The endemic underuse of radio spectrum constitutes a tragedy of the regulatory commons. Like other common interest tragedies, the outcome results from a legal or market structure that prevents economic actors from executing socially efficient bargains. In wireless markets, innovative applications often provoke claims by incumbent radio users that the new traffic will interfere with existing services. Sometimes these concerns are mitigated via market transactions, a la “Coasian bargaining.” Other times, however, solutions cannot be found even when social gains dominate the cost of spillovers. Background

Identifying spatial clusters of chronic diseases has been conducted over the past several decades. More recently these approaches have been applied to physical activity and obesity. However, few studies have investigated built environment characteristics in relation to these spatial clusters. This study’s aims were to detect spatial clusters of physical activity and obesity, examine whether the geographic distribution of covariates affects clusters, and compare built environment characteristics inside and outside clusters.

Methods

In 2004, Nurses’ Health Study participants from California, Massachusetts, and Pennsylvania completed survey items on physical activity (N = 22,599) and weight-status (N = 19,448). The spatial …

Serotonergic neurons modulate behavioral and physiological responses from aggression and anxiety to breathing and thermoregulation. Disorders involving serotonin (5HT) dysregulation are commensurately heterogeneous and numerous. We hypothesized that this breadth in functionality derives in part from a developmentally determined substructure of distinct subtypes of 5HT neurons each specialized to modulate specific behaviors. By manipulating developmentally defined subgroups one by one chemogenetically, we find that the Egr2-Pet1 subgroup is specialized to drive increased ventilation in response to carbon dioxide elevation and acidosis. Furthermore, this subtype exhibits intrinsic chemosensitivity and modality-specific projections-increasing firing during hypercapnic acidosis and selectively projecting to respiratory chemosensory …

Product companies generally see sustainability as a burden limiting their design process, similar to cost or safety limits. A method for sustainable design was created, attempting to turn sustainability from a burden into an innovation tool with inherent business value. The method combines creative whole-systems thinking with quantitative sustainability metrics. It facilitates innovation by the creation of visual whole-system maps that encourage more thorough and more radical brainstorming. It facilitates sustainability by using quantitative measurements, such as lifecycle assessment or point-based certification systems, to set priorities and choose final designs. Convergent margin igneous activity is generally limited to 100–200 km from the trench except where spreading ridges are subducted or in association with Subduction-Transform Edge Propagators (STEP faults). The southernmost Mariana forearc, facing the Challenger Deep, subducts Mesozoic seafloor and is not in a STEP fault setting but includes at least one site where tholeiitic basalts recently erupted close to the trench, the SE Mariana Forearc Rift (SEMFR). We present evidence of young basaltic volcanism from ca. 100 km west of SEMFR. Shinkai 6500 diving during YK13-08 (Dive 1363) recovered volcaniclastics from 5.5 to 6 km deep in the inner …

In a dispute between an insured manufacturer and its insurer, the Supreme Court determined that contract interpretation is a question of law, which should be decided by the district court. Further, to determine which policy limit applies, the court must determine on what date the loss became manifest. The manifestation date is generally a question of fact to be decided by the jury, which the district court will apply and determine, as a matter of law, which policy limit applies.

The Court upheld that the exclusion of expert testimony is left to the district court’s wide discretion, except in cases of abuse of its discretion. Expert testimony must be relevant and reliable to be of assistance to the trier of fact. Because Brant could not present scientific or other evidence that his interrogation witness would demonstrate that Brant’s brain injury caused him falsely confess, the district court’s discretion would not be disturbed and the judgment was affirmed.

There is limited understanding of the experience of adults going through the court system to obtain a divorce. Linking the legal process of divorce for employed adults to workplace productivity has not been researched. The method of adjudication of divorce has not been linked to health or occupational outcomes. Results could have compelling implications for corporate work/life programs and public policy. Individuals experiencing heavy demands by either family responsibilities or work demands are at risk for poor mental and physical health outcomes. This study evaluated whether grass intercropping can be used to alleviate Fe deficiency chlorosis in dry beans (Phaseolus vulgaris L.) grown in high pH, calcareous soils with low organic matter. Field studies were conducted at the University of Wyoming Sustainable Agriculture Research and Extension Center in 2009 and 2010. Black- and navy beans were grown alone or intercropped with annual ryegrass (Lolium multiflorum Lam.), oat (Avena sativa L.), corn (Zea mays L.), or spring wheat (Triticum aestivum L.) in a two-factor factorial strip-plot randomized complete block design. We analyze how attractiveness rated at the start of the interview is related to weight (controlling for height), and BMI, separately by gender and also accounting for interviewer fixed effects, in a nationally representative sample. We are the first to show that height, weight, and BMI all strongly contribute to male and female attractiveness when attractiveness is rated by opposite-sex interviewers, whereas only thinner female respondents are considered attractive by same-sex interviewers; that is, anthropometric characteristics are irrelevant to male interviewers in assessing male attractiveness. The extraction and processing of unconventional oil is more energy intensive and has larger negative environmental impacts than the extraction of conventional oil. The European Union (EU) estimates that oil sands lead to 22% more emissions than conventional oil. The EU is very concerned by the potential climate and environmental impacts and has considered introducing a tax on imported unconventional oil in order to discourage its production. This study shows that a global ban on the use of unconventional oil substantially reduces global carbon dioxide emissions, but the policy is not efficient. There is a pressing need to retain dually eligible elderly Medicare and Medicaid beneficiaries in the community. The objective of this study was to examine median personal care services (PCS) hours, and how increasing PCS to the median (for those below), might delay nursing home placement (NHP) and save cost. Methods: Retrospective study of PCS hours, costs, and NHP in a statewide home and community based waiver program in the Midwest serving 6525 dually eligible Medicare-Medicaid beneficiaries aged 65 and older.
