The Arab Spring has generated unprecedented and seismic political and social upheaval across the Arab world. The reasons for the outbreak of widespread and vociferous public protest are myriad, but generally understood as including long-simmering resentment of government corruption and repression, underwhelming economic development, chronic unemployment and poor respect for human rights, including the treatment of individuals and groups affiliated with political manifestations of Islam. Despite the initial drama surrounding the street rallies, two years on, the pace of change has grown fitful and uncertain.

The purpose of this chapter is to consider one narrow aspect of the Arab Spring. …

Protecting a soldier’s head from injury is critical to function and survivability. Traditionally, combat helmets have been utilized to provide protection against shrapnel and ballistic threats, which have reduced head injuries and fatalities. However, home-made bombs or improvised explosive devices (IEDs) have been increasingly used in theatre of operations since the Iraq and Afghanistan conflicts. Traumatic brain injury (TBI), particularly blast-induced TBI, which is typically not accompanied by external body injuries, is becoming prevalent among injured soldiers. This report describes the digital disparity among the U.S. Army and allied developing country armies in relation to location on the literal-visual cross-cultural continuum. Digital technologies are recognized as spawning intercultural challenges that exist regarding the disparity in digital backgrounds among U.S. and developing country coalition forces impacting the planning and conduct of military operations. Related challenges exist within the U.S. Army education and training system and operationally for developing countries as observed via uneven adaptation of digital technologies in developing countries. This study discusses the pursuit of understanding how the discursive construction of the internet affects individuals, identities, and democracy. it also discusses the internet within theoretical positions on its history, the public sphere, and revolutionary politics. Western governments have created legislation regulating the internet for democratic purposes, and this study examines how different and often contrasting views of democracy have shaped the way those of us connected to the internet can speak about it. The Anonymous identity, articulates one such contrast. Anonymous constructs an alternative, Internet identity-one stemming from the identity of the hacker. Anders was a preeminent critic of technology and critic of the atomic bomb as he saw this hermeneutico-phenomenologically in the visceral sense of being and time: the sheer that of its having been used (where the Nietzschean dialectic of the ‘having been’ reflects the essence of modern technology) as well as the bland politics of nuclear proliferation functions as programmatic aggression advanced in the name of defense and deterrence. The tactic of sheerly technological, automatic, mechanical, aggression is carried out in good conscience. This essay offers the reader a unique interpretation of Heidegger’s notion of authentic destiny as it develops in the Hölderlin lectures and essays written in the 1930s through the 1950s. Ultimately, for Heidegger, the destiny of Germany, and perhaps beyond, that of humanity, is contingent on the receptivity of a people to the founding and grounding words of the “poet of poets” Hölderlin, who calls Dasein to participate in the awakening to a future that is as of yet indeterminate and historical in the highest degree, wherein, attuned by Hölderlin’s poetry, participants resolutely anticipate the potential “historical” arrival of Being …

Combating Budgetary Complications From The Marcellus Shale: The Case For A Pennsylvania Gas Fund, Daniel Ray Thompson

The relationship between shale gas development and budgetary and microeconomic externalities was studied. The extraction activity in the Barnett shaleformation provided a case study for assessing per-well highway infrastructure damage and water usage. The creation of a predictive model based upon the Barnett was applied to the Marcellus formation. The results showed support for the hypothesis that shale gas development creates negative externalities that amount to unfunded mandates and freerider problems for states and localities. Implications and policy solutions, including the case for a Pennsylvania natural gas fund, are discussed.

Research has documented a link between political violence and the functioning of individuals and communities. Yet, despite the hardships that political violence creates, evidence suggests remarkable fortitude and resilience within both individuals and communities. Individual characteristics that appear to build resilience against political violence include demographic factors such as gender and age, and internal resources such as hope, optimism, determination and religious convictions. Research has also documented the protective influence of individuals’ connection to community and their involvement in work, school or political action. Additionally, research on political violence and resilience has increasingly focused on communities themselves as a unit …

Standard Vietnam War narratives often argue that the U.S. Army lost the war because it failed to learn and adapt to the conditions of an unconventional conflict. Based on a reappraisal of learning processes rather than on the outcome of the war, this essay argues that as an organization, the U.S. Army did learn and adapt in Vietnam; however, that learning was not sufficient, in itself, to preserve a South Vietnam in the throes of a powerful nationalist upheaval. A reexamination of the Army's strategic approach, operational experiences, and organizational changes reveals that significant learning did occur during the Vietnam …

At the International Criminal Court's (ICC) Review Conference in 2010, the ICC's Assembly of States Parties (ASP) agreed upon a definition of the crime of aggression, jurisdictional conditions, and a mechanism for its entry into force (the "Kampala Compromise"). These amendments give the ICC jurisdiction to prosecute political and military leaders of states for planning, preparing, initiating, or executing illegal wars, beginning as early as January 2017.

This article explains the bargaining practices of the diplomats that gave rise to this historic development in international law. This article argues that the international-practices framework, as currently conceived, does not adequately capture …
