American cigarette warning labels are lackluster compared to others around the world. To address this inadequacy, the FDA created nine graphic-image cigarette warning labels that were scheduled to appear on all cigarette packages sold in the US beginning in 2012. However, before they debuted, the D.C. Circuit Court of Appeals struck the labels down in R.J. Reynolds Tobacco Co. v. FDA, holding that they constituted compelled commercial speech in violation of the First Amendment. This Note argues that the R.J. Reynolds decision conflicts with the Supreme Court's commercial speech jurisprudence. Historically, the Supreme Court has applied limited First Amendment protection …

Topical gene delivery to the epidermis has the potential to be an effective therapy for skin disorders, cutaneous cancers, vaccinations and systemic metabolic diseases. Previously, we reported on a non-invasive multielectrode array (MEA) that efficiently delivered plasmid DNA and enhanced expression to the skin of several animal models by in vivo gene electrotransfer. Here, we characterized plasmid DNA delivery with the MEA in a hairless guinea pig model, which has a similar histology and structure to human skin. Significant elevation of gene expression up to 4 logs was achieved with intradermal DNA administration followed by topical non-invasive skin gene electrotransfer. …

Bioelectrics is a new interdisciplinary field that investigates electric field effects on cell membranes and other cellular components. It incorporates four main technologies, including electroporation, nanosecond pulsed electric fields, picosecond pulsed electric fields and cold plasmas. The parent technology in Bioelectrics is electroporation, which uses milli- and/or micro-second electric pulses to permeabilize cells and tissues, for delivery of membrane impermeable molecules. It is now being used for electro-gene delivery, with vascular endothelial growth factor, for revascularization in wound healing and cardiovascular and peripheral vascular disease. Cell permeabilization by electric pulses (EP), or electroporation, is widely used for intracellular delivery of drugs and plasmids, as well as for tumour and tissue ablation. We found that cells pre-treated with 100-mus EP develop delayed hypersensitivity to subsequent EP applications. Sensitizing B16 and CHO cells by splitting a single train of eight 100-mus EP into two trains of four EP each (with 5-min. interval) decreased the LD(50) 1.5-2 times. Sensitization profoundly enhanced the electroporation-assisted uptake of bleomycin, a cell-impermeable cytotoxic agent accepted for killing tumours by electrochemotherapy. Au Québec, les SP de fin de vie sont surtout intégrés aux soins curatifs et on retrouve peu d’unités de SP spécialisées. Ce projet de recherche vise à mieux comprendre le développement de l'état de stress post-traumatique (ÉSPT), à la suite d'un accident de travail, par l'étude des facteurs de risque et de protection qui y sont associés. Il provient d'une demande du milieu policier où les travailleurs sont fréquemment exposés à des événements traumatiques (ÉT). Problématique : La prévalence du trouble d’anxiété généralisée (TAG) est plus élevée chez les personnes ayant une lombalgie, comparativement à la population en générale. En présence d’un TAG, l’intolérance à l’incertitude sera élevée et des stratégies inefficaces entraîneront le maintien de l’anxiété. Natural killer T cells (NKT) represent a group of CD1d-restricted T-lineage cells that provide a functional interface between innate and adaptive immune responses in infectious disease, cancer, allergy and autoimmunity. The main goal of the research was to identify the relationships that the internal research team environment and external coaching variables had with the degree of shared leadership in the context of Six Sigma teams from the North Shore LIJ Health System. Furthermore, the research ascertained the relationships that these variables had with two performance metrics: a team's ability to complete project deliverables and satisfy customer's requirements. Attention Deficit Hyperactivity Disorder (ADHD) is a disorder that has been documented in medical and mental health literature for over 100 years (Still, 1902). ADHD is a neurobiological based disorder characterized by three major symptoms identified at clinical levels and validated by diagnostic criteria established for the diagnosis of children before the age of seven (Diagnostic and Statistical Manual of Mental Disorders, 4 th edition-Text Revision; DSM-IV; American Psychiatric Association, 2000). Laws related to HIV require individuals infected with HIV to disclose their HIV-positive status before engaging in sexual behavior. These laws vary as to whether to include the intent of HIV non-disclosure as a criterion for prosecution. Penalty assignment for HIV non-disclosure is consistent with moral judgment. Literature regarding moral judgment has been inconsistent as to whether individuals process information regarding intent and consequences independently or interdependently when recommending penalties. Predicting hydrologic system behavior is imperative to planning and management of water resources. The study developed an integrated hybrid stochastic and deterministic framework to improve prediction accuracy for overland flow and diffused sources in a watershed. The methodology includes sampling input parameters at system level and contribution of nonpoint source from hydrologically disconnected areas (heretofore referred to as system-level approach and superpositioning respectively). System-level approach includes the integration of a topography-based sampling grid generalized linear model developed by the study and Monte Carlo methods. The superpositioning method adopts in-stream water quality equation for overland flow pollution estimation.

As a sustainable urban development and transportation planning strategy, researchers and planners are increasingly interested in transit-oriented development (TOD). By integrating transit system and neighborhood design, TOD aims to provide a livable environment that is alternative mode friendly, higher density, and mixed-use to residents and workers in the vicinity of transit stations. Despite the recent growing interest in TOE), however, transportation benefits of TOD are not well quantified and characteristics of TOD are not adequately reflected in travel demand models.

Whether by design or by practice, systems engineering (SE) processes are used more and more often in Modeling and Simulation (M&S). While the two disciplines are very close, there are some differences that must be taken into account in order to successfully reuse practices from one community to another. In this paper, we introduce the M&S System Development Framework (MS-SDF) that unifies SE and M&S processes. The MS-SDF comprises the SE processes of requirements capture, conceptual modelling, and verification and validation (V&V), and extends them to M&S. With the recent tragedy at Sandy Hook Elementary in Newtown, CT, the public and the government are looking for solutions to school violence. The National Rifle Association (NRA), a Second Amendment, pro-gun advocacy group, has proposed an “education and training emergency response program” called The National School Shield, which advocates the placement of armed security in schools. Although the program sounds provocative, serious questions complicate its plausibility, necessity, motive, and effectiveness. Furthermore, the potential policy and practical ramifications of encouraging armed security forces in U.S. schools are complex. This paper is a report on the use of Twitter within a sophomore level course in the baccalaureate nursing program at a rural Appalachian university. Students enrolled in the Foundations of Nursing course were in their second year of a traditional nursing program. Meeting the challenge of providing students with a ubiquitous learning environment that extends beyond their rural environment is important in the education of many students in the Appalachian region.
