The title of this year;s special section of selected papers, whose initial versionswere presented at the “Economics and Electronic Commerce,” and “Information Technologyand Competitive Strategy” mini-tracks of the 2001 Hawaii International Conferenceon Systems Science (HICSS), reflects the increasing convergence of ideas fromEconomics and Information Systems (IS) research. This convergence has been occurringover the last several years and is related to the developments in e-commerce. ISresearch has been rapidly coming of age, driven by the ever-increasing importance ofinformation technology (IT) in the marketplace, and the need for managers, investors,policy-makers, and the public to understand how to more effectively navigate in ourhighly …

Improving Internet Security Through Mandatory Information Disclosure, Qian Tang, Andrew B. Whinston
Research Collection School Of Computing and Information Systems
Although disclosure has long been considered as a solution to internalize externalities, mandatory security information disclosure is still in debate. We propose a mandatory disclosure mechanism based on existing data. The information is disclosed as straightforward rankings of organizations for users to understand, interpret, and make comparisons. As a result, the disclosure can influence organizations through reputational effects. We created a public website to disclose information regularly and conducted a quasi-experiment on outgoing spam to test the effectiveness of our mechanism on four matched country groups. For each treated country, we released the ranking list of top 10 most spamming …

Research Collection School Of Computing and Information Systems
A system and a method are provided. The method includes deploying a plurality of antennas of an access point or a base station as a distributed antenna system. The method further includes configuring the distributed antenna system for multi-user wireless transmissions by applying medium access techniques and power-balanced pre-coding at the access point or the base station. The method also includes providing device localization for devices communicating with the distributed antenna system by applying time-difference-of-arrival techniques to antenna pairs from among the plurality of antennas at the access point or the base station.
Cybersecurity Vulnerabilities In Medical Devices: A Complex Environment And Multifaceted Problem, Patricia A.H. Williams, Andrew J. Woodward
Cybersecurity Vulnerabilities In Medical Devices: A Complex Environment And Multifaceted Problem, Patricia A.H. Williams, Andrew J. Woodward
Research outputs 2014 to 2021
The increased connectivity to existing computer networks has exposed medical devices to cybersecurity vulnerabilities from which they were previously shielded. For the prevention of cybersecurity incidents, it is important to recognize the complexity of the operational environment as well as to catalog the technical vulnerabilities. Cybersecurity protection is not just a technical issue; it is a richer and more intricate problem to solve. A review of the factors that contribute to such a potentially insecure environment, together with the identification of the vulnerabilities, is important for understanding why these vulnerabilities persist and what the solution space should look like. This …

Inter-Rater Reliability And Validity Of The Australian Football League’S Kicking And Handball Tests, Ashley J. Cripps, Luke S. Hopper, Christopher Joyce
Research outputs 2014 to 2021
Talent identification tests used at the Australian Football League’s National Draft Combine assess the capacities of ath-letes to compete at a professional level. Tests created for the National Draft Combine are also commonly used for talent identification and athlete development in development path-ways. The skills tests created by the Australian Football League required players to either handball (striking the ball with the hand) or kick to a series of 6 randomly generated targets. Asses-sors subjectively rate each skill execution giving a 0-5 score for each disposal. This study aimed to investigate the inter-rater reliability and validity of the skills tests …
Why Instrumentalism Matters, Kyron J. Huigens
Why Instrumentalism Matters, Kyron J. Huigens
Articles
Alon Harel argues that the acts of a public official acting with "fidelity of deference," are "necessary," "non-contingent," "intrinsic," "constitutive," integrative," "expressive," or "inherent" features of legal punishment. Accordingly, he calls his argument "noninstrumental." This can be taken as an argument for logical necessity, definition, extension, or modest or immodest conceptual necessity. Only the last interpretation fits Harel's text, but such an argument fails because instrumentality is necessarily present in any event in the natural world, including punishment. Harel does not say which aspects of natural instrumentality he means to exclude from his argument, or how, or why.

Best Practices For Online Teaching And Learning In Health Care Related Programs, Tamara Pinchevsky-Font, Sandra Dunbar
Internet Journal of Allied Health Sciences and Practice
Online learning is a significant aspect of higher education today, with an ever increasing number of programs offering distance education. The evidence related to online teaching and learning best practice has grown significantly within the last decade. It is important for health care educators who are involved with web-based courses to be immersed in the evidence available to date, as we seek to provide sound andragogy in formulating and implementing online programs. This document will explore key evidence related to three different aspects of online teaching and learning. Application of teaching/learning theories and recommendations for best practices in this arena …

The Research Circle - A Place For Interdisciplinary Learning, Sharing And Networking To Develop Facilitators Of Evidence-Based Practice, Martina Ingeborg Reinhold, Sango Otieno
Internet Journal of Allied Health Sciences and Practice
Health Professional programs incorporate the principles and methods of clinical research and evidence based medicine (EBM) into their curriculum to encourage evidence based practice in health care. However, many faculty that join health profession programs do so after having worked in clinical practice for some time with limited experience in clinical research and EBM making successful guidance of students difficult for some. This study describes implementation of the Research Circle at Grand Valley State University, where faculty from diverse disciplines such as physician assistant, physical therapy, occupational therapy, speech pathology, radiology, and dietetics came together to share and learn basic …
Mobile Production: Spatialized Labor, Location Professionals, And The Expanding Geography Of Television Production, Myles Mcnutt
Mobile Production: Spatialized Labor, Location Professionals, And The Expanding Geography Of Television Production, Myles Mcnutt
Communication & Theatre Arts Faculty Publications
This article addresses the spatial challenges facing television laborers amid an increasingly expansive and contingent environment of local production incentives. Pushing away from the term runaway production and its limited engagement with local, spatialized dynamics of labor, I argue for a consideration of “mobile production,” wherein television series are capable of being executed in an increasingly wide range of locations—not necessarily Los Angeles—and capable of being moved should changes in an incentive system create the need to do so. Through personal interviews and analysis of industry discourse, this case study of location professionals considers how the mobility of production affects …
[Introduction To] A Revolution In Tropes: Alloiostrophic Rhetoric, Jane S. Sutton, Mari Lee Mifsud
[Introduction To] A Revolution In Tropes: Alloiostrophic Rhetoric, Jane S. Sutton, Mari Lee Mifsud
Bookshelf
A Revolution in Tropes is a groundbreaking study of rhetoric and tropes. Theorizing new ways of seeing rhetoric and its relationship with democratic deliberation, Jane Sutton and Mari Lee Mifsud explore and display alloiōsis as a trope of difference, exception, and radical otherness. Their argument centers on Aristotle’s theory of rhetoric through particular tropes of similarity that sustained a vision of civic discourse but at the same time underutilized tropes of difference. When this vision is revolutionized, democratic deliberation can perform and advance its ends of equality, justice, and freedom. Marie-Odile, N. Hobeika, and Michele Kennerly join Sutton and Mifsud …
[Introduction To] Rhetoric And The Gift: Ancient Rhetorical Theory And Contemporary Communication, Mari Lee Mifsud
[Introduction To] Rhetoric And The Gift: Ancient Rhetorical Theory And Contemporary Communication, Mari Lee Mifsud
Bookshelf
Rhetoric and the Gift, taking as its starting point the Homeric idea of the gift and Aristotle’s related rhetorical theory, explores rhetoric not only at the level of the artful response but at the level of the call and response. Mari Lee Mifsud takes up a number of questions crucial to thinking about contemporary communication: What does it mean that communication is a system of exchange with others? How are we to deal with questions of ethics in an economic system of power and authority? Can exchange ever be truly generous, and can communication, then, ever be free? Is …

President Bush And Immigration Policy Rhetoric: The Effects Of Negativity On The Political Landscape At The State Level, C. Damien Arthur Phd, Joshua Woods
Political Science Faculty Research
The attention paid to immigration since September 11th has become more pronounced. We maintain that the increases in attention are due to a significant critical juncture: the Republican Party Platform of 2004 and President Bush’s subsequent reelection. The rhetoric has become more negative and exclusive, creating a pervasive immigrant narrative. What are the ramifications, if any, of this shift in discourse from such central political figures for immigrants? Attempts to change immigration policy, despite the rhetoric, have not materialized nationally. President Bush recognized the limitations of ‘going public’ and, instead, took his immigration policy proposals to state legislatures, wherein ideological …
Do Teacher Judgment Accuracy And Teacher Feedback Predict Student Achievement In Elementary And Middle-School Science?, Mason Albert Kuhn
Do Teacher Judgment Accuracy And Teacher Feedback Predict Student Achievement In Elementary And Middle-School Science?, Mason Albert Kuhn
Dissertations and Theses @ UNI
The quest to find the most effective approach to teach science has challenged teachers and scholars for decades (Ford, 2012; Kuhn, 2010a; Duschl, Schweingruber, & Shouse, 2007). Unfortunately, the recent push for quality science education in schools has not yet resulted in higher achievement on standardized science assessments in the United States. The increased focus on science in school and the lack of growth on national and international standardized assessment has led to reformed-based policies, such as the Next Generation Science Standards (NGSS), that ask teachers to teach in a way that emulates the practices of scientific inquiry, including argument-based …

Since the inception of ICTs, there has been concern about the position of developing nations in relation to the technology. Whilst some studies opine that developing nations would be marginalized, other studies see a real opportunity for explosion through the technology. Indications are the technology can be a potential boon, if well managed or burden if not given the right attention. This study looks at technology adoption among librarians and research scientists in Ghana.

Hiv Prevalence In Blood Donors And Recipients In Pakistan: A Meta-Analysis And Analysis Of Blood-Bank Data, Bushra Moiz, Barkat Ali, Muhammad Hasnain Chatha, Ahmed Raheem, Hasan Abbas Zaheer
Department of Pathology and Laboratory Medicine
Background:
The first instances of HIV-antibody detection in donated blood in Pakistan were reported in 1988. Since then, documentation of HIV in blood donors and of rates of transmission via transfusion has been limited. Previously assumed to have a low prevalence, HIV is an increasing health concern in Pakistan. Since there is no national, centralized blood-banking system, there are no reliable data on which to base estimated risks of transfusion-associated HIV infection. This study was therefore conducted to estimate the prevalence of HIV in blood donors and recipients in Pakistan between 1988 and 2012.
Methods:
Meta-analyses were undertaken of reported …
Ebola, Quarantine, And Flawed Cdc Policy, Robert Gatter
Ebola, Quarantine, And Flawed Cdc Policy, Robert Gatter
All Faculty Scholarship
The CDC’s Interim Guidance for Monitoring and Movements of Persons with Potential Ebola Virus Exposure is deeply flawed because it disregards the science of Ebola transmission. It recommends that officials quarantine individuals exposed to the virus but who do not have any symptoms of illness, ignoring the fact that only those with Ebola symptoms can communicate the virus to others. Consequently, any quarantine order based on the Guidelines is surely unconstitutional and illegal under most states’ public health statutes — as exemplified by the State of Maine’s failed petition to quarantine Nurse Kaci Hickox in October 2014. This article examines …

This article expands upon that inquiry by exploring the experiences and challenges of patients with disabilities and by exploring what patients withdisabilities can teach us about the everyday ethics of health care.
The authors of What Patients Teach provide a framework in which to focus on the everyday experience ofhealth care from the perspective of patients. This …
Training The Transactional Business Lawyer: Using The Business Associations Course As A Platform To Teach Practical Skills, Constance Z. Wagner
Training The Transactional Business Lawyer: Using The Business Associations Course As A Platform To Teach Practical Skills, Constance Z. Wagner
All Faculty Scholarship
Drawing on her own practice background as a business lawyer and her law school teaching experience, theauthor argues for the importance of introducing transactional lawyering skills into the law school course on business associations. She notes that business law practice is transactional in nature, but that the traditional method of teaching business associations centers on case law analysis. This litigation-focused approach misleads students about the nature of business law practice, which requires lawyers to act as problem solvers and planners and to engage in preventative lawyering. To bolster her argument, the author draws on some of the recent literature on …

Sick And Tired Of Being Sick And Tired: Putting An End To Separate And Unequal Health Care In The United States 50 Years After The Civil Rights Act Of 1964, Ruqaiijah A. Yearby
All Faculty Scholarship
Since the end of the Civil War in 1865, the U.S. health care system has been structured to be racially separate and unequal. Ninety-nine years later, the enactment of Title VI of the Civil Rights Act of 1964 (Title VI) was supposed to put an end to this racially separate and unequal health care system by mandating equal access to health care for all races. However, fifty years later, African Americans continue to receive separate and unequal treatment compared to Caucasians, in hospitals, nursing homes, and physician offices. As a result, racial disparities in health status and access to health …

Let’S Pretend That Federal Courts Aren’T Hostile To Discrimination Claims, Marcia L. Mccormick
All Faculty Scholarship
Professor Sandra Sperino’s article, Let’s Pretend Discrimination Is a Tort,[1] makes a valuable contribution to the debate about the proper interpretation of Title VII and other employment discrimination laws in light of Supreme Court trends. Professor Sperino ably describes the way that the Supreme Court has used tort concepts increasingly in recent cases,[2] even having gone so far as to have called employment discrimination statutes federal torts.[3] This development has created significant concern among scholars,[4] including Professor Sperino herself.[5]
Rather than simply reiterate those concerns, however, in her article Professor Sperino adopts a novel approach: she takes the Court at …
The Benefits Of Integrating Entrepreneurship Into Business Associations, Ann M. Scarlett
The Benefits Of Integrating Entrepreneurship Into Business Associations, Ann M. Scarlett
All Faculty Scholarship
Integrating entrepreneurship into Business Associations through an emphasis on start-up and small businesses is worth sacrificing some coverage of public corporations. Attorneys are much more likely to work with clients who are self-employed or own small businesses, and thus the legal principles covered in a Business Associations course have more relevance to students when focused on these likely clients. Students are also able to more easily understand the legal concepts presented when focused on start-up and small businesses. Incorporating entrepreneurship also has the advantage of introducing law students to the cross-curricular nature of this practice area and at a time …

Endgame For Polio Eradication? Options For Overcoming Social And Political Factors In The Progress To Eradicating Polio., Pavan Ganapathiraju, Christiaan B Morssink, James D. Plumb
College of Population Health Faculty Papers
In 1988, the Global Polio Eradication Initiative (GPEI) was launched with the goal of eradicating polio by the year 2000. After 25 years, several dynamics still challenge this large public health campaign with new cases of polio being reported annually. We examine the roots of this initiative to eradicate polio, its scope, the successes and setbacks during the last 25 years and reflect on the current state of affairs. We examine the social and political factors that are barriers to polio eradication. Options are discussed for solving the current impasse of polio eradication: using force, respecting individual freedoms and gaining …

When Does Copyright Law Require Technology Blindness? Aiken Meets Aereo, Yvette Joy Liebesman
All Faculty Scholarship
Within the Copyright Act, innovation and technological advances are the bases for the enactment or amendment of many sections. Technology is often fundamental to the language of the section, and the underlying technology matters even when it is paired with a technology-neutral section. And because technology matters, how it functions could be essential in resolving a copyright infringement dispute.
One such provision, 17 U.S.C. § 110(5), allows small businesses to “publicly perform” copyrighted music via a radio, as long as certain conditions regarding the equipment used are met. Only small businesses are eligible, and the proprietors can only use systems …

The Indian Child Welfare Act's Waning Power After Adoptive Couple V. Baby Girl, Kathleena Kruck
Northwestern University Law Review
In the 1970s, state authorities began removing Indian children from their homes by the thousands and placing them into foster care, institutional housing, and with white families. To counteract this forced assimilation, Congress passed the Indian Child Welfare Act (ICWA) in 1978. The ICWA conferred many powers previously held by the states to tribal courts and created a preference for Indian children to be placed with their extended family, other members of their tribe, or other Indian families. Despite congressional efforts, the practice of removing Indian children from their homes still persists. Many states resist the ICWA through judicially created …
