When many speak of Africa, they convey a narrative that portrays a continent haunted by ethnic conflict. However many countries are both highly diverse and relatively stable, such as Botswana or Tanzania, and we find that inter-ethnic cooperation is far more common place than conflict. In this thesis I argue that cultural differences between ethnic groups are not the cause of ethnic civil war, rather, the mechanisms find their root in economics. Violence has been found ubiquitously across human societies and throughout time. An act of violence can be defined as purposeful harm brought upon one individual as a direct or indirect result of the actions of another. The purpose of this research is to develop a quantitative approach to examining lethality using frequency distributions for location of trauma on the cranium in order to model patterns of interpersonal violence. This is accomplished through the study of a skeletal sample, from the prehispanic Chachapoya (existing around A.D. 800 – 1535), discovered at the site of Kuelap in the northern Peruvian Andes. This thesis focuses on the humanitarian implications of economic sanctions. States are increasingly using sanctions as a foreign policy tool, but the ramifications for the citizens of the country have yet to be analyzed in depth. Although sanctions are an extremely powerful foreign policy tool, the humanitarian implications are too drastic. There are two main outcomes of sanctions that states seek: the pressure of the sanctions forces the government to change their policy or the humanitarian implications force the citizens to revolt against the government. Infrared absorption of high-quality, commercial, polycrystalline MgAl2O4 spinel is similar to 40% greater in the range of 3.8 to 5.0 mu m than the value predicted by the computer code OPTIMATR (R), which has been used for window and dome design for more than 20 years. As a result, spinel and a-plane sapphire windows designed to support the same external pressure with the same probability of survival have approximately the same infrared absorptance in the range 3.8 to 5.0 mu m. c-Plane sapphire has greater absorptance than spinel in the range 3.8 to 5.0 mu m. For the past eighty years, the entrapment doctrine has provided a legal defense for defendants facing federal prosecution, but only for those lacking criminal “predisposition” prior to the government’s inducement. The peculiar contours of this doctrine have generated significant academic debate, yet this scholarship has failed to explain why the entrapment doctrine developed as it did in the first instance. This Article addresses this gap by examining competing views on criminality and punishment in America during the doctrine’s emergence, highlighting the significant, though largely forgotten, impact of positivist criminology on the early twentieth-century legal imagination. A new magneto-electric (ME) dipole antenna array is proposed which provides a combined electric- and magnetic-dipole response in a planar configuration. The proposed structure is based on Composite Right/Left-Handed (CRLH) transmission lines, which is differentially fed and operated in the zeroth-order regime to provide maximal gain for the combined radiators. The basic principle of the proposed ME-dipole antenna is discussed and demonstrated with full-wave simulation results. © 2013 IEEE.

Cybersecurity threats pose challenges to individuals, corporations, states, and intergovernmental organizations. The emergence of these threats also presents international cooperation on security with difficult tasks. This essay analyzes how cybersecurity threats affect the North Atlantic Treaty Organization (NATO), which is arguably the most important collective defense alliance in the world.1 NATO has responded to the cyber threat in policy and operational terms (Part I), but approaches and shifts in cybersecurity policies create problems for NATO— problems that NATO principles, practices, and politics exacerbate in ways that will force NATO to address cyber threats more aggressively than it has done so …

One might expect massed armor crossing an international frontier to constitute the paradigmatic example of aggression — a case perfectly fit to analyze with the rules of jus ad bellum — and in the first flush and shock of the Georgian War in 2008, this is exactly how Western leaders described Russia’s actions. Yet that August, a constellation of circumstances combined to produce an anomalous outcome: an international war without any aggressor or any wrongful violation of territorial integrity. This article examines behavior in the two-player, constant-sum Colonel Blotto game with asymmetric resources in which players maximize the expected number of battlefields won. The experimental results support the main qualitative predictions of the theory. In the auction treatment, where winning a battlefield is deterministic, disadvantaged players use a 'guerilla warfare' strategy that stochastically allocates zero resources to a subset of battlefields. Advantaged players employ a 'stochastic complete coverage' strategy, allocating random, but positive, resource levels across the battlefields. In the lottery treatment, where winning a battlefield is probabilistic, both players divide their resources equally across all battlefields. However, we …
