The Freedmen are, most simply, those individuals that have been freed from bondage. In the United States this term is often used in reference to legally emancipated slaves and consequently, their descendants. The term “Cherokee Freedmen” refers to those freed slaves who joined with the Cherokee Nation, or, men and women who were formerly held in servitude within the Cherokee Nation. This term has also been given to the descendants of marriages involving freed Africans and Cherokee spouses, thus making the network of people labeled Freedmen an expansive group of people. There is a growing recognition that crime victims have identifiable interests of sufficient legitimacy and significance to justify expanding their role in criminal proceedings beyond that as a mere non-party witness. This article traces the history of the victim in society and suggests reforms which will help to place the crime victim back into a more meaningful position in the American criminal justice system. Comparisons are made between differing state, national, and international victim programs and the author provides some well-needed insight into the costs and benefits of implementing new ideas which would assist in redefining the role of the …

Dynamic Response Of Highway Bridges Under A Moving Truck And Development Of A Rational Serviceability Requirement, Shabnam Darjani

Through the development and usage of high-strength materials, the design of more flexible bridges is unavoidable. It is assumed that limiting a bridge static deflection would control the excessive vibration caused by more flexible design. However, results of prior studies indicate that deflection limits do not necessarily address bridges vibrational issue.
This dissertation addresses the parameters affecting bridge vibration and provides simple equations to compute bridge dynamic acceleration, velocity and displacement in both transient and steady state parts of the vibration. These equations can then be used to control bridges excessive vibration; and provide human comfort and structural performance.

This paper examines how the interactions between industrial development actors in rural setting reflect the internal dynamics of Third World countries that maintain dependence on developed countries. The diverse discussion on the impact of industrialization which mostly emphasized on particular issues is difficult to depict the comprehensive situation on the impacted society. Further analysis which recognized the existence of the mutual relations among state, market, and society is necessary to best describe the invisible but essential impact of industrialization. Loram's definition of education as planned by the powerful for the social construction of useful and 'good' Africans, along with his implicit concerns about bad or disruptive literate individuals, represented the views of many educationists during the colonial era. Such views, moreover, survived the end of colonial rule, re-emerging at the centre of shifting debates over how educational institutions and pedagogies should either persist or be challenged. Social utility defined education, not its specific content in reading, arithmetic, religious faith, business, or gardening. Shortly after Caliph ‘Umar ibn al-Khattab’s (579-644, caliph 634-644) arrival in Jerusalem in 638, he is said to have constructed a rudimentary mosque or prayer space south of the historical Rock now contained within the Dome of the Rock (completed 691) on the former Temple Mount or Bayt al-Maqdis known popularly since Mamluk and Ottoman times as the Haram al-Sharif. Though later textual evidence indicates that ‘Umar prayed somewhere south of the “rock” and later scholars suggest that he constructed a rudimentary prayer space on the site, there is no surviving physical evidence of that initial structure. Using Stable Isotope Analysis Of Zooplankton To Document Trophic And Biogeochemical Changes In The San Francisco Estuary, Steven C. Westbrook, Julien Moderan

Zooplankton represent a vital link between phytoplankton and fish, like the endangered Delta Smelt. Human interferences (nitrates from waste water, flow alteration, invasive species introduction…) have altered the structure of the San Francisco Estuary (SFE) ecosystem. We use stable isotope analysis to improve our knowledge of the planktonic food web in the SFE and gain insights into its evolution over the past decades. We use the ratios of certain isotopes (Nitrogen, Carbon, Sulfur, etc.) in different species of zooplankton to tell us what it is feeding on as well as the trophic level it feeds in. Excerpt: "In this revised Th.D. dissertation (Harvard Divinity School, 2006), Randall Short challenges the interpretation of the History of David's Rise (1 Sam. 16-2 Sam. 5; hereafter = HDR) as political apology in the style of the "Hittite Apology of Hattusili." Instead, Short argues that both the wider literary context and individual elements support HDR as a testimony to the surprising and wondrous character of YHWH in the unlikely selection of David as his chosen one."

Historical Development Of The Financial Reporting Model For State And Local Governments In The United States From Late 1800s To 1999, Terry K. Patton, Paul D. Hutchison

This study examines the historical development of the financial reporting model for state and local governments in the United States from the late 1800s through the issuance by the Governmental Accounting Standards Board (GASB) of Statement No. 34 in 1999. This research shows how the current governmental reporting standard evolved over time to meet diverse user needs by presenting both government-wide and fund statements, and requiring three governmental operating statements with potentially three different measurement focuses: the Statement of Activities; the Statement of Revenues, Expenditures, and Changes in Fund Balances; and the Budgetary Comparison Schedule. Today, inmates in county jails nationwide are billed for some or all of the costs of their room-and-board behind bars. Statutes authorizing counties to implement these “pay-to-stay” programs are on the books in roughly 70% of states, yet the financial mechanism on which these programs typically rely is not well understood. Although the pay-to-stay obligation bears some resemblance to familiar citizen-state financial transactions — such as fines and penalties, restitution, taxes, and fees — it in fact usually belongs to a distinct model that this Article calls the “government-imposed-loan.” This Article provides an overview of the landscape of pay-to-stay programs …
