Sustainable Communities Capacity Building
Natural disasters can cause loss of life, inflict damage to buildings and infrastructure, and have devastating consequences for a community’s economic, social, and environmental well-being. Hazard mitigation means reducing damages from disasters.
Local governments have the responsibility to protect the health, safety, and welfare of their citizens. Proactive mitigation policies and actions help reduce risk and create safer, more disaster-resilient communities. Mitigation is an investment in your community’s future safety, equity, and sustainability.

Breaking Into Local Government: A Guidebook For Career Changers, Dawn S. Peters
Reports, Whitepapers, Articles, and Other Publications
With a record number of professional local government managers retiring, there is a gap in the talent pool the fill these chief administrative officer positions. In order to help fill this gap, ICMA has created this Guide to provide resources for those looking to "break into local government' as a mid-career move. This Guide features case studies that highlight the non-traditional career paths of various ICMA members including the transition from the private sector, federal or state government, and military as well as a number of resources that are available to help ease the transition into professional local government management.

Error Minimization Algorithm Using Barycentric Coordinates For Wireless Positioning Systems, Joonseong Gim, Jong-Kyun Hong, Sang-Sun Lee
Error Minimization Algorithm Using Barycentric Coordinates For Wireless Positioning Systems, Joonseong Gim, Jong-Kyun Hong, Sang-Sun Lee
Applied Mathematics & Information Sciences
This paper presents Barycentric Coordinates using Closed-Points (BCCP) algorithm to minimize positioning error occurred by AP arrangement form. Triangular AP arrangement form and straight line AP arrangement form were used to include measurement error and conduct simulation in which the presented algorithm and least-square method was used for simulation performance analysis. As result of simulation performance analysis, there was no big difference in BCCP algorithm and least-square method in triangular AP arrangement form. However, least-square method showed an average of 48.8m in straight line AP arrangement form while BCCP algorithm showed 4.28m error.

Mental Health Court Practices, Harvard Law School Mississippi Delta Project
Delta Directions: Publications
This report aims to assist Hinds County in the development of a mental health court by outlining practices in other courts and the rationales behind them. It pays specific attention to the priorities of the Bureau of Justice Assistance (BJA), so as to facilitate the acquisition of a planning grant from this subsidiary of the Department of Justice. Time And Money: An Examination Of Crime, Sentencing And Corrections Budgeting Issues, Jeanie Thies
Time And Money: An Examination Of Crime, Sentencing And Corrections Budgeting Issues, Jeanie Thies
Missouri Policy Journal
America’s most recent recession has taken a toll on public agency budgets, including criminal justice agencies. More than half of U.S. states have had their corrections budgets reduced in recent years. Fortunately, crime has remained fairly stable during this same time frame, despite fears that unemployment and other social problems created by the recession would fuel crime rates. Yet the budget cuts are hardly without consequence. Correctional agencies have adapted with a variety of measures—layoffs, hiring and wage freezes, cutting treatment programs, eliminating or limiting non-essential services, releasing offenders early, and even closing institutions. All of these could potentially have …

Innovative Uses Of Social Media In Emergency Management, Space And Naval Warfare Systems Center Atlantic
CUP Faculty Research
Information sharing between public safety organizations and communities is critical in emergency situations, especially large-scale events such as floods, earthquakes, and hurricanes. In recent years, according to the U.S. Department of Homeland Security (DHS), “Social media and collaborative technologies have become critical components of emergency preparedness, response, and recovery.” Through the use of social media, members of the public who witness incidents can provide public safety organizations with timely, geographic-based information. This information can be used by decision-makers in planning response strategies, deploying resources in the field, and, in turn, providing updated and accurate information to the public.
Knives And The Second Amendment, David B. Kopel, Clayton E. Cramer, Joseph Edward Olson
Knives And The Second Amendment, David B. Kopel, Clayton E. Cramer, Joseph Edward Olson
University of Michigan Journal of Law Reform
This Article is the first scholarly analysis of knives and the Second Amendment. Under the Supreme Court’s standard in District of Columbia v. Heller, knives are Second Amendment “arms” because they are “typically possessed by law-abiding citizens for lawful purposes,” including self-defense. There is no knife that is more dangerous than a modern handgun; to the contrary, knives are much less dangerous. Therefore, restrictions on carrying handguns set the upper limit for restrictions on carrying knives. Prohibitions on carrying knives in general, or of particular knives, are unconstitutional. For example, bans of knives that open in a convenient way (e.g., …

Swosu Fact Book Fall 2013, Denisa Engelman
Fact Books
I am proud to introduce the 22nd annual Southwestern Oklahoma State University Fact Book. The Fact Book provides a ready source of information to answer frequently asked questions about the University and its operations. Unless otherwise noted, the information in this Fact Book came from computer-generated reports that
are printed following the tenth class day of each fall semester. Because of student fluctuations during the semester, numbers will not match other published enrollment numbers that may be based on enrollment at the end of a semester.

Obama's Ruby Slippers: Enforcement Discretion In The Absence Of Immigration Reform, Lauren Gilbert
Obama's Ruby Slippers: Enforcement Discretion In The Absence Of Immigration Reform, Lauren Gilbert
West Virginia Law Review
This Article explores how Deferred Action for Childhood Arrivals (DACA) emerged both from thwarted efforts at immigration reform and the Supreme Court's highly anticipated decision in Arizona v. UnitedStates.' I ar- gue that DACA not only was adopted in response to repeated failed efforts to pass the DREAM Act; it was also promulgated in anticipation of a possible fa- vorable ruling by the Court on S.B. 1070. In Part I, I examine the current sepa- ration of powers crisis in immigration policy. I look at both the context in which DACA was adopted and at challenges to DACA in Court …
