Goal-Free Evaluation: An Orientation For Foundations’ Evaluations, Brandon W. Youker, Allyssa Ingraham

The Foundation Review

· Goal-free evaluation (GFE), in program evaluation, is a model in which the official or stated program goals and objectives are withheld or screened from the evaluator.

· Several obstacles must be overcome in persuading foundations and programs to consider GFE as a viable option, because both tend to view goal attainment as intuitively and inextricably linked to evaluation.

· This article presents the case for GFE as a perspective that belongs in a foundation’s toolbox. In particular, this article demonstrates GFE’s actual use, highlights aspects of its methodology, and details its potential benefits.

Perceptions Of The Hs-Bcp Credential: A Survey Of Human Service Professionals, Narketta M. Sparkman, Edward S. Neukrug

With the Human Services Board Certified Practitioner credential (HS-BCP) being a few years old, this article sought to obtain the current perception it by members of the National Organization of Human Services (NOHS). A survey of NOHS members suggests that respondents overwhelmingly heard of the credential, that 42% had obtained the credential, and that a large number who were not credentialed indicated a desire to obtain it. Perceived awareness of employers was also obtained from NOHS members, as well as differences as a function of demographics and the perceived value of the credential. The present study examined the impact of three variables on academic burnout: perfectionism, depression, and leisure satisfaction. Participants included male and female college students enrolled in a four year university in the Midwest. Participants completed a variety of demographic questions and surveys through an internet survey on Survey Gizmo. The Almost Perfect Scale Revised was used to assess an individual's perfectionism, The Patient Health Questionnaire 2 measured depression, The Leisure Satisfaction Scale Short Form was included to measure students' leisure satisfaction, and the Maslach Burnout Inventory Student measured academic burnout. In Making Space for Dying: Portraits of Living with Dying, I describe the everyday lived experience of dying and the care culture within freestanding, community-based, end-of-life residences (CBEOLR) utilizing portraiture and arts-based research. I craft four case studies into “portraits,” based on interviews, on-site visits, up-close observation, and field notes. In the person-centered portraits, I reveal the inner landscape of two terminally ill women, with data represented in poetry. In the place-centered portraits, I “map” the social topography of two CBEOLRs to illustrate how lives and care of the dying are emplaced, from the perspectives of community leaders, …

As a way to reduce chronic diseases associated with increasingly sedentary lifestyles, the Centers for Disease Control and Prevention advocates community-wide initiatives promoting physical activity. One such initiative gaining popularity in the US is the Ciclovía, or Open Streets initiative, where city streets are opened to residents for physical activity and closed to motorized traffic.1 Open Streets gained international prominence in Bogota, Colombia, and are viewed by policy makers and health and community advocates as being beneficial to social, environmental, and community health.2 The interest in initiatives is demonstrated by the increase in the number of events within and across …

Substance-Abusing Mothers And Fathers' Willingness To Allow Their Children To Receive Mental Health Treatment, Michelle L. Kelley, Gabrielle M. D'Lima, James M. Henson, Cayla Cotton

The purpose of this study was to examine attitudes of substance-abusing mothers and fathers entering outpatient treatment toward allowing their children to participate in individual- or family-based interventions. Data were collected from a brief anonymous survey completed by adults at intake into a large substance abuse treatment program in western New York. Only one-third of parents reported that they would be willing to allow their children to participate in any form of mental health treatment. Results of chi-square analyses revealed that a significantly greater proportion of mothers reported that they would allow their children to participate in mental health treatment …

Native Hawaiian or other Pacific Islanders (NHOPIs) are people with genetic origins in Hawaii, Samoa, or other Pacific Islands (Hixson, Hepler, & Kim, 2012). NHOPI prevalence of overweight or obesity is among the highest in the world. Nauru, a Pacific Island nation, is considered the most obese country in the world with an overweight and obesity prevalence of 93% (WHO, 2011). Hawaii’s overall prevalence of overweight or obesity is 52.1%, but the prevalence for Native Hawaiian residents is 69.6% (Hawaii Department of Health, 2011). Depression in children and adolescents is a significant issue for schools. Research has indicated that most students who see mental health professionals do so within the school setting, indicating a need for effective school-based programs to address mental health issues in the schools. The symptoms of depression and short and long term effects are reviewed. The need for, and necessary components of, a comprehensive mental health system in the school setting is discussed.

This qualitative, theoretical review and analysis of extant literature explored the sociocultural influences effecting conceptualization of childhood sexual behavior problems. Themes emerged from analysis of peer-reviewed journals that illustrated the complex, multidimensional, and ecological factors influencing child sexual development and problematic sexual behavior. These included major themes of Child Sexuality: Ecological Context, Developmental Context, Complex Trauma, and Ecological Interventions. Specific factors associated with childhood sexual behavior problems included trauma, domestic violence, sexual and physical abuse, psychological and emotional distress, impaired attachment, and the effects of diverse ecological systems such as the family, parents, and sociocultural influences of the greater community. …

The purpose of this study was to explore the factors that are associated with the development of self-concept and how self-concept influences or interacts with academic performance and behavior. This research study asked two questions: (1) what assists in the development of self-concept, and (2) how does self-concept impact academic performance and behavior in at-risk middle school students? Using evidence-based research, parental involvement, gender, and ethnicity were selected as key factors associated with the development of self-concept in adolescence. Despite the broad reach of the American welfare state, Americans continue to have conflicted and contradictory attitudes about the role of the state in mediating economic equality through both taxation and social spending. This chapter identifies several key themes that help explain these contradictions. Specifically, information about taxes and spending is complex and hard to understand, cognitive biases and limitations hamper people’s ability to process information in a way that is always consistent, and affective and symbolic factors influence social attitudes about taxes and government benefits. This study examines students’ learning experience in a semester-long email exchange project as a normal class activity between U.S. and Korean social work undergraduate students in fall 2008 and fall 2009. We used a content analysis to analyze the qualitative data of the email content and of the end-of-semester surveys. The study found this email exchange helped students develop cross-cultural understanding; enhance their knowledge of social or social justice issues in both countries; learn the social work profession and its commonalities and differences in both countries; and expand their interest in other countries. Due to increased demands placed on university counseling centers (UCCs) in recent years, there is a need for these centers to enhance the efficiency and effectiveness of their psychological services. Regularly monitoring client progress is one approach to increase the likelihood of positive clinical outcomes. This article describes the use of the Behavioral Health Measure–20 (BHM-20; Kopta & Lowry, 2002) in monitoring the progress of 13,803 clients at 23 UCCs across the United States from 2006–2011. Results show that the BHM-20, via the CelestHealth System–MH (CHS-MH), is an effective instrument for the electronic administration, scoring, and tracking of client progress. …

It is also the first known study to investigate the relationship between Native identity and blood quantum through quantitative measures. The participants in this study were 10 African American male college mentors at Indiana State University who participated in the Indiana State University Student African American Male Mentor Program, one school counselor, and two members of the Student African American Brotherhood administration. The study examined potential benefits to mentors, such as an enhanced feeling of connection and motivation, alleviation of feelings of alienation or isolation, counteracting of negative peer impact, and increased attachment to the university. The polygraph in postconviction sex offender testing is used to assist in the treatment and supervision of convicted sex offenders by more than 70% of the jurisdictions that supervise these offenders in the United States. Prior researchers have failed to convincingly demonstrate how the polygraph can be used to target risk behaviors and reduce recidivism. Consequently, the use of the sexual history polygraph examination (SHPE) has not been demonstrated to reduce recidivism. Background: Outbreaks of hepatitis C virus (HCV) infection have been reported in HIV-positive men who have sex with men (MSM) in North America, Europe and Asia. Transmission is believed to be the result of exposure to blood during sexual contact. In those infected with HIV, acute HCV infection is more likely to become chronic, treatment for both HIV and HCV is more complicated and HCV disease progression may be accelerated. There is a need for systematic reviews and meta-analyses to synthesize the epidemiology, prevention and methods to control HCV infection in this population.
