Medicaid Expansion, The Patient Protection And Affordable Care Act, And The Supreme Court's Flawed Spending Clause Coercion Reasoning In National Federation Of Independent Business V. Sebelius, L. Darnell Weeden

Cleveland State Law Review

The issue to be addressed is whether the Patient Protection and Affordable Care Act’s (ACA or “Obamacare”) manifest goal of promoting the general welfare of the nation by encouraging states to expand their existing Medicaid plans is a coercive use of Congress’ power under the Spending Clause if the federal government permanently picks up at least 90 percent of the cost of the expansion. The Spending Clause grants Congress the power “to pay the Debts and provide for the . . . general Welfare of the United States.” To make certain that federal money given to the States is used …

The Good, The Bad, And A New Kind Of Prenup: An Analysis Of The Ohio Legacy Trust Act And What Asset Protection Trusts Will Mean For Ohio, Kevin R. Mckinnis

Cleveland State Law Review

It is human nature to want to protect what one has worked hard to earn or accomplish. It is this very nature that entices individuals to search for creative methods by which to protect one’s assets, whether from high tax rates or creditors. As laws continually change, individuals strive to protect their assets in the most effective and secure manner possible. As a result, the protection of one’s assets has evolved from the use of offshore Asset Protection Trusts (APTs) to the use of domestic APTs (DAPT). The Ohio Legacy Trust Act is an attempt to modernize Ohio’s wealth management …

Mechanical Engineering Faculty Research and Publications

Aquaponics is a closed-loop, recirculating water system in which plants and fish grow together mutualistically. Aquaponics resembles a natural river or lake basin in which fish waste serves as nutrients for the plants, which in turn clean the water for the fish. Tilapia and salad greens or herbs are common fish and plants grown in an aquaponics system. The external inputs to an aquaponics system are fish food, minimal amount of water, and energy for lighting and heating the water for the fish and plants.

Aquaponics is a sustainable, efficient system to raise fish protein and vegetables for human consumption. …

Numerical Study Of Pressure Fluctuations Due To A Mach 6 Turbulent Boundary Layer, Lian Duan, Meelan M. Choudhari

Mechanical and Aerospace Engineering Faculty Research & Creative Works

Direct numerical simulations (DNS) are used to examine the pressure fluctuations generated by a Mach 6 turbulent boundary layer with nominal freestream Mach number of 6 and Reynolds number of Reτ ≈ 464. The emphasis is on comparing the primarily vortical pressure signal at the wall with the acoustic freestream signal under higher Mach number conditions. Moreover, the Mach-number dependence of pressure signals is demonstrated by comparing the current results with those of a supersonic boundary layer at Mach 2.5 and Reτ ≈ 510. It is found that the freestream pressure intensity exhibits a strong Mach number dependence, irrespective of …

Tests For Time Domain Em Solvers For Stability And Towards Passivity, G. Antonini, Albert E. Ruehli, D. Romano, L. (Lijun) Jiang

Electrical and Computer Engineering Faculty Research & Creative Works

Stability issues for time domain integral equation based EM solvers have been a problem for a many years. In this paper, we consider ways to test for stability as well as other criteria towards passivity. The tests are designed to monitor the EM solver while the time domain solution is progressing. Hence, the solution can be terminated and improved with a passivization technique when a violation of the criterion has been detected. Also, the tests help to understand the cause of instabilities and results can be used for passivization. © 2013 IEEE.

A Wide-Band Equivalent Source Reconstruction Method Exploiting The Stoer-Bulirsch Algorithm With The Adaptive Frequency Sampling, P. Li, Y. Li, Lijun Jiang, J. Hu Jan 2013

A Wide-Band Equivalent Source Reconstruction Method Exploiting The Stoer-Bulirsch Algorithm With The Adaptive Frequency Sampling, P. Li, Y. Li, Lijun Jiang, J. Hu

Electrical and Computer Engineering Faculty Research & Creative Works

Conventional equivalent source reconstruction methods are only operating at a single frequency point each time. However, for wide-band radiators, their computation cost of the source reconstruction increases with the number of frequency points. In this communication, a wide-band equivalent source reconstruction method (WB-SRM) based on the Neville-type Stoer-Bulirsch (SB) algorithm is developed. Since the SB algorithm is a recursive tabular method, it can perform the interpolation over a broadband using a single rational function without any singularity issue. Supported by the adaptive frequency sampling (AFS) scheme, the number of required sampling data is significantly reduced, which leads to much better …
