Teaching Government Information In Information Literacy Credit Classes, Emily Rogers
Teaching Government Information In Information Literacy Credit Classes, Emily Rogers
Georgia Library Quarterly
This paper reviews the teaching of credit-bearing information literacy courses and government information, reports questionnaire responses from librarians who teach these courses, and argues that revising the ways we teach government information in for-credit courses will help students achieve information literacy. A focus on government information as critical thinking and subject access resources, rather than as unique documents collections or formats, can remove barriers for researchers, particularly in classes that allow students an entire term to develop skills. In addition, librarians will increase their comfort levels addressing government information and develop ways to teach students to use these resources within …
Litigation-Fostered Bureaucratic Autonomy: Administrative Law Against Political Control, Daniel E. Walters
Litigation-Fostered Bureaucratic Autonomy: Administrative Law Against Political Control, Daniel E. Walters
Faculty Scholarship
The idea of political control dominates our understanding of both what administrative law does and what it should do. This emphasis on political control, however, downplays the important ways that administrative law facilitates resistance to political control in administrative agencies. In this article, I offer studies of two instances in which agencies harnessed the power of seemingly standard administrative law litigation to resist the imposition of policies by political leadership. I classify these kinds of modes of resistance as instances of “litigation-fostered bureaucratic autonomy” and flesh out the mechanisms that drive the process. Acknowledging the role of such modes of …
Seqnls: Nuclear Localization Signal Prediction Based On Frequent Pattern Mining And Linear Motif Scoring, J.-R. Lin, Jianjun Hu
Seqnls: Nuclear Localization Signal Prediction Based On Frequent Pattern Mining And Linear Motif Scoring, J.-R. Lin, Jianjun Hu
Faculty Publications
Nuclear localization signals (NLSs) are stretches of residues in proteins mediating their importing into the nucleus. NLSs are known to have diverse patterns, of which only a limited number are covered by currently known NLS motifs. Here we propose a sequential pattern mining algorithm SeqNLS to effectively identify potential NLS patterns without being constrained by the limitation of current knowledge of NLSs. The extracted frequent sequential patterns are used to predict NLS candidates which are then filtered by a linear motif-scoring scheme based on predicted sequence disorder and by the relatively local conservation (IRLC) based masking.
The experiment results on …
A Dialogical Approach To Trade And Environment, Elizabeth Trujillo
A Dialogical Approach To Trade And Environment, Elizabeth Trujillo
Faculty Scholarship
Traditionally, supporters of free trade and environmentalists have regarded each other as the obstacle to development, and both sides have very different views as to what constitutes development. This article considers the various dimensions to international trade governance in the context of the environment and draws from the dialogic theory in comparative constitutional law to frame trade governance regarding the environment in a new way. It uses a dialogical approach to highlight primarily three characteristics of the international trade regime that has fostered enhanced cross-fertilization of trade and environmental issues: (i) the adjudicatory capacity of the World Trade Organization (WTO) …

Reflection-Based Phase-Shifted Long Period Fiber Grating For Simultaneous Measurement Of Temperature And Refractive Index, Jie Huang, Xinwei Lan, Amardeep Kaur, Haining Wang, Lei Yuan, Hai Xiao
Electrical and Computer Engineering Faculty Research & Creative Works
We report a reflection-based phase-shifted long period fiber grating (PS-LPFG) and demonstrate its capability for simultaneous measurement of temperature and external reflective index (RI). The sensor device comprises a grating directly written by CO2 laser and silver-coated end face. A π-shifted LPFG is presented with two attenuation bands through its reflection spectrum. These two bands have different sensitivity towards temperature and external RI that can be used for simultaneous measurement of the two variables. The experimental results show that this probe-type PS-LPFG performs well in terms of linearity and sensitivity.

In January 2013, French forces combating rebel forces in Mali attacked "Islamic targets" in northern Mali and French fighter planes "hit rebel targets in the northern cities of Gao and Kidal" Turkish forces frequently attack "rebel positions," fighting the Kurdistan Workers Party (PKK) in Iraq's Kurdistan region, and the Sri Lankan Army targeted "terroris stronghold[s]" during the conflict with the Tamil Tigers. The Israel Defense Forces contend with "rocket villages" in Hezbollah-dominated areas in southern Lebanon and with the complexities of a periodically intensifying conflict with a terroris entity governing the Gaza Strip. In Afghanistan, U.S. and multinational forces seek …
The Limits Of Violence: People And Property In Edward Abbey's "Monkeywrenching" Novels, David Thomas Sumner
The Limits Of Violence: People And Property In Edward Abbey's "Monkeywrenching" Novels, David Thomas Sumner
Faculty Publications
This paper explores Edward Abbey’s fiction asking what kind of ethical imperative his monkeywrenching novels offer. While advocating the destruction of property in defense of wilderness, The Monkey Wrench Gang draws a clear ethical distinction between the destruction of property in defense of wilderness and the harming of people. Yet the sequel, Hayduke Lives!, blurs this ethical line when a security guard is killed during the novel’s final eco-sabotage scene. After exploring several possible textual explanations for this apparent change and then interviewing several of Abbey’s close friends regarding this issue, the author concludes that the shift does not …

Dynamic Mechanical Analysis And Computer Simulation Of Polyurea Aerogels, Victoria Ann Prokopf
Dynamic Mechanical Analysis And Computer Simulation Of Polyurea Aerogels, Victoria Ann Prokopf
Masters Theses
"Historically, the use of aerogels has been limited due to their poor mechanical properties. However, polyurea aerogels have proven to be mechanically strong under quasi-static conditions. Polyurea aerogels can be created by filling molds of the desired shape with a liquid solution that then creates a solid gel filled with liquid. The liquid can be removed from the gel by supercritical drying. This thesis outlines dynamic testing as well as simulation for polyurea aerogels.
Testing has been conducted in dynamic tension and bending for densities of polyurea aerogels ranging from 0.12 g/cm3 to 0.31 g/cm3. In most …
How Many Antennas Does A Cooperative Jammer Need For Achieving The Degrees Of Freedom Of Multiple Antenna Gaussian Channels In The Presence Of An Eavesdropper?, Mohamed Nafea, Aylin Yener
How Many Antennas Does A Cooperative Jammer Need For Achieving The Degrees Of Freedom Of Multiple Antenna Gaussian Channels In The Presence Of An Eavesdropper?, Mohamed Nafea, Aylin Yener
Electrical and Computer Engineering Faculty Research & Creative Works
In this work, multiple antenna Gaussian wiretap channels with a multiantenna cooperative jammer are considered. In particular, the focus is on identifying the spatial resources needed at the cooperative jammer in order to achieve a secure degree of freedom (s.d.o.f.) for the channel in question equal to the degrees of freedom (d.o.f.). In order to accomplish this goal, the cooperative jammer sets out to send correlated jamming signals. Simultaneously, the legitimate transmitter chooses a precoder that perfectly aligns its information signals over the jamming ones at the eavesdropper. Both terminals use structured signaling, i.e., discrete constellations. The proposed approach is …
A New Variable Step-Size Zero-Point Attracting Projection Algorithm, Jianming Liu, Steven L. Grant
A New Variable Step-Size Zero-Point Attracting Projection Algorithm, Jianming Liu, Steven L. Grant
Electrical and Computer Engineering Faculty Research & Creative Works
This paper proposes a new variable step-size (VSS) scheme for the recently introduced zero-point attracting projection (ZAP) algorithm. The proposed variable step-size ZAPs are based on the gradient of the estimated filter coefficients' sparseness that is approximated by the difference between the sparseness measure of current filter coefficients and an averaged sparseness measure. Simulation results demonstrate that the proposed approach provides both faster convergence rate and better tracking ability than previous ones. © 2013 IEEE.

Low Complexity Soft-Interference Cancellation Turbo Equalization For Mimo Systems With Multilevel Modulations, Jingxian Wu, Longbao Wang, Chengshan Xiao
Electrical and Computer Engineering Faculty Research & Creative Works
This paper presents a low complexity soft-interference cancellation equalizer (SICE) for the turbo detection of multiple-input multiple-output (MIMO) systems operating in time dispersive channels. The SICE contains three time-invariant linear filters: a feedforward filter, a causal feedback filter and an anti-causal feedback filter. The feedforward filter is designed to suppress the InterSymbol interference (ISI) due to time dispersive channels and the multiplexing interference from multiple transmit antennas. The causal (or anti-causal) feedback filter is developed to remove the residual interference caused by the symbols transmitted before (or after) the symbol under detection. The performance of the proposed SICE is verified …

Energy And Spectral Efficient Transmissions Of Coded Arq Systems, Jingxian Wu, Gang Wang, Yahong Rosa Zheng
Electrical and Computer Engineering Faculty Research & Creative Works
Energy efficiency (EE) and spectral efficiency (SE) feature one of the most fundamental tradeoffs in communication systems. In this paper, we propose an optimum transmission scheme for coded Type-I automatic repeat request (ARQ) systems to balance the EE-SE tradeoff. The optimization is performed with respect to a new design metric, the normalized EE (NEE), which is defined as the energy per bit normalized by the SE. Minimizing NEE means either reducing the energy per bit or increasing the SE, it thus yields a balanced tradeoff between the two. The system design incorporates a wide range of practical system parameters, such …

Neural Network-Based Adaptive Event-Triggered Control Of Affine Nonlinear Discrete Time Systems With Unknown Internal Dynamics, Avimanyu Sahoo, Hao Xu, S. Jagannathan
Electrical and Computer Engineering Faculty Research & Creative Works
In this paper, the design of a neural network (NN) based adaptive model-based event-triggered control of an uncertain single input single output (SISO) nonlinear discrete time system in affine form is presented. The controller uses an adaptive estimator consisting of a single-layer NN not only to approximate the internal dynamics of an affine nonlinear discrete-time system but also to provide an estimate of the state vector during inter event interval. The NN weights of the adaptive NN estimator are tuned in a aperiodic manner at the event trigger instants unlike periodic updates in standard adaptive neural network (NN) control. A …

Neural Network-Based Optimal Control Of Mobile Robot Formations With Reduced Information Exchange, Travis Dierks, Bryan Brenner, S. Jagannathan
Electrical and Computer Engineering Faculty Research & Creative Works
A novel formation control scheme for mobile robots is introduced in the context of leader-follower framework with reduced communication exchange. The dynamical controller inputs for the robots are approximated from nonlinear optimal control techniques in order to track the designed control velocities generated by the kinematic controller. The proposed nonlinear optimal control technique, referred to as adaptive dynamic programming, uses neural networks (NNs) to solve the optimal formation control problem in discrete time in the presence of unknown internal dynamics and a known control coefficient matrix. A modification to the follower's kinematic controller is used to allow the desired formation …

Harmonic Distortion Optimization Of Cascaded H-Bridge Inverters Considering Device Voltage Drops And Noninteger Dc Voltage Ratios, Bill Diong, Hossein Sepahvand, Keith Corzine
Electrical and Computer Engineering Faculty Research & Creative Works
This paper considers achieving the minimum total harmonic distortion (THD) or frequency-weighted THD (WTHD) of the staircase-modulated output voltage of single-phase multilevel inverters, with or without elimination of the lowest order harmonics. The minimal THD values, together with the corresponding step angles and dc voltage source ratios, have been obtained for the 5-, 7-, 9-, 11-, and 13-level cases; accounting for the device voltage drops when the load is resistive or is moderately inductive is described. Similarly, the minimal WTHD values, together with the corresponding step angles and dc source voltage ratios, have been obtained for the five-, seven-, and …

Cytoplasmic dynein and dynactin participate in retrograde transport of organelles, checkpoint signaling and cell division. The principal subunits that mediate this interaction are the dynein intermediate chain (IC) and the dynactin p150(Glued); however, the interface and mechanism that regulates this interaction remains poorly defined. Herein, we use multiple methods to show the N-terminus of mammalian dynein IC, residues 10-44, is sufficient for binding p150(Glued). Consistent with this mapping, monoclonal antibodies that antagonize the dynein-dynactin interaction also bind to this region of the IC. Furthermore, double and triple alanine point mutations spanning residues 6 to 19 in the yeast IC homolog, …

Poly(ADP-ribose) polymerases (PARPs) are a family of enzymes that use NAD(+) as a substrate to synthesize polymers of ADP-ribose (PAR) as post-translational modifications of proteins. PARPs have important cellular roles that include preserving genomic integrity, telomere maintenance, transcriptional regulation, and cell fate determination. The diverse biological roles of PARPs have made them attractive therapeutic targets, which have fueled the pursuit of small molecule PARP inhibitors. The design of PARP inhibitors has matured over the past several years resulting in several lead candidates in clinical trials. PARP inhibitors are mainly used in clinical trials to treat cancer, particularly as sensitizing agents …

Images of scientific research and funding conventions are important in legal contexts when, for example, a trial judge or agency administrator evaluates the integrity of a scientific expert or risk assessment report — is industry affiliation or sponsorship of research a marker of bias, and should the results of “independent” research be given greater weight? In the discourse concerning the commercialization of science, there is a geography of positions reflecting different images of how science is affected by, or alternatively rises above, financial or economic pressures or entanglements. Of course, science costs and has always cost a lot of money, …

How Does Alignment Of Business And It Strategies Impact Aspects Of It Effectiveness?, Shankar Babu Chebrolu, Lawrence Ness
International Journal of Applied Management and Technology
Alignment between information technology (IT) and business stakeholders on their strategies has traditionally been viewed as the means to achieve greater IT delivery capabilities, but there is lack of empirical evidence as to how strategic alignment impacts individual aspects of IT effectiveness (e.g., quality of service [QoS], user satisfaction, and IT helpfulness to users); there is also a lack of empirical evidence surrounding how each individual element of strategic alignment impacts overall IT effectiveness. The intent of this research was to contribute to the body of knowledge that could be applied by researchers, businesses, and IT organizations alike to achieve …

There are growing concerns about the increasing trends of emerging micropollutants in the environment due to their potential negative impacts on natural ecosystems and humans. This has attracted attention from both governmental and non-governmental organizations worldwide. Pharmaceuticals, personal care products, and endocrine disruptors are continuously being released consciously or unconsciously into water sources due to poor regulatory frameworks especially in the developing countries. The effects of these contaminants are poorly known. They are not easily biodegradable and have become an environmental nuisance and public health issue. This has heightened the risk of exposure to their deleterious effects in such countries …

We report the first study that investigates the use of molten carbonates as an effective catalyst to promote electrochemical oxygen reduction reaction (ORR) at the cathode of intermediate temperature solid oxide fuel cells (IT-SOFCs). A series of binary Li-K carbonate compositions were incorporated into the porous backbones of a commercial cathode assembled in symmetrical impedance cells for electrochemical characterization. Within the temperature range of 550–650◦C, we observed that the polarization and ohmic area-specific resistances of the original sample can be significantly reduced by the introduction of molten carbonates. A new ORR charge-transfer model involving two intermediate species CO5 2− and …

Ba0.5Sr0.5TiO3 thick films with B2O3–Li2O glass sintering aid were prepared by the screen printing method on Al2O3 substrates. A 200 MPa isostatic pressure was applied to the films before sintering. After being sintered at 950∘C, lower porosity and denser microstructure was obtained compared with the films without isostatic pressing. The dielectric constant and dielectric loss were 238 and 0.0028, respectively. A tunability of 61.7% was obtained for the isostatic pressed films, a 27.8% enhancement compared to unpressurized films. These results suggest that isostatic pressing …

It is experimentally found that the Eb(d) = γ · d -ξ law describing the thickness-dependent breakdown electric field for solid dielectrics at ambient conditions can be extended for dielectrics in other thermodynamic states. It follows from the experimental results reported herein that the breakdown field, Eb(d), of Pb(Zr₀.₉₅Ti₀.₀₅)O₃ (PZT 95/5) and Pb(Zr₀.₅₂Ti₀.₄₈)O₃ (PZT 52/48) ferroelectrics subjected to explosive adiabatic compression obeys the above-mentioned law in a wide range of voltages, up to 150 kV.
