However, in recent years the dilemma that presents the most substantial endangerment to public security comes from the threat of leaderless terrorists, also known as "lone wolves." Due to the rapid advancement in technology over the past few decades, societies, specifically the United States, have become dependent upon it economically and socially. Abstract: The study presents a qualitative exploration and description, through content analysis, of the shift to the combined (private and public) police forces approach in the pursuit of public peace and security. The aim of which is to reveal private police alternatives and viewpoints to maintaining peace and security not yet practiced by unapprised jurisdictions. The effort contextualizes the topic in a framework which explores and attempts to resolve the issue of the veracity of the shift by examining the current state and conditions prompting the shift and future trends relative to its continuance. Fate Control And Human Rights: The Policies And Practices Of Local Governance In America’S Arctic, Mara Kimmel
Alaska Law Review
The loss of territoriality over lands conveyed under the Alaska Native Claims Settlement Act had adverse impacts for Alaskan tribal governance. Despite policy frameworks that emphasize the value of local governance at an international, regional, and statewide level, Alaskan tribes face unique obstacles to exercising their authority, with consequences for both human development and human rights. This Article examines how territoriality was lost and analyzes the four major effects of this loss on tribal governance. It then describes two distinct but complimentary strategies to rebuilding tribal governance authority that rely on both territorial and non-territorial authority.

Gender, Power, And Inequality: An Examination Of The Causes And Consequences Of Queer Intimate Partner Violence, Bethany Marie Coston

Violence is a not a new social phenomenon--at least, in the sense that violence has occurred throughout history between individuals, within communities, and practiced by institutions. But mainstream sociological studies of violence are all too often studies of men's violence. This project is an attempt to challenge critically the specter of heteronormativity that haunts the theories and praxis of intimate partner violence (IPV). Under this preexisting framework, studies have focused on men's violence against woman and used patriarchy as an explanation (i.e. the unequal distribution of gendered power, with men benefiting). Capital Punishment Reforms In Illinois: Comparing The Views Of Police, Prosecutors, And Public Defenders, Robert M. Lombardo, David Olson

On 9 March 2011, Governor Patrick Quinn abolished capital punishment in Illinois stating that the state’s system of imposing the death penalty was inherently flawed. Quinn’s announcement followed an eleven-year effort to end the death penalty that began with a 2000 moratorium on executions imposed by then Governor George Ryan. This moratorium was the direct result of the appellate reversal of a series of death-row convictions. Prompted by these reversals, Ryan also created the Governor’s Commission on Capital Punishment to study the use of the death penalty in Illinois. As a result of this effort, comprehensive legislation was enacted to …

Quasi-Inquisitorialism: Accounting For Deference In Pretrial Criminal Procedure, Jennifer E. Laurin

Police and prosecutorial activities that take place long before a criminal trial are frequently critical to, even dispositive of, the accuracy and reliability of case disposition. At the same time, the regulatory touch of constitutional criminal procedure in the pretrial realm is insistently light. Proposals to address actual or risked deficiencies in this arena have proliferated in recent years, exemplified by pushes for social-science-rooted investigative best practices, for broader defense access to evidence prior to trial, for more oversight in plea bargaining, and so on. But in the face of these critiques, broad pretrial discretion largely reigns.

The purpose of this research study was to determine whether educating the public on the issue of sex trafficking has an impact on cases being reported. Several non-profit organizations located across Texas were interviewed. The organizations' mission is to provide services to sex trafficking victims and raise public awareness. Interviews were conducted with organizations located in Dallas, Fort Worth, Austin, and Houston. A major finding is that failure to properly identify victims is a core issue. Public awareness has increased. The public is aware that sex trafficking is a current issue, but their awareness does not impact cases being reported. …

Brady Reconstructed: An Overdue Expansion Of Rights And Remedies, Leonard Sosnov

Part I examines two competing models of due process that the Court uses when considering criminal procedure rights. The first approach extends deference to state legislatures and historical traditions. The alternative approach, advocated here, recognizes due process as a vibrant, fluid source of rights that balances the equities of competing prosecutorial and defense interests, with the overarching goal of attaining accurate dispositions in criminal cases. The article proceeds to apply the second approach in determining the scope of the government’s obligations to provide access to its evidence. It's Not Too Difficult: A Plea To Resurrect The Impossibility Defense, Ken Levy

The impossibility defense has baffled legal scholars, courts, and attorneys. This defense is especially difficult for two main reasons. First, it is not obvious which kinds of attempts it exculpates, which kinds of attempts it does not exculpate, and why it works only for the former and not the latter. Second, courts that have not resolved the first set of difficulties have only compounded the confusion by misstating and misapplying the impossibility defense. In particular, they have mistaken factual impossibility for legal impossibility and have interpreted certain factual impossibility situations as hybrid-impossibility situations. The loss of a sibling can be devastating to children, especially for children ages 7-12, who are at a critical juncture in their development. The loss can impede their development if their bereavement is not effectively addressed. For this reason, this dissertation evaluated four theoretical frameworks to provide a foundation for bereavement support for children: Assumptive World Theory, Dual Process Model, Meaning Reconstruction Theory, and Tasks of Mourning. Developmental theories and considerations were explored to gain knowledge of children’s levels of understanding, processing, and coping. The significance of this study was to evaluate multiple underlying factors among African Americans in Shreveport, Louisiana and the influence of those factors on their relationship with HIV/AIDS. This is extremely important for two very reasons. First, in the past 30 years since the initial presentation of HIV/AIDS into society, a shift in the demographic of the infected individuals has resulted in African Americans becoming the new face of HIV/AIDS in the United States. Secondly, African Americans are only 12 to 13% of the United States population, but they represent more than 45% of all new HIV/AIDS cases reported annually. …

Two of the biggest challenges in the provision of library instruction are memory retention and student engagement. How can students retain all of the information they receive in a “one shot” library instruction class and how do librarians engage them in a memorable way?
A Library instruction class provides a unique opportunity to not only educate students (and even teaching faculty) but promote valuable services and resources. Librarians must be creative and must use a variety of teaching strategies that will help promote critical thinking, memory retention, and student engagement. Conclusion
Although the outcomes of mentoring studies tend to be mixed, mentoring relationships have the potential to be effective, particularly when outcomes are selected and efforts are made to create lasting relationships. Particular considerations for mentoring program developers and practitioners include the length of the mentoring relationship, recruitment and screening of mentors, mentor training, mentee mobility, mentoring activities, and consistent systematic evaluation and modifications of mentoring programs based on data.
There have been no large widespread controlled studies of mentoring, probably due to the wide variation in the variables associated with mentoring programs as discussed earlier, including the goals, populations …

In this year's criminal law survey, I have taken a cue from my colleagues of past years and included only the most significant cases and statutory amendments. A body of law born from resolving the inherent conflicts between prosecutors and defenders is necessarily in a constant state of change. It is, therefore, impossible to comment on every development within a specific time period. To that end, this Survey limits the discussion to those legal developments with the widest application to Georgia criminal law practitioners for the time period from June 1, 2013 through May 31, 2014.

Maximizing Student Engagement And Learning With Team-Based Learning, Trudi Jacobson, Judy Carey Nevin

Team-based learning (TBL) has the potential to radically reinvent what happens in the classroom and how students learn. TBL is increasingly used in a wide range of disciplines, from the health sciences to criminal justice to art history. While there are few reports of its use in information literacy instruction, librarians who have used it have found it to be transformative. Team-based learning was developed by Larry Michaelsen at the University of Oklahoma in the 1970s. It is distinct from problem-based learning or the informal use of groups.

The theoretical framework behind drug trafficking has thus far failed to mention the relationship between the growth of narcotics trafficking and structural violence. Using Farmer’s structural violence and the Foucauldian concept of biopolitcs, this paper explains the recent growth of narcotics trafficking in Rosario, Argentina. A more holistic approach to the complexity of the drug trafficking phenomenon arises by analyzing the effects of governmental corruption, relaxed politics, the criminalization of the poor, and the recent economic boom.
