Telemental Health In Today's Rural Health System, David Lambert Phd, John A. Gale Ms, Anush Yousefian Hansen Ms, Ma, Zachariah T. Croll Ba, David Hartley Phd, Mha

Mental Health / Substance Use Disorders

Telemental health has long been promoted in rural areas to address chronic access barriers to mental health care. While support and enthusiasm for telemental health in rural areas remains quite high, we lack a clear picture of the reality of telemental health in rural areas, compared to its promise. This Research & Policy Brief reports on the first part of our study—the online survey of 53 telemental health programs—and describes the organizational setting, services provided, and the staff mix of these programs. We draw from our telephone interviews with 23 of these programs to help describe the organizational context of …

Comparative Study Of Castilla-La Mancha And The State Of Nebraska, Olga Elwes Aguilar, Aránzazu Bernardo Jiménez, Maria Victoria Guadamillas Gómez, Theresa Catalano, Thomas Mcgowan

Department of Teaching, Learning, and Teacher Education: Faculty Publications

Media Discourse And Dual Language Programs: A Critical Linguistic Analysis, Theresa Catalano, Aleidine Kramer Moeller Dec 2013

Media Discourse And Dual Language Programs: A Critical Linguistic Analysis, Theresa Catalano, Aleidine Kramer Moeller

Department of Teaching, Learning, and Teacher Education: Faculty Publications

Much research exists that discusses the benefits of dual language education (DLE) as well as the political, historical and social factors involved in the implementation (or lack of) of DLE in the United States. However, little attention has focused on how these programs are presented in media discourse. This study aims to fill this gap by examining media discourse and how DLE is currently relayed to the public. Twenty-nine online articles from US news sources were collected and analyzed as regards linguistic strategies used in media discourse of DLE. Findings reveal the prevailing metaphors used in multilingual/monolingual discourse to be …

Do School District Bond Guarantee Programs Matter?, Michael Cirrotti Dec 2013

Do School District Bond Guarantee Programs Matter?, Michael Cirrotti

Economics Student Scholarship

The State of Washington enacted a school district bond credit enhancement program in 1999. Oregon did the same in 1998. I use data from the National Center for Education Statistics for a representative sample of states in order to examine whether or not these programs increased the likelihood that school districts in Washington and Oregon issued bonds. I isolate the programs’ impact in Washington and Oregon through difference-in-differences analysis to control for other variation in the data in ten other representative states during the same time period. The results suggest that state-level school district bond guarantee programs increase the likelihood …

Mandatory Rules And Default Rules In Insurance Contracts, Tom Baker, Kyle D. Logue Dec 2013

Mandatory Rules And Default Rules In Insurance Contracts, Tom Baker, Kyle D. Logue

Law & Economics Working Papers

The economic analysis of contract law can organized around two general questions: (1) what are the efficient or welfare-maximizing substantive rules of contract law; and (2) once those rules have been identified, when if ever should they be made mandatory and when should they be merely “default rules” that the parties can contract around if they wish? Much of contract theory over the past twenty years has been devoted to developing answers to those two questions. The same two questions can be posed with respect to the rules of insurance law. Although previous scholars have examined particular substantive doctrines of …

Wag The Dog: Using Incidental Intellectual Property Rights To Block Parallel Imports, Mary Lafrance Dec 2013

Wag The Dog: Using Incidental Intellectual Property Rights To Block Parallel Imports, Mary Lafrance

Michigan Telecommunications & Technology Law Review

Federal law grants owners of intellectual property rights different degrees of control over parallel imports depending on the nature of their exclusive rights. While trademark owners enjoy strong control over unauthorized imports bearing their marks, their protection is less comprehensive than that granted to owners of copyrights and patents. To broaden their rights, some trademark owners have incorporated copyrighted material into their products or packaging, enabling them to block otherwise lawful imports in contravention of the policies underlying trademark law. A 2013 Supreme Court decision has significantly narrowed the importation ban of copyright law, but there may be pressure to …

Wireless Localism: Beyond The Shroud Of Objectivity In Federal Spectrum Administration, Olivier Sylvain Dec 2013

Wireless Localism: Beyond The Shroud Of Objectivity In Federal Spectrum Administration, Olivier Sylvain

Michigan Telecommunications & Technology Law Review

Recent innovations in mobile wireless technology have instigated a debate between two camps of legal scholars about federal administration of the electromagnetic spectrum. The first camp argues that the Federal Communications Commission (“FCC”) should define spectrum use rights more clearly and give spectrum licensees broad property rights in frequencies. The second camp argues that, rather than award exclusive licenses to the highest bidder, the FCC ought to open much, if not most, of the spectrum to unlicensed use by smartphones and tablets equipped with the newest spectrum administration technology. First, this Article shows that both of these camps comprise a …

Tollbooths And Newsstands On The Information Superhighway, Brad A. Greenberg Dec 2013

Tollbooths And Newsstands On The Information Superhighway, Brad A. Greenberg

Michigan Telecommunications & Technology Law Review

Countering the perception that speech limitations affecting distribution necessarily reduce access to information, this Essay proffers that copyright expansions actually can increase access and thereby serve important copyright and First Amendment values. In doing so, this discussion contributes to the growing literature and two recent Supreme Court opinions discussing whether copyright law and First Amendment interests can coexist.

Getting Down To (Tattoo) Business: Copyright Norms And Speech Protections For Tattooing, Alexa L. Nickow Dec 2013

Getting Down To (Tattoo) Business: Copyright Norms And Speech Protections For Tattooing, Alexa L. Nickow

Michigan Telecommunications & Technology Law Review

What level of First Amendment protection should we afford tattooing? General public consensus formerly condemned tattoos as barbaric, but the increasingly diverse clientele of tattoo shops suggests that tattoos have become more mainstream. However, the law has struggled to adjust. The recent proliferation of municipal near-bans on tattooing has brought tattooing to the forefront of First Amendment debates, with cases such as Anderson and Coleman leading the way toward recognizing tattooing as pure speech. Tensions between formal and informal copyright norms in the tattoo industry further highlight the collaborative and expressive nature of the artist-customer relationship and its resulting products, …

Settlement Selection: A Critical Consideration For A New National Spatial Strategy Plan? Applying Population And Daytime Working Population Data To A Centrality Spreadsheet Model To Inform An Evidence Base For Gateway And Hub Selection, Brian Hughes Dec 2013

Settlement Selection: A Critical Consideration For A New National Spatial Strategy Plan? Applying Population And Daytime Working Population Data To A Centrality Spreadsheet Model To Inform An Evidence Base For Gateway And Hub Selection, Brian Hughes

Masters

Settlement Selection: A Critical Consideration for a New National Spatial Strategy Plan? This Dissertation examines both Central Statistics Office (CSO) published and unpublished demographic evidence from the 2011 and previous censuses, so as to evaluate the 2002 National Spatial Strategy’s (NSS) selection of Gateways and Hub settlements. On its own, population is an incomplete measure of size. However, when used with emerging employment data, a robust methodological time-dynamic centrality model may be constructed based on population and Daytime Working Population (DWP) behaviour and other related and relevant investigations. The Model compares unpublished 2002 data of the NSS Plan with similar …

The Use Of Email Attachments To Increase Reading Compliance In Foreign Language Classes., Juan Rodríguez Prieto Dec 2013

The Use Of Email Attachments To Increase Reading Compliance In Foreign Language Classes., Juan Rodríguez Prieto

Scholarship and Professional Work - LAS

This is the first quantitative research on reading compliance in foreign language courses. It investigated the effect of email attachments with the assigned readings to promote reading compliance of the textbook. Their effect on learning gains was measured by 16 grammar or vocabulary quizzes during a semester. 31 intermediate L2 Spanish students assigned to two group conditions, those receiving the emails and those who did not, also completed a questionnaire at the end of the semester about their preparedness for the quizzes and about their opinions about the email attachments. Results indicated that participants in the email group prepared more …

Private Standards Organizations And Public Law, Peter L. Strauss

William & Mary Bill of Rights Journal

Simplified, universal access to law is one of the important transformations worked by the digital age. With the replacement of physical by digital copies, citizens ordinarily need travel only to the nearest computer to find and read the texts that bind them. Lagging behind this development, however, has been computer access to standards developed by private standards development organizations, often under the umbrella of the American National Standards Institute (ANSI), and then converted by agency actions incorporating them by reference into legal obligations. To discover what colors the Occupational Safety and Health Administration (OSHA) requires for use in work-place caution …

Whooping Cranes Consume Plains Leopard Frogs At Migratory Stopover Sites In Nebraska, Keith Geluso, Brad T. Krohn, Mary J. Harner, Michael J. Assenmacher Dec 2013

Whooping Cranes Consume Plains Leopard Frogs At Migratory Stopover Sites In Nebraska, Keith Geluso, Brad T. Krohn, Mary J. Harner, Michael J. Assenmacher

The Prairie Naturalist

Whooping cranes (Grus americana) currently consist of a single, wild population that migrates annually from breeding grounds at Wood Buffalo National Park, Canada, to wintering grounds on and around the Aransas National Wildlife Refuge along the Texas coast, USA (NRC 2005). This population reached a low of less than 20 individuals in 1941 (Allen 1952) but has rebounded to over 250 individuals (Chavez-Ramirez and Wehtje 2012, Gil-Weir et al. 2012). Whooping cranes migrate approximately 4,000 km each spring and autumn, traversing much of the North American Great Plains (Lewis 1995) and periodically landing along rivers, wetlands, and other …

The R In Robotics, André Dietrich, Sebastian Zug, Jörg Kaiser Dec 2013

The R In Robotics, André Dietrich, Sebastian Zug, Jörg Kaiser

The R Journal

The aim of this contribution is to connect two previously separated worlds: robotic application development with the Robot Operating System (ROS) and statistical programming with R. This fruitful combination becomes apparent especially in the analysis and visualization of sensory data. We therefore introduce a new language extension for ROS that allows to implement nodes in pure R. All relevant aspects are described in a step-by-step development of a common sensor data transformation node. This includes the reception of raw sensory data via the ROS network, message interpretation, bag-file analysis, transformation and visualization, as well as the transmission of newly generated …

Spmc: Modelling Spatial Random Fields With Continuous Lag Markov Chains, Luca Sartore Dec 2013

Spmc: Modelling Spatial Random Fields With Continuous Lag Markov Chains, Luca Sartore

The R Journal

Currently, a part of the R statistical software is developed in order to deal with spatial models. More specifically, some available packages allow the user to analyse categorical spatial random patterns. However, only the spMC package considers a viewpoint based on transition probabilities between locations. Through the use of this package it is possible to analyse the spatial variability of data, make inference, predict and simulate the categorical classes in unobserved sites. An example is presented by analysing the well-known Swiss Jura data set.

Rlme: An R Package For Rank-Based Estimation And Prediction In Random Effects Nested Models, Yusuf K. Bilgic, Herbert Susmann Dec 2013

Rlme: An R Package For Rank-Based Estimation And Prediction In Random Effects Nested Models, Yusuf K. Bilgic, Herbert Susmann

The R Journal

There is a lack of robust statistical analyses for random effects linear models. In practice, statistical analyses, including estimation, prediction and inference, are not reliable when data are unbalanced, of small size, contain outliers, or not normally distributed. It is fortunate that rank-based regression analysis is a robust nonparametric alternative to likelihood and least squares analysis. We propose an R package that calculates rank-based statistical analyses for two- and three-level random effects nested designs. In this package, a new algorithm which recursively obtains robust predictions for both scale and random effects is used, along with three rank-based fitting methods.

Lfe: Linear Group Fixed Effects, Simen Gaure Dec 2013

Lfe: Linear Group Fixed Effects, Simen Gaure

The R Journal

Linear models with fixed effects and many dummy variables are common in some fields. Such models are straightforward to estimate unless the factors have too many levels. The R package lfe solves this problem by implementing a generalization of the within transformation to multiple factors, tailored for large problems.

The Effects Of Isolation On Endemic Cozumel Island Rodents: A Test Of The Island Rule, Brittany Marie Nuttall Dec 2013

The Effects Of Isolation On Endemic Cozumel Island Rodents: A Test Of The Island Rule, Brittany Marie Nuttall

Theses and Dissertations

Island isolation can cause changes in body size, cranial characteristics, and genetic variation in mammals. We use geometric morphometrics to test skull and mandible shape and size change across three species of endemic Cozumel Island rodents in order to test the “island rule” of larger size in isolated rodents. We also sequenced the D-Loop and cytochrome b region of the mitochondrial genome and tested for differences in genetic variation between island and mainland groups, as well as population structure and gene flow in order to assess the effect of island isolation on these three rodents. We found that the three …

Service Provider And Beneficiary Perceptions Of Collectivist Domestic Violence Social Issues, Annie Mohsen Samhouri Dec 2013

Service Provider And Beneficiary Perceptions Of Collectivist Domestic Violence Social Issues, Annie Mohsen Samhouri

Theses and Dissertations

In this research I have focused on beneficiary and service providers' perceptions toward Arab social obstacles to help-seeking, appropriate intervention methods and obstacles to reintegration into the community after seeking assistance. Through semi-structured interviews and content analysis of local policies, laws and specific service offerings, I sought to contribute to the limited literature that explores how formal institutions that originate from a Western context are adapted to meet the unique needs of Arab victims of domestic violence. I found that the main social obstacles to help-seeking were attributed to a dearth of knowledge about existing services, a lack of confidence …

Habitat Selection By Two K-Selected Species: An Application To Bison And Sage Grouse, Joshua Taft Kaze Dec 2013

Habitat Selection By Two K-Selected Species: An Application To Bison And Sage Grouse, Joshua Taft Kaze

Theses and Dissertations

Population growth for species with long lifespans and low reproductive rates (i.e., K-selected species) is influenced primarily by both survival of adult females and survival of young. Because survival of adults and young is influenced by habitat quality and resource availability, it is important for managers to understand factors that influence habitat selection during the period of reproduction. My thesis contains two chapters addressing this issue for K-selected species in Utah. Chapter one evaluates habitat selection of greater sage-grouse (Centrocercusurophasianus) on Diamond Mountain during the critical nesting and brood-rearing period. Chapter two address selection of birth sites by bison (Bison …

Sudden Gains: A Pluralistic Approach To The Patient And Therapist Experience, Brian P. Hansen Dec 2013

Sudden Gains: A Pluralistic Approach To The Patient And Therapist Experience, Brian P. Hansen

Theses and Dissertations

Qualitative and quantitative research methods were used to study instances of sudden gains within the case load of a private practice practitioner. Five clients whose progress was marked by such changes were contrasted with the views of five clients whose progress was marked by significant setbacks. Results from the quantitative analyses indicated that clients who experienced sudden gains during therapy tended to retain their therapeutic gains over a 2-year time period. In contrast, individuals who experienced setbacks in therapy generally continued to be distressed at the 2-year reassessment. Clients who experienced sudden gains were more distressed prior to treatment and …
