Amici are professors with an academic interest in prisoner litigation and federal courts

The Prison Litigation Reform Act's "three strikes" provision, 28 U.S.C. § 1915(g), bars a prisoner from bringing a civil action without prepaying the full amount of the filing fee only if that prisoner has three prior qualifying dismissals that have become final on appeal.

Reversing the Sixth Circuit's contrary reading of the statute in this case will not open the floodgates to frivolous prisoner litigation, as both the provisions of the Prison Litigation Reform Act (PLRA) and data from the Federal Judicial Center confirm.

Temporal Signature Modeling And Analysis, Jiangqin Sun

A vast amount of digital satellite and aerial images are collected over time, which calls for techniques to extract useful high-level information, such as recognizable events. One part of this thesis proposes a framework for streaming analysis of the time series, which can recognize events without supervision and memorize them by building the temporal contexts. The memorized historical data is then used to predict the future and detect anomalies. A new incremental clustering method is proposed to recognize the event without training. A memorization method of double localization, including relative and absolute localization, is proposed to model the temporal context. …

Numerous studies have argued that civil society organizations (CSOs) have positive effects on society, an argument often defended by reference to the work of non-governmental organizations (NGOs) in promoting development, labor solidarity, democratic accountability, and post-materialist causes in the developing world. Social Comparison In An Academic Scenario: Self-Esteem In Competitive And Non-Competitive People, Ashley Walter

Previous research has provided evidence that self-esteem decreases during an upward social comparison. The current study explored the possibility of a personality dimension on this phenomenon. The objective of the experiment was to test if there was an interaction between the scenario of social comparison and competitiveness, and how these factors influenced levels of self-esteem. 58 participants played a game in which they could choose if they wanted to compete or cooperate, and then they took a self-esteem survey to measure their reaction to the success, mediocrity, or failure of a classmate. The purpose of this article is to “chat” about my experience using Eurocentric theories in racial and culturally centered qualitative inquiry. The challenge I face is that I believe researchers can use Eurocentric theories to conceptualize ‘appropriate’ frameworks to conduct rigorous culturally responsible and sensitive research that contributes to existing scholarly dialogue and empirical literature on culturally sensitive designs in the field of qualitative research. The Qualitative Report

Despite the popularity of communities of practice (CoP) in education, there is a paucity of research on teacher preparation programs that are deliberately created to build and sustain CoP to help bilingual pre-service teachers’ learning. This qualitative study describes how a community of practice was purposefully developed in a teacher preparation program for bilingual undergraduates in Hawaii. Using multiple forms of qualitative data, such as classroom transcripts, interviews, online discussion posts, and reflection journals, I illustrate how a cohort of pre-service teachers and their instructor created a facilitative and reflective classroom community of practice. According to the 2010 National Intimate Partner and Sexual Violence Survey, nearly one in five women in the United States have experienced sexual violence. While the statistics are staggering, the rate of sexual assault on Indian reservations is more than twice the national average. According to the Department of Justice, one in three American Indian and Alaska Native women have been raped or have experienced an attempted rape during their lifetime. Moreover, the primary assailants are males who are not members of tribal communities. Why has rape, perpetrated by non-Indian males, become effectively legalized on reservations? In the first part of this paper I explore the possibility of identifying a Quaker aesthetic through the concepts 'plain' and 'plaining'. I begin with an examination of the importance of 'the plain' as product and practice to seventeenth-century Friends and briefly outline its enduring importance to Quakers. Friends, however, were not the first group to adopt the plain style which is better understood when located in its broader historical context. For Quakers, the plain is ethic as well as aesthetic, partially grounding all Quaker testimonies. Transitioning to adulthood is not without challenges. The move away from family influence towards independence and self-determination is filled with uncertainty. As emerging adults (18-29) transition to adulthood they will encounter various challenges related to their new adult roles (Arnett & Tanner, 2005; Jensen & Arnett, 2012).
