Teaching In The Margins, Barbara A. Quarton Feb 2014

Teaching In The Margins, Barbara A. Quarton

Library Faculty Publications & Presentations

This paper describes systemic problems in the traditional model of information literacy instruction in higher education and proposes a new model. Librarians must teach students not only information retrieval skills but also a conceptual framework for thinking about information. Without such a framework, college graduates’ ability to be agents of change in a competitive world is compromised. This paper introduces a student-centered, co-curricular program of information literacy instruction that helps university students grasp the social nature of information and recognize its critical role in their coursework and in their lives. Includes curriculum map.

Implications Of The Affordable Care Act's Medicaid Expansion On Low-Income Individuals On Probation, Marsha Regenstein, Lea Nolan

Health Policy and Management Faculty Publications

Every year, millions of Americans become involved in the local criminal justice system and are held in jails, placed on probation, or some combination of the two. This paper focuses on the probation population, a group of individuals who receive correctional supervision in communities, generally as an alternative to incarceration. Individuals on probation are disproportionately low-income and uninsured; many are likely to qualify for health coverage through state Medicaid expansions and private insurance Marketplaces that are part of the Patient Protection and Affordable Care Act. Opening up access to affordable health insurance coverage for this vulnerable group of individuals is …

The Rule Of Law And The Judicial Function In The World Today, Diarmuid F. O’Scannlain Feb 2014

The Rule Of Law And The Judicial Function In The World Today, Diarmuid F. O’Scannlain

Notre Dame Law Review

The world’s oldest written constitution still in effect has many inspiring lines, but perhaps the one that most stirs the souls of the patriotic appears in Article 30. Delineating a familiar separation of powers, that Article forbids the legislative, executive, and judicial branches from swapping or mixing functions. “[T]o that end”—and here’s the line—“it may be a government of laws and not of men.” John Adams, the author of that line and most of the rest of the Constitution of the Commonwealth of Massachusetts, penned those words in 1779, eight years before the adoption of the second oldest written constitution …

Worcester Youth Violence Prevention & Reduction Strategic Plan: Needs And Resources Analysis, Laurie Ross, Ellen Foley Feb 2014

Worcester Youth Violence Prevention & Reduction Strategic Plan: Needs And Resources Analysis, Laurie Ross, Ellen Foley

Local Knowledge: Worcester Area Community-Based Research

Most young people in Worcester are healthy, productive, and contribute to their community. They are on a path toward a secure and successful adulthood. However, there is a subset of young people—disproportionately Black and Latino males living in the city’s most distressed neighborhoods—who enter a cycle of violence at an extremely early age. Our aim with this report is to provide Worcester residents and decision-makers with data and frameworks that will help the community prioritize areas for action and identify solutions to reduce youth and gang violence. We acknowledge the excellent prevention work happening in the city and with this …

Legend Tripping: Haunted Fun Or Potential Juvenile Delinquency And Death, Gordon A. Crews Phd Feb 2014

Legend Tripping: Haunted Fun Or Potential Juvenile Delinquency And Death, Gordon A. Crews Phd

Criminal Justice Faculty Research

On August 7, 2013, one juvenile was killed and 10 others were seriously injured when their truck crashed in Clay County, West Virginia. These juveniles, after drinking heavily, were investigating the Appalachian legend of the “Haunted Chimneys around Booger Hole”. The concept of legend tripping is at least as old as Mark Twain's The Adventures of Tom Sawyer, which contains several accounts of adolescents visiting allegedly haunted houses and caves said to be the “lairs of criminals”. This paper examines the extent and dangers of juvenile legend tripping across the United States. Many examples of cases will be given.

Final Report: Juvenile Justice Mobile Response Team, Center For Human Services Research, University At Albany

In 2011, the Albany Police Department (APD) launched an innovative initiative designed to prevent juvenile justice system involvement for low-risk youth. The project involved the creation of a Juvenile Justice Mobile Response Team (JJMRT) composed of the Albany County Department of Probation and three community agencies (Parsons Child & Family Center, Equinox, and Trinity Alliance). Youth arrested by the APD were screened by Probation using a risk assessment tool and assessed by Equinox and Trinity. The team then made joint recommendations to the APD regarding how the system should respond to the youth. The Center for Human Services Research was …

Utilizing Dna Analysis To Combat The World Wide Plague Of Present Day Slavery – Trafficking In Persons, Timothy Palmbach, Jeffrey Bloom, Emily Hoynes, Dragan Primorac, Mario Thomas Gaboury

Forensic Science Publications

A study was conducted to determine if modern forensic DNA typing methods can be properly employed throughout the world with a final goal of increasing arrests, prosecutions, and convictions of perpetrators of modern day trafficking in persons while concurrently reducing the burden of victim testimony in legal proceedings. Without interruption of investigations, collection of samples containing DNA was conducted in a variety of settings. Evidentiary samples were analyzed on the ANDE Rapid DNA system. Many of the collected swabs yielded informative short tandem repeat profiles with Rapid DNA technology.

A Communication Analysis Of Religion In Education, Cody Wilcoxson, Kelley Spencer, Savannah Nolen

Concordia Journal of Communication Research

The researchers chose to examine religion as a factor in the decision to attend a university and the way that students adapt communicatively to faith-based universities. The concept brought many aspects of communication into play, but only a specific group of theories were applicable to the research findings. The researchers selected two theories to help explain the data: Communication Accommodation Theory and Symbolic Interactionism Theory. Both, Communication Accommodation Theory and Symbolic Interactionism Theory, focus on the decision-making and adaptation aspects of the study.

The Implausibility Of Secrecy, Mark Fenster Feb 2014

The Implausibility Of Secrecy, Mark Fenster

UF Law Faculty Publications

Government secrecy frequently fails. Despite the executive branch’s obsessive hoarding of certain kinds of documents and its constitutional authority to do so, recent high-profile events — among them the WikiLeaks episode, the Obama administration’s infamous leak prosecutions, and the widespread disclosure by high-level officials of flattering confidential information to sympathetic reporters — undercut the image of a state that can classify and control its information. The effort to control government information requires human, bureaucratic, technological, and textual mechanisms that regularly founder or collapse in an administrative state, sometimes immediately and sometimes after an interval. Leaks, mistakes, and open sources all …
