Globalizing Social Finance: How Social Impact Bonds And Social Impact Performance Guarantees Can Scale Development, Deborah Burand Jan 2013

Globalizing Social Finance: How Social Impact Bonds And Social Impact Performance Guarantees Can Scale Development, Deborah Burand

Articles

While the SIB structure is still in its infancy, there is momentum building to globalize this social finance innovation so that it can help scale development goals around the world. Taking the SIB global is not a simple matter, however. This article explores several of the more challenging issues that are likely to arise in applying a SIB or elements of the SIB structure to social problems and development goals in developing countries. The article begins with a summary review of the goals and structures used in the two earliest SIBs. It then discusses key challenges and opportunities that SIBs …

Robust Multivariate Regression, Hasthika S. Rupasinghe Arachchige Don Jan 2013

Robust Multivariate Regression, Hasthika S. Rupasinghe Arachchige Don

Research Papers

A robust multivariate linear regression estimator can be obtained by replacing the least squares estimator with the robust hbreg estimator. Then the robust multivariate linear regression estimator is asymptotically equivalent to the classical multivariate linear regression estimator since the probability that the robust estimator is equal to the classical estimator goes to one in probability as the sample size n tends to infinity for a large class of iid zero mean error distributions. This paper discusses the robust estimator and some tests using the robust estimator that are asymptotically equivalent to those using the classical estimator.

Sustainability Initiatives In The Workplace And Employee Productivity, Megan R. Nollman Jan 2013

Sustainability Initiatives In The Workplace And Employee Productivity, Megan R. Nollman

Research Papers

Sustainability in the workplace has the potential to affect many aspects of an organization, including employee productivity. Sustainable designers, such as LEED (Leadership in Energy and Environmental Design) professionals, claim that sustainability has numerous positive impacts in the workplace. These impacts include fewer employee sick days, increased building occupant satisfaction, and increased employee productivity. Researchers that have studied this claim have found that in many cases, sustainable initiatives and buildings have had a slight to profound positive effects on occupant satisfaction, attendance, and productivity. Lower levels of satisfaction for lighting and acoustics are common, though, because many sustainable workplaces use …

A Review And Research Suggestions For Empirical Approaches To Evaluating Reinforcing Effects Of Peer Attention Vs. Teacher Attention In The General Education Classroom, Shelley J. Green Jan 2013

A Review And Research Suggestions For Empirical Approaches To Evaluating Reinforcing Effects Of Peer Attention Vs. Teacher Attention In The General Education Classroom, Shelley J. Green

Research Papers

Behavior management in the general education classroom can be difficult at times for educators. Attention is one reinforcer of children's behavior in the classroom and the child's behavior may be maintained by teacher attention or peer attention. If attentions is implemented appropriately, peer or teacher attention may prove to be an effective reinforcer in maintaining appropriate behaviors in the classroom. Teacher attention is commonly used to maintain student performance (Broussard & Northup, 1997). Educators may not know which is more reinforcing to the typical student in the general education classroom - teacher attention or peer attention. However, evaluating the effectiveness …

Long Run Employment And Income Growth: A By Sector Analysis, Christopher Hooks Jan 2013

Long Run Employment And Income Growth: A By Sector Analysis, Christopher Hooks

Research Papers

Given today’s economic conditions it is becoming more essential to gain a better understanding of long run economic development in the US. This paper seeks to find economic sectors that show a significant impact on employment and income growth. This was done by estimating the elasticities for individual sectors (Manufacturing, Trade, Information, Business Services and Finance, Health and Education, and Other) and using a growth accounting approach to determine the contributions of labor for each. Over the sample period years (2001-11) it was found that business services and finance had the highest contribution to labor growth with an average annual …

U.S. Public Pension Funding And State Growth Effects, Eric D. Lenz

Research Papers

AN ABSTRACT OF THE RESEARCH PROJECT OF

ERIC D LENZ, for the MASTER OF SCIENCE degree in ECONOMICS at Southern Illinois University Carbondale.

TITLE: U.S. Public Pension Funding and State Growth Effects

MAJOR PROFESSOR: Dr. SCOTT GILBERT

Does U.S. state pension funding affect real GDP growth rates? Do states that witness higher GDP growth also have better funded pensions? Can one expect less GDP growth when state pensions are poorly funded? My study took the funding ratio of state pension plans, the asset-to-liability ratio, and compared it with real state GDP levels. The methods I used consisted of time series …

"The Magna Carta Of Free Enterprise" Really?" , Daniel A. Crane Jan 2013

"The Magna Carta Of Free Enterprise" Really?" , Daniel A. Crane

Articles

In U.S. v. Topco Associates, Inc., Justice Thurgood Marshall announced that "[a] ntitrust laws in general, and the Sherman Act in particular, are the Magna Carta of free enterprise.", In The Antitrust Constitution, Thomas Nachbar takes seriously the idea that federal antitrust laws serve a constitutional function. He argues that, contrary to common assumptions, the antitrust laws cannot be understood merely as a form of economic utilitarianism. Rather, they serve the additional purpose of preventing "regulatory harm," the assertion of law-like control over the conduct of others outside the sphere of one's own property interests.

A Rejoinder To Professor Schauer's Commentary, Yale Kamisar Jan 2013

A Rejoinder To Professor Schauer's Commentary, Yale Kamisar

Articles

It is quite a treat to have Professor Frederick Schauer comment on my Miranda article.1 Professor Schauer is a renowned authority on freedom of speech and the author of many thoughtful, probing articles in other areas as well, especially jurisprudence. I am pleased that in large measure, Schauer, too, laments the erosion of Miranda in the last four-and-a-half decades2 and that he, too, was unhappy with the pre-Miranda due process/“totality of circumstances”/“voluntariness” test.3 I also like what Schauer had to say about “prophylactic rules,” a term that has sometimes been used to disparage the Miranda rules.4 As Schauer observes, the …

The Difference A Justice May Make: Remarks At The Symposium For Justice Ruth Bader Ginsburg, Suzanne Baer Jan 2013

The Difference A Justice May Make: Remarks At The Symposium For Justice Ruth Bader Ginsburg, Suzanne Baer

Articles

First, I will briefly summarize the state of the art of equality law in Germany today. A distinct dimension of this story from a European Union member state is that we are not just theorizing postnational constitutionalism these days, but that we live it already, since law is not anymore isolated as national but needs to be seen in the context of transnational migration and multinational regimes. Second, I turn to a key feature and key challenge in and to equality law today. It is what I have called the triangle of fundamental rights, referring to the three most prominent …
