L. Douglas Wilder School of Government and Public Affairs Publications

Human Trafficking has become an international crisis that has caused a devastating impact on the Commonwealth of Virginia. The purpose of this report is to examine the racial equity impact of Virginia House Bill 944. HB 994 was introduced to the House by Delegate Barbara Comstock, along with 13 other members of the House and was passed by the House of Delegates and was Passed Indefinitely in Courts of Justice with letter in 2014. This Bill, as initially introduced, would have made it a felony to participate in Human Trafficking by expanding the definition of abduction/kidnapping. It also would have …

Predicting Staff Sexual Misconduct In Female Housing Units: Individual Versus Social Climate Factors, Hannah Mae Robbins-Johnson Jan 2014

Predicting Staff Sexual Misconduct In Female Housing Units: Individual Versus Social Climate Factors, Hannah Mae Robbins-Johnson

Online Theses and Dissertations

Staff sexual misconduct in prison has received increased attention since passage of the Prison Rape Elimination Act. As part of a larger investigation of violence and conflict in women's correctional facilities, over four thousand women prisoners from 15 facilities and 80 housing units rated the kinds of inmate and staff problems they felt existed in their housing units, including staff sexual misconduct. Due to the data being nested in housing units, we utilized multilevel regression analyses that regressed staff sexual misconduct scores on a range of individual and social climate variables. Social climate variables were found to be more influential …

Skepticism About Deterrence, Thomas S. Ulen Jan 2014

Skepticism About Deterrence, Thomas S. Ulen

Loyola University Chicago Law Journal

In this Essay I first review the standard law-and-economics model of how rational potential criminals decide whether to commit a crime, and how rational criminals might be deterred from committing crime by raising the expected costs of crime. I also show how that model has had a deep impact on criminal-justice-system policy in the United States since at least 1980. I then express deep skepticism about the continued effectiveness of this model and its policy implications. First, I show how modern empirical research on deterrence argues that we have gone much too far in our use of incarceration; in brief, …

Mimosa 2013/2014, Jacksonville State University

JSU Yearbooks

The JSU Yearbook Collection spans the years from 1926 to the present. The publication began in 1926 as the Teacola (some volumes spelled "Teacoala") and continued under this title through 1933. The yearbook appears to have ceased printing after that year; the student newspaper took the name Teacola (later changed to the Collegian and finally the Chanticleer) and began publication in 1934. The yearbook started up again in 1947 under the name Mimosa. The Library holds all volume years that were printed: 1926-1933, 1947-1950, 1952-present.

Toward A Redefinition Of The U.S. Sweatshop, Jacqueline Hayes Jan 2014

Toward A Redefinition Of The U.S. Sweatshop, Jacqueline Hayes

Latin American, Caribbean, and U.S. Latino Studies Other Graduate Student Scholarship

A significant amount of policy and research is based on a definition of the sweatshop that understands it as a worksite in violation of multiple labor and safety laws. Based on an extensive literature review of research on neoliberalism, sweatshops, immigrant labor and immigration law this position paper argues that contemporary changes to the global economy and U.S. immigration policy require a reconceptualization of the U.S. sweatshop. A redefinition would allow policymakers and researchers to consider undocumented workers, farm work, domestic work and workplaces not currently protected by contemporary labor laws to be considered as potential locations of a new …

Gender Neutrality And The “Violence Against Women” Frame, Julie Goldscheid Jan 2014

Gender Neutrality And The “Violence Against Women” Frame, Julie Goldscheid

Publications and Research

The challenge of sustaining a progressive framework that continues to resonate in the complex aftermath of a generation of reforms lies at the heart of many current debates about gender violence legal and policy reform. This Article addresses one longstanding issue: the way gender violence is framed in law, policy, and popular rhetoric. Many initiatives continue to use the gender-specific “violence against women” frame as a default description. That “woman-specific” frame, developed in service of feminist goals such as foregrounding and challenging gender bias and fostering more inclusive delivery of social and other services, now raises empirical, theoretical, political and …

Workshop Report: Exploring The Integration Of Data-Intensive Analytical Skills In Public Affairs Education, Sharon S. Dawes, Natalie Helbig, Sreekumar Nampoothiri

Center for Technology in Government

While much is being said and written about big data and data science, much less attention has been given to the skills required of the current and next generation of public managers, policy analysts, and informed citizens who are expected to use new data resources and tools effectively. To begin to address this gap, on May 9, 2014, the Center for Technology in Government at the University at Albany hosted a one-day National Science Foundation (NSF) workshop (Grant # 054069) to explore the integration of data-intensive analytical skills in public affairs education. The event represented the convergence of two streams …

Anti-Justice, Melanie D. Wilson Jan 2014

Anti-Justice, Melanie D. Wilson

Tennessee Law Review

This Article contends that, despite their unique, ethical duty to "seek justice," prosecutors regularly fail to fulfill this ethical norm when removed from the traditional, adversarial courtroom setting. Examples abound. For instance, in 2013, Edward Snowden leaked classified information revealing a government-operated surveillance program known as PRISM. That program allows the federal government to collect metadata from phone companies and email accounts and to monitor phone conversations. Until recently, prosecutors relied on some of this covertly acquired intelligence to build criminal cases against American citizens without informing the accused. In failing to notify defendants, prosecutors violated the explicit statutory directives …
