Experimentally Evaluating Statistical Patterns Of Offending Typology For Burglary: A Replication Study, Lance Edwin Gilmore
Experimentally Evaluating Statistical Patterns Of Offending Typology For Burglary: A Replication Study, Lance Edwin Gilmore
USF Tampa Graduate Theses and Dissertations
This study used a quasi-experiment in order to evaluate the effect the SPOT-burglary profile on burglary arrest rates. A single police agency split into three different districts was used for the quasi-experiment. The SPOT-burglary profile was implemented in one district, while leaving the other two as control groups. The differences between the districts were controlled for using a statistical analysis. Burglary arrest rates were collected each month for all three districts for a period of one year before the implementation, and for six months after the implementation. Results show that the district who received the SPOT-burglary profile raised their burglary …

Risk And Protective Factors Associated With Personal Mastery Among Sexual Minority African-American Female Sex Workers, Mance E. Buttram, Hilary L. Surratt, Steven P. Kurtz
CAHSS Faculty Articles
Research among sexual minorities has traditionally examined problems such as substance use, HIV risk, mental health problems, and victimization. Among sexual minority street-based female sex workers, these vulnerabilities can be magnified. Grounded in theories of resilience, this study examines risk and protective factors associated with a high level of personal mastery among a vulnerable population of women. Data are drawn from baseline interviews from street-based African American female sex workers enrolled in a randomized intervention trial in Miami, Florida. We compare sexual minority (N=197) and heterosexual (N=365) women on measures of risk and protective factors; among sexual minority women we …

Local Health Department Collaborative Capacity To Improve Population Health, Hector P. Rodriguez, Jeffrey Mac Mccullough, Charleen Hsuan
Local Health Department Collaborative Capacity To Improve Population Health, Hector P. Rodriguez, Jeffrey Mac Mccullough, Charleen Hsuan
Frontiers in Public Health Services and Systems Research
Local health departments (LHDs) can more effectively develop and strengthen community health partnerships when leaders focus on building partnership collaborative capacity (PCC), including a multisector infrastructure for population health improvement. Using the 2008 National Association of County and City Health Officials (NACCHO) Profile survey, we constructed an overall measure of LHD PCC comprised of the five dimensions: outcomes-based advocacy, vision-focus balance, systems orientation, infrastructure development, and community linkages. We conducted a series of regression analyses to examine the extent to which LHD characteristics and contextual factors were related to PCC. The most developed PCC dimension was vision-focus balance, while infrastructure …
Understanding The Role Of Technology In The Commercial Sexual Exploitation Of Children: The Perspective Of Law Enforcement., Kimberly J. Mitchell, Dana Boyd
Understanding The Role Of Technology In The Commercial Sexual Exploitation Of Children: The Perspective Of Law Enforcement., Kimberly J. Mitchell, Dana Boyd
Crimes Against Children Research Center
This exploratory study was conducted to better assess how technology can be used in criminal investigations; it is important to get a better understanding of how technology is currently employed in child sex trafficking as well as the approaches and needs of law enforcement. 144 investigators from Internet Crimes Against Children (ICAC) Task Forces and affiliate agencies responded to an online semi‐structured survey, including 45 investigators with experience conducting investigations of the commercial sexual exploitation of children (CSEC) that involved technology. Participants included investigators working in local, county, and state law enforcement agencies in the United States. The discussion suggested …

Religious Rhetoric And The Evolution Of George W. Bush's Political Philosophy, Lauren Frances Turek
Religious Rhetoric And The Evolution Of George W. Bush's Political Philosophy, Lauren Frances Turek
History Faculty Research
This essay surveys George W. Bush's public statements from 1993 to 2001 to examine the evolution of his religious and political rhetoric. Bush's personal religiosity and his use of religious rhetoric during his campaigns for the presidency and in his two terms in office have received extensive comment from the press as well as from scholars. Yet very little scholarly work has considered the role of religion in his earlier political career. Although Bush had evinced a deep and genuine evangelical faith for years before he launched his bid for the governorship, he did not begin his political career as …
Flourishing Rights, Wendy A. Bach
Flourishing Rights, Wendy A. Bach
Scholarly Works
Flourishing Rights reviews Clare Huntington’s Failure to Flourish: How Law Undermines Family Relationships, recently published by the Oxford University Press. This review explores the way that specific issues at the heart of the relationship between poor families and the state affects Huntington’s thesis and proposals. The review largely applauds the book but concludes that a robust form of rights protection, when combined with the impressive policy arguments Huntington marshals, might actually make real the audacious idea that everyone has a right to flourish.
Procedural Rights At Sentencing, Carissa Byrne Hessick, F. Andrew Hessick
Procedural Rights At Sentencing, Carissa Byrne Hessick, F. Andrew Hessick
Notre Dame Law Review
In determining which constitutional procedural rights apply at sentencing, courts have distinguished between mandatory and discretionary sentencing systems. For mandatory systems—systems that limit sentencing factors and specify particular punishments based on particular facts—defendants enjoy important rights including the right to a jury, the right to proof beyond a reasonable doubt, the right to notice of potential sentencing aggravators, and the right not to be sentenced based on ex post facto laws. By contrast, for discretionary systems—systems that leave the determination of sentencing factors and how much punishment to impose based on particular facts to the judge’s discretion—defendants do not enjoy …
A House Divided: When State And Lower Federal Courts Disagree On Federal Constitutional Rights, Wayne A. Logan
A House Divided: When State And Lower Federal Courts Disagree On Federal Constitutional Rights, Wayne A. Logan
Notre Dame Law Review
This Article provides the first in-depth examination of state-federal concurrent constitutional authority and does so by focusing on a context in which its consequences are most problematic: within individual states. While a handful of articles over the years have examined state court power vis-a-vis federal constitutional questions more generally, no systematic effort has been undertaken to examine intrastate, state-federal conflict on federal constitutional questions. This Article redresses this deficit, using as its doctrinal locus federal constitutional criminal procedure, with its unique impact on government power and individual liberty and privacy.
