Challenge 1: Roles Of Universities In Resilience Planning And Emergency Response/Preparation, Miguel Ascarrunz
Coastal Resilience Workshop
Representatives from Broward County Government and the U.S. Geological Survey provided a multidisciplinary audience with four challenge questions. Following a Sea Level Rise Expedition on October 26, 2015, natural and social scientists and managers from the local area participated in the scenario-based workshop at the Broward County Governmental Center. Attendees tackled issues related to the recurring flooding caused by sea level rise and issues surrounding a scenario that included an increasing frequency of severe storms associated with climate change. Challenge questions helped the researchers to discuss natural and nature-based approaches capable of improving the quality and resilience of economic, ecologic, …

The Distribution, Population Status, And Wildlife Product Trade Of Himalayan Musk Deer In Gilgit-Baltistan, Pakistan, Fakhar -I- Abbas, Thomas P. Rooney, Afsar Mian, Zahid Iqbal Bhatti, Jibran Haider
Journal of Bioresource Management
Himalayan musk deer (Moschus chrysogaste leucogaster) is an IUCN Red List Endangered species that reaches its western range limit in Pakistan, although its distribution or population size is unknown. Here, we mapped its distribution, described habitat preferences, estimated population sizes, recruitment and mortality, and reported the market values of musk deer wildlife products. We used two approaches: analyzing local wisdom (traditional ecological knowledge) through the use of questionnaires, and conducting confirmatory field surveys of selected areas. Questionnaire respondents indicated musk deer sightings in 28 of 84 localities; mainly in Himalayan dry temperate forests with >20% forest cover. There …

Species Diversity, Distribution And Seasonal Abundance In Mangrove Associated Molluscs Along The Karachi Coast, Pakistan, Zia Ullah, Itrat Zehra, Muhammad Asif Gondal
Journal of Bioresource Management
Mangrove or Mangal vegetation are typical wetland ecosystems found in coastal deposits of mud and silt throughout the tropics and some distance into the sub-tropical latitude. Species diversity, distribution, seasonal abundance in population and behavioral responses of mangrove associated molluscs (gastropods and bivalves) were investigated in two mangal areas: Sandspit and Korangi, along the Karachi coast of Pakistan. For sampling, a fixed route was followed throughout the study period and the samples were collected and observations were made from HTZ to LTZ. Fourteen species of molluscs (5 Prosobranchia; 6 Pulmonata; 1 Opisthobranchia and 2 Lamellibranchia) belonging to ten families were …

They Promised To Leave Us Some Of Our Land: Aboriginal Title In Canada's Maritime Provinces, Robert Colin Hamilton
They Promised To Leave Us Some Of Our Land: Aboriginal Title In Canada's Maritime Provinces, Robert Colin Hamilton
LLM Theses
This thesis analyzes the status of Aboriginal title in Canada's Maritime Provinces in light of the Supreme Court of Canada's historic declaration of Aboriginal title in the 2014 decision of Tsilhqot'in Nation v. British Columbia. This thesis argues that, in light of the clarified legal principles articulated by the Court, it is very likely that Aboriginal title can be proven to have existed in the Maritime Provinces. In light of this conclusion, the inquiry then shift to whether that title was legally extinguished. The legal parameters of the extinguishment question are surveyed in considerable detail and it is concluded that …

Land-Use Change Impact On Soil Sustainability In A Climate And Vegetation Transition Zone, K. D. Reitsma, B. H. Dunn, U. Mishra, S. A. Clay, T. Desutter, D. E. Clay
United States Department of Energy: Publications
A growing world population and climate change are expected to influence future agricultural productivity and land use. Th is study determined the impact of land-use change on soil sustainability and discussed the factors contributing to these changes. South Dakota was selected as a model system because corn (Zea mays L.) grain prices tripled between 2006 and 2012 and it is located in a climate and grassland/cropland transition zone. High resolution imagery was used to visually determine land uses (cropland, grassland, nonagricultural, habitat, and water) at 14,400 points in 2006 and 2012. At each point, land-use change and the USDA land …

Characterization Of Fast-Scan Cyclic Voltammetric Electrodes Using Paraffin As An Effective Sealant With In Vitro And In Vivo Applications, Eric Ramsson, Albert Dionise, Daniel Cholger, Nicholas Poirer, Avery Andrus, Randi Curtiss

Fast-scan cyclic voltammetry (FSCV) is a powerful technique for measuring sub-second changes in neurotransmitter levels. A great time-limiting factor in the use of FSCV is the production of high-quality recording electrodes; common recording electrodes consist of cylindrical carbon fiber encased in borosilicate glass. When the borosilicate is heated and pulled, the molten glass ideally forms a tight seal around the carbon fiber cylinder. It is often difficult, however, to guarantee a perfect seal between the glass and carbon. Indeed, much of the time spent creating electrodes is in an effort to find a good seal. Even though epoxy resins can …

Dendritic Cell Autophagy Contributes To Herpes Simplex Virus-Driven Stromal Keratitis And Immunopathology, Yike Jiang, Xiaotang Yin, Patrick M. Stuart, David A. Leib
Dartmouth Scholarship
Herpetic stromal keratitis (HSK) is a blinding ocular disease that is initiated by HSV-1 and characterized by chronic inflammation in the cornea. Although HSK immunopathology of the cornea is well documented in animal models, events preceding this abnormal inflammatory cascade are poorly understood. In this study, we have examined the activation of pathological CD4T cells in the development of HSK. Dendritic cell autophagy (DC-autophagy) is an important pathway regulating ma- jor histocompatibility complex class II (MHCII)-dependent antigen presentation and proper CD4T cell activation during infectious diseases. Using DC-autophagy-deficient mice, we found that DC-autophagy significantly and specifically contributes to HSK disease …

Mannitol Does Not Enhance Tobramycin Killing Of Pseudomonas Aeruginosa In A Cystic Fibrosis Model System Of Biofilm Formation, Katherine E. Price, Giulia Orazi, Kathryn L. Ruoff, Wesley P. Hebert, George A. O'Toole, Paul Mastoridis
Dartmouth Scholarship
Cystic Fibrosis (CF) is a human genetic disease that results in the accumulation of thick, sticky mucus in the airways, which results in chronic, life-long bacterial biofilm infections that are difficult to clear with antibiotics. Pseudomonas aeruginosa lung infection is correlated with worsening lung disease and P. aeruginosa transitions to an antibiotic tolerant state during chronic infections. Tobramycin is an aminoglycoside currently used to combat lung infections in individuals with CF. While tobramycin is effective at eradicating P. aeruginosa in the airways of young patients, it is unable to completely clear the chronic P. aeruginosa infections in …
Basing Budget Baselines, David Kamin
Basing Budget Baselines, David Kamin
William & Mary Law Review
Measuring the cost of legislation or even projecting the course of the federal budget requires defining a budget baseline—a starting point capturing the current state of the budget. Budget baselines underlie most measures employed in federal budget debates and enforcement rules. Yet, despite their widespread use, budget baselines engender considerable confusion and abuse.
For instance, when legislators enact temporary tax breaks, the breaks are officially estimated to cost far less than they likely will because of a loophole in federal budget baseline rules. Then, later efforts to extend the tax cuts are counted as increasing deficits when, in fact, by …
A New Fulcrum Point For City Survival, Samir D. Parikh
A New Fulcrum Point For City Survival, Samir D. Parikh
William & Mary Law Review
Municipalities have historically enjoyed immense stability. This era of tranquility is over, and fiscal deterioration is accelerating. Policymakers and scholars have struggled to formulate debt restructuring options; almost all have embraced federal bankruptcy law. But this resource-draining process is not the fulcrum point for any meaningful solution to municipal demise. Indeed, for the vast majority of distressed municipalities, the lever of municipal recovery will not turn on the solutions that have been offered to date. This Article radically shifts the municipal recovery debate by arguing that state law is the centralized point at which officials can exert the necessary amount …

Factors Influencing The Choice Of A Safe Haven For Offloading Illegally Caught Fish: A Comparative Analysis Of Developed And Developing Economies, Nerea Marteache, Julie S. Viollaz, Gohar A. Petrossian
Publications and Research
Using data from 72 countries, this study focuses on factors that affect illegal, unreported, and unregulated (IUU) fishing vessels’ choice of country to offload their catch, with a specific emphasis on the differences between developed and developing economies. The concept of choice-structuring properties is applied to analyze whether the following factors influence the selection of a country: concealability of vessels and illegally caught fish; convenience of the ports; strength of fisheries monitoring, control, and surveillance measures; effectiveness of country governance; and commitment to wildlife protection regulations. Results indicate that, rather than a country’s level of development, situational factors play a …

Processing Implicit Control: Evidence From Reading Times, Jeffrey Jack Green, Michael Mccourt, Ellen Lau, Alexander Williams

Sentences such as “The ship was sunk to collect the insurance” exhibit an unusual form of anaphora, implicit control, where neither anaphor nor antecedent is audible. The non-finite reason clause has an understood subject, PRO, that is anaphoric; here it may be understood as naming the agent of the event of the host clause. Yet since the host is a short passive, this agent is realized by no audible dependent. The putative antecedent to PRO is therefore implicit, which it normally cannot be. What sorts of representations subserve the comprehension of this dependency? Here we present four self-paced reading time …

Smartphone Based 3d Printed Colorimeter For Biomedical Applications, Karthik Raj Konnaiyan
Smartphone Based 3d Printed Colorimeter For Biomedical Applications, Karthik Raj Konnaiyan
USF Tampa Graduate Theses and Dissertations
Here we present a novel Smartphone-based colorimeter and demonstrate its application to the measurements of glucose and protein concentrations in biological samples. The key innovation of our approach was to combine powerful image processing encoded into a mobile phone application with a low cost 3D printed sample holder that allowed to control lighting conditions and significantly improved sensitivity. Different solutions with protein and glucose concentrations ranging from 0 to 2000 mg/dL were prepared and analyzed using our system. The Smartphone-based colorimeter always correctly classified the corresponding reagent strip pads, what confirms that it can be used as a low cost …

A Bat-Guano-Derived Δ15N And Δ13C Record Of Paleoenvironmental Change: Zidită Cave, Romania, Daniel Martin Cleary
USF Tampa Graduate Theses and Dissertations
Because nitrogen isotopes are fractionated along the soil-plant-insect-bat-guano pathway, it may be possible to reconstruct environmental and climatic changes reflected in the nitrogen isotopic composition of guano. A 1.5-m core of bat guano from Zidită Cave (western Romania) provides a record of climatic and anthropogenic influence on the regional nitrogen cycle and paleoenvironmental controls on nitrogen transforming processes. Increasing and decreasing trends of nitrogen isotopic composition (δ15N values) correspond well with changes in the influence of farming practices, deforestation, and forest expansion. These influences likely had a significant effect on the openness of the nitrogen cycle, resulting in …
