Cause For Optimism? Child Poverty Declines For The First Time Since Before The Great Recession, Marybeth J. Mattingly, Jess Carson, Andrew P. Schaefer

New data released on September 18, 2014, by the U.S. Census Bureau indicate that child poverty fell by 0.4 percentage point between 2012 and 2013, to 22.2 percent. Though still significantly higher than in 2007 when the Great Recession hit (18.0 percent), and higher than at its conclusion (20.0 percent) in 2009, the decline from 2012 may be cause for optimism. Estimates suggest the number of poor children declined by roughly 300,000 between 2012 and 2013.

From its development as a spa resort town, an artists' colony, a Christian entertainment mecca, a haven for hippies and societal misfits, and now, a gay tourist destination, Eureka Springs, Arkansas has always been home to an odd and diverse collection of individuals. According to community lore, Native Americans considered the site that is now Eureka Springs sacred because of its many fresh springs. Climate change is one of the largest environmental problems the world is currently facing. At the forefront of the climate change issue is the problem of carbon emissions. Environmentalists were hopeful that a national regulatory structure would be created with the enactment of the Clean Air Act in the 1970s. Since its enactment, however, it is clear the Clean Air Act was not the solution to the national carbon emissions problem environmentalists were hoping for. Small Texas School Districts’ Response To State Funding Reductions, Gary Bigham, Susan Nix, Alana Hayes
The Rural Educator
In response to a challenging state economy, the Texas Legislature implemented the Regular Program Adjustment Factor (RPAF) in 2011, effectively reducing state funding to all Texas school districts. This mixed methods study reveals the effect of the RPAF on a sample of the smallest Texas school districts and their response to decreased state funding – inclusive of reducing staff, implementing tax rollback and bond elections, and securing revenue from other, non-traditional, financing sources, which ultimately served as the largest revenue enhancement – 97 percent of which was comprised of the issuance of capital-related debt.

Integrating Livability Principles Into Transit Planning: Screening Chicago Bus Rapid Transit Opportunities, Joshua K. Anderson, Josh Ellis

Pilot Chicago Bus Rapid Transit (BRT) routes proposed in 2008 were impractical to build, did not meet Institute for Transportation and Development Policy defined “gold standard” BRT, and were selected without considering the Livability Principles guiding investment by the U.S. government. Streets incompatible with BRT and not meeting basic constructability standards were eliminated. The remaining contiguous street sections were scored on the weighted performance of 14 quantitative proxies for the Livability Principles. Transit connectivity considerations further refined the pool to produce potential BRT routes. What is the state of the literature in respect to Crowdsourcing for policy making? This work attempts to answer this question by collecting, categorizing, and situating the extant research investigating Crowdsourcing for policy, within the broader Crowdsourcing literature. To do so, the work first extends the Crowdsourcing literature by introducing, defining, explaining, and using seven universal characteristics of all general Crowdsourcing techniques, to vividly draw-out the relative trade-offs of each mode of Crowdsourcing. In the past decade, conventional green roof research methodology has emphasized performance measures that assume a static state condition of vegetative composition based on design intent and establishment conditions. Such research has predominantly been limited to short-term observations for low diversity, rigorously maintained systems. These conditions, however, are not the reality of many installed green roofs, and as a result knowledge of how these living systems change over time is limited. Given this perspective, this paper presents an ecologically grounded and spatially explicit methodology aimed at assessing the long-term performance and dynamics of green roof vegetation. The aphorism “Think globally, act locally,” attributed to René Dubos, reflects the vision that the solution to global environmental problems must begin with efforts within our communities. PlaNYC 2030, the New York City sustainability plan, is the starting point for this study. Results include (a) a case study based on the City College of New York (CCNY) energy audit, in which we model the impacts of green roofs on campus energy demand and (b) a case study of energy use at the neighborhood scale. The purpose of this report is to summarize the data collected as a part of the Concord Complete Streets Study and to provide the City with preliminary support in the progress to construct a safer, more bike and pedestrian friendly Concord. The developments and visions found in this document provide a platform for continued discussion on creating a more pedestrian and bicycle friendly environment that encourages other forms of transportation and provides alternatives to dependency on automobiles.

This Article explores the potential for such agreements to address climate change on a regional level by analyzing the parallels between the agreements, the nature and limits of the executive power used to create them, and the scope of enforcement available under them. Section II briefly examines the present state of climate warming and its attendant impacts, while Section III highlights the relative failure of current national and international approaches to mitigating climate change.
