The Governmental Accounting Standards Board (GASB) was established in 1984 as the second operating arm of the Financial Accounting Foundation (FAF), to serve as the authoritative accounting standard setting body for state and local governmental entities in the United States.1 In 2009, GASB began the third phase of Economic Condition Reporting: Financial Projections and issued guidelines for Service Efforts and Accomplishments Reporting (aka SEAs) in 2010. To date GASB has issued 70 Statements, with the most recent (No. 67 & No. 68) pertaining to accounting for and reporting of pensions. By far, No. 34 (issued in 1999) was the most …

This paper addresses important challenges related to the 2013 SIG-SVC workshop’s theme, “Delivering and Managing Services in Systems of Service Systems.” It provides an operational view of systems of service systems (SOSS) in the form of a new metamodel that significantly extends previous metamodels related to work systems and service systems. An operational view of this type is necessary for understanding and analyzing existing service systems and for designing improvements and new service systems.
The metamodel’s perspective on service and service systems agrees only partially with service dominant logic and other current ideas in service science. The paper starts by …

The complexity, relevance and critical nature of the decommissioning of nuclear power plants (NPP) are of great significance in today's society. Following the catastrophe in Fukushima a shift in the general public's perception of NPP took place throughout the world and in Europe in particular. In this dissertation interdisciplinary methods will be discussed to identify solutions which take into account the technological complexity and organizational issues involved in the dismantling and decommissioning process of NPP. What level of First Amendment protection should we afford tattooing? General public consensus formerly condemned tattoos as barbaric, but the increasingly diverse clientele of tattoo shops suggests that tattoos have become more mainstream. However, the law has struggled to adjust. The recent proliferation of municipal near-bans on tattooing has brought tattooing to the forefront of First Amendment debates, with cases such as Anderson and Coleman leading the way toward recognizing tattooing as pure speech. Tensions between formal and informal copyright norms in the tattoo industry further highlight the collaborative and expressive nature of the artist-customer relationship and its resulting products, …

Simplified, universal access to law is one of the important transformations worked by the digital age. With the replacement of physical by digital copies, citizens ordinarily need travel only to the nearest computer to find and read the texts that bind them. Lagging behind this development, however, has been computer access to standards developed by private standards development organizations, often under the umbrella of the American National Standards Institute (ANSI), and then converted by agency actions incorporating them by reference into legal obligations. This paper examines policies and strategies governing the operations of bus lanes in major congested urban centers where the bus lanes do not completely exclude other uses. The two key questions addressed are: 1. What is the scope of the priority use granted to buses? When is bus priority in effect, and what other users may share the lanes during these times? 2. How are the lanes enforced? The Federal Highway Administration (FHWA) requires state transportation agencies to submit a biennial report on local highway finances. The purpose of these reports is to provide FHWA with the data it needs to capture the financing of highway activities at the local level. Based on this information, it can identify trends in revenue, expenditures, investments, and program development, and in turn make decisions about future investments. The report, FHWA-536, asks agencies to report on four areas of local highway finance: 1) disposition of highway-user revenues; 2) revenues used for roads and streets identified by source and funding type; 3) road …

Under federal and some state laws, juveniles who have been adjudicated delinquent for sex offenses can be required to register on sex offender registries for extended periods or life. In some jurisdictions, lifetime sex offender registration, community notification, and other sex offender restrictions are mandatory.This Article explores whether mandatory lifetime sex offender registration, community notification and other sex offender restrictions violate the Eighth Amendment’s guarantee against cruel and unusual punishment as applied to juveniles. Citing Roper v. Simmons and Graham v. Florida, the United States Supreme Court recently held in Miller v. Alabama that assigning mandatory life-without-parole prison sentences to …

Dam removal is gaining global attention as a potential restoration tool for impacted rivers. As the practice of dam removal increases, physical, chemical and biological monitoring before and after dam removal is essential to our understanding of the ecological consequences of this type of disturbance. Under the Lake Hartwell Restoration and Compensation Determination Plan, two dams (>9 m height) were removed from the Twelve Mile Creek watershed (170 km2) in Pickens county, South Carolina. To assess the short term impacts of dam removal on the Twelve Mile Creek ecosystem we conducted biomonitoring of macroinvertebrate species and surveys of river …

To date, no research studies in the eastern United States have addressed the spatial ecology of black bears (Ursus americanus) in urban and suburban habitats, and there is limited information regarding black bear space use, habitat selection, and harvest vulnerability. I assessed the harvest vulnerability, home range size, and spatial ecology of black bears in New Jersey, Pennsylvania, and West Virginia in collaboration with the New Jersey Division of Fish and Wildlife, Pennsylvania Game Commission, and the West Virginia Division of Natural Resources.
