Model-Based Analytics And Processes For Transportation Investment Alternatives Analyses: From Least Cost Planning To Multi Criterion Evaluation, Jeff Frkonja
PSU Transportation Seminars
Many public and private organizations that make decisions regarding whether and how to invest in transportation assets or programs do so via a structured decision-support process. This talk will address the technical aspects of the family of such processes that use travel demand model outputs—and other sources of quantified performance data—as inputs to analytic tools including benefit cost analysis (BCA) and multi criterion evaluation. Example applications of this framework have included tolling and pricing studies, capital investment alternatives analyses, and programmatic evaluations. Example processes include "Least Cost Planning" frameworks borrowed originally from the power generation industry.

All lawyers are subject to the rules of ethics and professional conduct of their jurisdictions of practice. Regulation of lawyers is within the jurisdiction of the states, typically the supreme court of each state. Many state supreme courts have adopted customized versions of the professional rules from the American Bar Association’s Model Rules of Professional Conduct (“Model Rules”). While the Model Rules are not law in any jurisdiction, most states base their ethics codes on the Model Rules. In fact, all jurisdictions, with the exception of California, now base their ethics rules on the Model Rules. Additionally, courts have inherent …

'At-Risk' Places: Inequaties In The Distribution Of Environmental Stressors And Prescription Rates Of Mental Health Medications In Glasgow, Scotland, Juliana A. Maantay, Andrew Maroko

Using geospatial analytical methods, this study examines the association between one aspect of the built environment, namely, the concentration of vacant and derelict land (VDL), and the prevalence of mental health disorders (using the proxy variable of mental health medication prescription rates) in Glasgow, Scotland. This study builds on our previous research, which demonstrated the spatial correspondence between the locations of VDL in Glasgow and several physical health outcomes. Numerous studies of other locales have found similar correspondence between different elements of the built environment and various health outcomes. This is the first study of its kind to look at …

Securing and expanding the broad right to bicycle, including the right to adequate and safe street space and related infrastructure for cycling along with other policies and protections for cyclists, is the obvious goal of cycling advocacy efforts in their various forms. All rights are situated within frameworks for promulgating and insuring they are honored, and the right to cycling is no different. This project investigates how the right to bicycle falls within various rights frameworks, focusing on broad human rights and civil rights frameworks while reflecting as well on traffic safety codes and transportation planning frameworks. Associations between contaminated land and socio demographics are well documented in high-income countries. In low- and middle-income countries, however, little is known about the extent of contaminated land and possible demographic correlations. This is an important yet sparsely researched topic with potentially significant public health implications as exposure to pollution remains a leading source of morbidity and mortality in low-income countries. In this study, we review the associations between several socio demographic factors (population, population density, unemployment, education, and literacy) and contaminated sites in Ghana. Factors Influencing The Choice Of A Safe Haven For Offloading Illegally Caught Fish: A Comparative Analysis Of Developed And Developing Economies, Nerea Marteache, Julie S. Viollaz, Gohar A. Petrossian

Using data from 72 countries, this study focuses on factors that affect illegal, unreported, and unregulated (IUU) fishing vessels’ choice of country to offload their catch, with a specific emphasis on the differences between developed and developing economies. The concept of choice-structuring properties is applied to analyze whether the following factors influence the selection of a country: concealability of vessels and illegally caught fish; convenience of the ports; strength of fisheries monitoring, control, and surveillance measures; effectiveness of country governance; and commitment to wildlife protection regulations. Successful negotiation of multilateral environmental treaties poses a formidable challenge to the diplomatic community. The spread of environmental concerns through domestic and international politics has been steady since the late 1960s. Often, efforts to implement measures to protect the natural environment have pitted traditional sources of economic strength and political power against popular demands of active constituents and local communities. The purpose of this note is to examine the issues surrounding California's carbon market, the challenges of effectively regulating such a market that allows domestic companies to purchase carbon credits generated abroad, and the need for federal intervention if carbon trading is to become an effective and ethical reality in the United States. This note also provides background on the United Nation's REDD (Reducing Emissions from Deforestation and Degradation) programs, as well as covers the history of California's Global Warming Solutions Act of 2006. In this lead article, the authors build on the idea that we do not need more environmental law in response to the deteriorating health of the natural world. Rather, they argue that what is needed are different approaches to managing human relationships with the earth. They argue that the burgeoning Earth jurisprudence movement offers a deep philosophical anchor and a range of practical and multi-disciplinary approaches necessary to create law reform and societal change that will better support the natural world and human societies than our current system. Over the past two decades, the failure of the United States to ratify a string of global multilateral environmental agreements has become a significant source of frustration for environmentalists and diplomats. The common perception is that Washington politics is to blame. The problem has even led to scholarly suggestions that any new climate agreement coming out of the Paris negotiations later this year could be entered into by the U.S. as an Executive Agreement rather than a Senate-approved treaty.
