The New Jim Crow? Recovering The Progressive Origins Of Mass Incarceration, Anders Walker

This article revisits the claim that mass incarceration constitutes a new form of racial segregation, or JimCrow. Drawing from historical sources, it demonstrates that proponents of the analogy miss an important commonality between the two phenomena, namely the debt that each owe to progressive and/or liberal politics. Though generally associated with repression and discrimination, both Jim Crow and massincarceration owe their existence in part to enlightened reforms aimed at promoting black interests; albeit with perverse results. Recognizing the aspirational origins of systematic discrimination marks an important facet of comprehending the persistence of racial inequality in the United States.

Retributive tbeory has long held pride of place among theories of criminal punishment in both philosophy and in law. It has seemed, at various times, either much more intuitive, or rationally persuasive, or simply more normatively right than other theories. But retributive theory is limited, both in theory and practice, and in many of its versions is best conceived not as a theory of punishment in its own right, but instead as shorthand for a set of constraints on the exercise of punishment. “To Corral And Control”: Stop, Frisk, And The Geography Of Freedom, Anders Walker

This article revisits the emergence of stop and frisk law in the 1960s to make three points. One, the impetus for formalizing police stops arose midst confusion generated by Mapp v. Ohio, the landmark Warren Court opinion incorporating the exclusionary rule to the states. Two, police over-reactions to Mapp intersected with fears of urban riots, leading to a formalization of stop and frisk rules that aimed at better containing inner city minority populations. Serum polychlorinated biphenyls (PCBs) in Anniston, AL, residents have been associated with hypertension and diabetes. There have been no systematic interventions to reduce PCB body burdens in Anniston or other populations. Our objective was to determine the efficacy of 15 g/day of dietary olestra to reduce PCBs in Anniston residents. Blood PCBs and 1,1-bis-(4-chlorophenyl)-2,2-dichloroethene were measured at baseline and 4-month intervals in a double-blind, placebo-controlled, 1-year trial. Participants with elevated serum PCBs were randomized into two groups of 14 and received potato crisps made with olestra or vegetable oil (VO). Troughs are one of the main components of villages in Turkey. They are constructed by converting springs or underground waters. Until now, there has been no extensive study investigating the composition and diversity of trough zooplankton species. In order to contribute knowledge on the zooplanktons in troughs, 142 troughs were randomly sampled from 17 districts in Ankara Province between 22 June and 3 July 2011. A total of 18 zooplanktons including 11 Copepoda and 7 Cladocera species were determined. Distribution Of Littoral Benthic Amphipods Off The Levantine Coast Of Turkey With New Records, Ahmet Kerem Bakir, Tuncer Katağan

A total of 143 species belonging to Amphipoda were found at the depths between the supralittoral zone and 200 m along the Levantine coast of Turkey. Ten species (Ampelisca spinifer, Cheiriphotis mediterranea, Deutella shieckei, Ericthonius argenteus, Gammaropsis crenulata, Gammaropsis sophiae, Isaea montagui, Ischyrocerus inexpectatus, Liropus elongatus, and Melita bulla) were recorded for the first time in Turkey, while 69 species were new for the Levantine coast of Turkey. Platorchestia platensis was the only species observed out of water (supralittoral). The other encountered species showed distribution in various depths of between 0 and 200 m. Metapopulation characterization and discrimination of the pearl oyster Pinctada imbricata radiata in the northern part of the Persian Gulf is unknown. This study was conducted to examine differences in shell morphology of P. imbricata radiata from the Hendourabi and Lavan islands using principal component analysis (PCA) and elliptic Fourier analysis (EFA). Both EFA and PCA differentiated the shell form of the 2 populations significantly. PCA indicated that the pearl oysters from Hendourabi tended to be longer, while those from Lavan were wider and greater in thickness (width). In this study, the breeding ecology and behaviour of the Great Reed Warbler, Acrocephalus arundinaceus, was studied at Poyrazlar Lake, Turkey. The breeding period started in the first week of May. The incubation period lasted 14 days. As clutch size increased, the diameter of the nests became larger (r = 0.65). Diameters of nests containing different clutch sizes varied significantly from one another (P < 0.01). However, their height did not change (r = 0.24). There was no significant height difference between nests containing different clutch sizes (P > 0.05). As the nests became farther from the shore, the clutch size and the egg weight increased, because mature adults built their nests on the reeds in deeper areas (r = 0.59, r = 0.73). On …

This paper presents a new locality for a rare aphid species from Panaphidini (Aphidoidea: Drepanosiphidae, Calaphidinae), Ctenocallis israelica Hille Ris Lambers, 1954, which was recorded for the first time in Hungary and also for the first time in Central Europe. The genus Ctenocallis Klodnitsky, 1924 has been briefly described. The main morphological diagnostic features of apterous viviparous females have been presented, which allow the distinguishing of separate species of the genus. The purpose of the present research was to study the descriptive anatomy of the gill of the mussel Lithophaga lithophaga. Mussels were collected from 2 sites in Antalya Bay, Turkey. Observations using stereomicroscopy and electron microscopy showed that the gills of L. lithophaga consist of homorhabdic filaments, a characteristic of the mytilids. The lamellae have cavities at their laterals in addition to their prominent ciliary structure on the frontal and lateral surfaces. The latero-frontal cilia extend in pairs, one attached to the other with a membrane and showing a composite structure. The ascending and descending lamellae are fused by fan-like …

Occurrence and distribution of enzyme-producing bacteria in the proximal (PI), middle (MI), and distal (DI) segments of the gastrointestinal tracts of 4 brackish water teleosts (Scatophagus argus, Terapon jarbua, Mystus gulio, and Etroplus suratensis) have been investigated. Data were presented as log viable counts g^{-1} intestine (LVC). The heterotrophic bacterial population had the highest occurrence in the DI regions of all fish species studied except M. gulio. Proteolytic and amylolytic bacteria had the highest occurrence in the DI of M. gulio (LVC = 5.50 and 5.93, respectively), while cellulolytic and lipolytic populations exhibited highest occurrences in the DI regions of …

The purpose of this study was to describe the horizontal and vertical distributions of the zooplankton community structure in Karakaya Dam Lake. Rotifers were numerically dominant (81.89%) in the community during the study period; they were followed by Copepoda (10.32%) and Cladocera (7.79%). In the metalimnetic maximum oxygen zone between 5 and 10 m, cladocerans made up 70.1% of the total number of zooplankton in June and 27.3% of the total number of zooplankton in November. Oxygen values decreased at 10 and 15 m in September and November. While the abundance of rotifers and cladocerans decreased as well, cyclopoids increased …

This paper is the first record of the exotic cichlid, the redbelly tilapia, Tilapia zillii (Gervais, 1848), from natural freshwater bodies of Iran, which has most likely been deliberately released to enhance fish production. The new records extend the geographical distribution range of this exotic fish.

A new species of Zodarion Walckenaer, 1826 is described based on material collected in the Marmara region of Turkey. Morphological and diagnostic characters and illustrations of the genitalia of both sexes are presented, and the differences with the closely related Zodarion turcicum Wunderlich, 1980 are pointed out.

Genetic differences in 2 regions (D-loop and cytochrome b) of mitochondrial DNA in Nannospalax xanthodon and Nannospalax ehrenbergi were determined using restriction fragment length polymorphism (RFLP) analysis. For 2 species distributed in Anatolia, 94 specimens from 62 populations of Nannospalax xanthodon and 2 populations of Nannospalax ehrenbergi were studied. To reveal genetic differences, the D-loop (626 bp) and cytochrome b (500 bp) regions of mitochondrial DNA were amplified and then cut by 4 different restriction endonuclease enzymes (BamH-I, Taq-I, Alu-I, and Msp-I). In this paper, we present the results of a study conducted in the Great Ulcinj Beach area, including its hinterland and Ada Island. This study investigates amphibian and reptile species of Madran Mountain. Specimens were collected in September 2011 and April and May 2012. A total of 23 species (3 amphibians and 20 reptiles) were determined. These species are thought to contribute to our knowledge of the Turkish herpetofauna. In addition, a chorotype classification of the species determined on Madran Mountain is given.

Evidence of breeding rooks feeding on Roman snails (Helix pomatia) and grove snails (Cepaea nemoralis) is presented. Shell dimensions of food remains and intact Roman snails collected in the study area were measured in order to estimate the size and shape of the snails collected by rooks in relation to the food available in the vicinity of the rookery. Smaller and rounder snail shells were collected by rooks than were available in the area around the colony, indicating that the rooks collected most of the snails elsewhere, in forests, gardens, or ruderal areas located near the colony. The Helconinae (Hymenoptera: Braconidae) species recorded from Turkey as of the end of 2012 are listed. The total number of species was determined as 10. Changes in comparison to the previous Turkish fauna are briefly annotated and the distributions for all species in each of the 68 biogeographical provinces are presented. After the publication of our previous fauna, 8 species belonging 2 genera have been recorded as new to Turkey. Subsequent studies reported 10 Diospilini species for the fauna, among which 7 species are distributed only in Asian Turkey and 3 species are distributed in both Asian and European Turkey. …

In this study, 5 parasitic wasp species (Hymenoptera: Braconidae: Agathidinae) belonging to 2 genera are recorded from Diyarbakır, Mardin, and Şanlıurfa provinces in the Southeast Anatolia Region of Turkey. All are new records for the Southeast Anatolia Region; that of Agathis persephone Nixon, 1986 is a new record for Turkey and its second distribution record in the world.

Facultative paedomorphosis refers to the simultaneous expression of 2 different phenotypes (i.e. paedomorphic and metamorphic) within the same population. Over the last 6 decades, this phenomenon was reported from only 5 populations of smooth newt Lissotriton vulgaris (Linnaeus, 1758) in Romania. In the spring of 2011, we found a new facultative paedomorphic population. The sample was female-biased, thus suggesting a sex-dependent expression of the paedomorphic phenotype. Most of the populations recorded in Romania were found in permanent water bodies with abundant vegetation.

A specimen of Armina maculata was collected on 10 July 2013 from İzmir Bay, north-eastern Aegean coast of Turkey. This short note represents a clear indication of the unique occurrence of an A. maculata in Turkish seas.

Occurrence Of The Nonindigenous Tubeworm Ficopomatus Enigmaticus (Fauvel, 1923) (Polychaeta: Serpulidae) On The Albanian Coast Of The Adriatic Sea, Spase Shumka, Lefter Kashta, Arefi Cake

The serpulid Ficopomatus enigmaticus is listed among the nonindigenous species of the Mediterranean Sea, and its first occurrence in Albanian Adriatic waters is noted here. This record is the first for the southeast of the Adriatic. A description of ecological features and potential impacts on native biodiversity are given. The necessity for cooperation between countries for an integrated ecosystem approach is addressed.

New Records Of Tetracneminae (Hymenoptera, Chalcidoidea, Encyrtidae) From Iran, Majid Fallahzadeh, George Japoshvili, Roohafza Abdimaleki, Nazila Saghaei

One genus and 3 species belonging to 3 tribes of Tetracneminae (Hymenoptera, Chalcidoidea, and Encyrtidae) are recorded for the first time from Iran. The species Aenasius bambawalei Hayat is considered as a junior synonym of A. arizonensis (Girault). Nipaecoccus viridis is recorded as a new host for Leptomastix longicornis. In addition, available information for each species and comments on taxonomy, biology, and geographical distribution are included.

Time-Activity Budgets Of Wintering Ferruginous Duck, Aythya Nyroca, At Gajoldoba Wetland, Jalpaiguri, India, Tanmay Datta

Results indicate resting as the main diurnal activity of Aythya nyroca, whereas feeding dominated during the night. Other than resting (56.3%), feeding (16.8%) and swimming (15.2%) were major activities of the diurnal time-activity budget, whereas preening (9.4%) and flying (2.3%) were less frequent and occupied a secondary rank. Feeding and swimming were prevalent during the morning and afternoon hours. During midday, most of the ducks indulged in resting. The small amount of time spent on diurnal feeding was compensated by voracious nocturnal feeding (64.6%), which peaked in the middle of the night. The fauna of freshwater rotifers from Khuzestan Province (Southwest Iran) was expected to be different from that of the rest of Iran because of its geographical position, past geological events, climatic conditions, and similarities to neighboring zoogeographical areas. To test this hypothesis, we first had to determine the rotifer fauna of Khuzestan and then compare it with the results of surveys from other parts of Iran as well as with those from neighboring regions.
