dissertations
RapidScat is a Ku-band scatterometer that was launched September 2014 and is currently operating on the International Space Station. It estimates ocean vector winds through accurate measurement of the normalized radar coefficient (σ0) of the ocean surface. In order to ensure the accuracy of σ0 measurements and consistency with previous Ku-band scatterometers, post-launch calibration and validation is necessary. Calibration and validation is performed using natural land targets, namely the Amazon and Congo rainforests, to complement calibration efforts over the ocean. The σ0 response of the targets is estimated with respect to viewing angle and time of …
Gone Fishing: Angling For An Answer To Asian Carp Migration After The Seventh Circuit's Refusal To Allow Hydrological Separation, Matthew A. Kratky
Gone Fishing: Angling For An Answer To Asian Carp Migration After The Seventh Circuit's Refusal To Allow Hydrological Separation, Matthew A. Kratky
Northern Illinois University Law Review
Asian carp are the latest addition to an extensive list of invasive species that pollutes American waterways. But unlike other prominent invasive species, Asian carp were intentionally brought into the United States to control algae growth in Southern aquaculture ponds. Torrential flooding provided an avenue for these fish to escape into the Mississippi River, and since then, the Asian Carp have migrated northward into the Illinois River and the Chicago Area Waterway System. Along the way, their incessant hunger and prolific breeding habits have enabled Asian carp to monopolize food sources to the detriment of native fish populations. Asian carp …
Analysis Of Management Models Of Water Utilities And Water Coverage, Chad Stutsman
Analysis Of Management Models Of Water Utilities And Water Coverage, Chad Stutsman
College of Liberal Arts & Social Sciences Theses and Dissertations
Academics, global leaders, and practitioners have debated, for decades, over the best management models (public, private, decentralized) of water utilities for increasing water access. Proponents of privatized water utilities argue profit motive incentivizes efficiency leading cost saving, infrastructure improvements, and increase usage. Proponents of publicly owned water utilities argue that efficiency is improved do to accountably to a constituency. Proponents of decentralized utilities argue locally owned water utilities maximize resource efficiency and eliminate waste because of accountability and local knowledge.
This thesis investigated whether these debates over the best management model for increasing accessibility oversimplify a complex global development issue. …

Genetic studies are recognized increasingly as important for understanding naturally occurring disease dynamics and are used to predict host genetic diversity and coevolutionary processes and to identify species composition in ecological communities. Tubifex tubifex, the definitive host of the whirling disease parasite Myxobolus cerebralis, comprises 6 known lineages that vary widely in parasite susceptibility. We used 16S ribosomal DNA (16S rDNA) to identify relationships among genetic variability of 3 oligochaete genera (T. tubifex, Rhyacodrilus spp., and Ilyodrilus spp.; Oligochaeta:Tubificidae), oligochaete assemblage composition, and the presence of whirling disease in 9 locations across 4 watersheds in Montana, …

Background: Most studies of the causes of diarrhoea in low-income and middle-income countries have looked at severe disease in people presenting for care, and there are few estimates of pathogen-specific diarrhoea burdens in the community.
Methods: We undertook a birth cohort study with not only intensive community surveillance for diarrhoea but also routine collection of non-diarrhoeal stools from eight sites in South America, Africa, and Asia. We enrolled children within 17 days of birth, and diarrhoeal episodes (defined as maternal report of three or more loose stools in 24 h, or one loose stool with visible blood) were identified through …

Just Jocking? An Exploration Of How 10-12 Year Old Children Experience An Equine Assisted Learning Programme, In A Deis School, In Limerick City., Kate Bronwyn Jones
Dissertations
Throughout Irish history, the horse has had many uses. In modern Ireland, some communities have harnessed the power of the horse to deliver a range of social interventions. However, at present, there is little published research about equine assisted programmes in Ireland. The main intention of this research project is to explore how 10-12 year old children, from a DEIS primary school in Limerick city, experience an Equine Assisted Learning (EAL) programme facilitated by the local Garda Youth Diversion Project (GYDP). The project aims to be child centred, emergent and participatory, in keeping with the United Nations Convention on the …
Neighborhood Experiences And The Co-Construction Of Neighborhood, Race, And Gender: A Qualitative Study Of A Middle-Class, Latino-White Neighborhood, Elena Windsong
Sociology ETDs
This dissertation incorporates three distinct bodies of scholarship to bridge theories on: 1) the social construction of community and neighborhood, 2) the social construction of race, and 3) the social construction of gender. In doing so, I identify similarities in these theories by focusing on the symbolic and interactional dimensions. I draw from this theoretical framework to address the research question: for a middle-class neighborhood with a relatively even mix of both whites and Latinos, what are the patterns of neighborhood experiences in terms of race and gender? I develop the multidimensional analytic concept of neighborhood experiences to include neighboring, …
The Wilderness In Medieval English Literature: Genre, Audience And Society, Lisa Myers
The Wilderness In Medieval English Literature: Genre, Audience And Society, Lisa Myers
English Language and Literature ETDs
The Wilderness in Medieval English Literature: Genre, Audience and Society' focuses on the disjunction between the actual environmental conditions of medieval England and the depiction of the wilderness in the literature of the time period from the Anglo-Saxon conversion to the close of the Middle Ages. Using environmental history to identify the moments of slippage between fact and fiction, this project examines the ideology behind the representations of the wilderness in literature and the relationship of these representations to social practices and cultural norms as well as genre and targeted audience. The first chapter argues that the depiction of early …

Post 9/11 And Narratives Of Life Writing, Conflict, And Environmental Crisis, Simon C. Estok
Post 9/11 And Narratives Of Life Writing, Conflict, And Environmental Crisis, Simon C. Estok
CLCWeb: Comparative Literature and Culture
In his article "Post 9/11 and Narratives of Life Writing, Conflict, and Environmental Crisis" Simon C. Estok argues that there are four seemingly disparate and disconnected topics — war, migration, ecophobia, and life writing — which need to be discussed in tandem in order to produce deeper understandings of both the production and effects of post 9/11 narratives. Estok argues that narrative landscapes changed radically since the beginning of the twenty-first century and that this results in a combined effect both of terror reportage and of environmental crisis narratives. The pace and character of reportage blurred, erased, and expanded various …

The Limits Of Offshore Balancing, Hal Brands Dr.
The Limits Of Offshore Balancing, Hal Brands Dr.
Books, Monographs & Collaborative Studies
Is offshore balancing the right grand strategy for America? Is it time for Washington to roll back the vast system of overseas security commitments and forward military deployments that have anchored its international posture since World War II? This monograph argues that the answer to these questions is no. Offshore balancing represents the preferred grand strategy among many leading international-relations “realists,” who argue that significant geopolitical retrenchment can actually improve America’s strategic position while slashing the costs of its foreign policy. The reality, however, is rather different. The probable benefits of offshore balancing—both financial and geopolitical—are frequently exaggerated, while the …

Thanatourism, Caminata Nocturna, And The Complex Geopolitics Of Mexico’S Parque Ecoalberto, Marouf A. Hasian Jr., José Ángel Maldonado, Kent A. Ono
Department of Communication Studies: Faculty Publications
This article provides readers with a critical analysis of Mexico’s Parque EcoAlberto. Utilizing some of the theoretical work of interdisciplinary scholars who are interested in the study of “thanatourism,” the authors illustrate how this park, with its Caminata Nocturna (night hike), is much more than simply a “dark” tourist attraction that deters those who might travel North to the U.S. border. This study shows how the indigenous Hñähñú in Mexico have to confront a host of symbolic and material forces that are sometimes hidden in the patriotic metanarratives that swirl around this park.

Subalpine forest ecosystems influence global carbon cycling. However, little is known about the compositions of their soil microbial communities and how these may vary with soil environmental conditions. The goal of this study was to characterize the soil microbial communities in a subalpine forest watershed in central Montana (Stringer Creek watershed within the Tenderfoot Creek Experimental Forest) and to investigate their relationships with environmental conditions and soil carbonaceous gases. As assessed by tagged Illumina sequencing of the 16S rRNA gene, community composition and structure differed significantly among three landscape positions: high upland zones (HUZ), low upland zones (LUZ), and riparian …
