Division Of California Into Six States. Initiative Statutory And Constitutional Amendment.

Initiatives

Divides California into six states subject to approval by Congress. Assigns each county to a new state, unless county voters approve reassignment to different new state and second state approves. Establishes commission to settle California's financial affairs after division; upon failure to resolve, each new state would retain assets within its boundaries and would receive proportionate distribution of California's debts based on population. Authorizes counties to refuse to provide State-mandated programs and services absent sufficient State reimbursement. Empowers counties to make and enforce all laws governing local affairs. Summary of estimate by Legislative Analyst and Director of Finance of fiscal …

Rebuilding Post War Europe: New York And Digital Archives As Reconstitutive Fabric, Anthony Cocciolo

Urban Library Journal

This project explores four digital initiatives that document and make available to the public information related to American, German, and Jewish relationships before, during, and after World War II. The goal of these projects is to make primary source information available to the public using digital technology, in effect, creating an educational infrastructure for enhancing understanding among these groups. These four projects will be treated as cases, with the guiding question being: what infrastructures are needed to create a contemporary, educational, primary source-based digital platform? The goal of this study is to highlight those infrastructure elements that are instrumental in …

Tutor Assisted Vocabulary Support: Easing The Vocabulary Load For Burundian Refugees Studying For The U.S. Citizenship Test, Eleanor Anne Clark

Theses and Dissertations

The focus of this thesis was to develop vocabulary materials to supplement those already in use for emergent literate Burundian refugees preparing for the U.S. Citizenship Test. These learners study in conjunction with the International Rescue Committee in Salt Lake City, Utah, and with volunteer tutors who help them study. The flashcards and supporting activities were designed to better enable tutors to teach learners highly-dense vocabulary items, as well as to provide vocabulary scaffolding support for both learners and tutors and to increase depth of vocabulary knowledge with the target vocabulary. The U.S. Citizenship Test Vocabulary Flashcards and Vocabulary Support …

Statistical And Comparative Phylogeography Of Mexican Freshwater Taxa In Extreme Aquatic Environments, Lyndon M. Coghill Dec 2013

Statistical And Comparative Phylogeography Of Mexican Freshwater Taxa In Extreme Aquatic Environments, Lyndon M. Coghill

LSU New Orleans Theses and Dissertations

Phylogeography aims to understand the processes that underlie the distribution of genetic variation within and among closely related species. Although the means by which this goal might be achieved differ considerably from those that spawned the field some thirty years ago, the foundation and conceptual breakthroughs made by Avise are nonetheless the same and are as relevant today as they were two decades ago. Namely, patterns of neutral genetic variation among individuals carry the signature of a species’ demographic past, and the spatial and temporal environmental heterogeneity across a species’ geographic range can influence patterns of evolutionary change. Aquatic systems …

Assessing Risk In Adolescent Offenders: A Comparison Of Risk Profiles Versus Summed Risk Factors, Katherine A. Gottlieb Dec 2013

Assessing Risk In Adolescent Offenders: A Comparison Of Risk Profiles Versus Summed Risk Factors, Katherine A. Gottlieb

LSU New Orleans Theses and Dissertations

Research supports interventions for high-risk juvenile offenders to reduce recidivism. Methods for assessing delinquent risk vary, however. Aggregate risk scores (i.e. number of risk factors) and specific risk profiles (i.e. types of risk factors) are both empirically supported techniques. This study compared aggregate scores versus profiles for predicting measures of criminal severity among detained adolescents (n=292). Twenty-four risk factors from the Structured Assessment of Violence Risk in Youth (SAVRY) were summed to calculate aggregate scores. Using latent class analysis (LCA), profiles were identified based on scores from the following theoretically important SAVRY risk factors: Risk Taking/Impulsivity, Anger Management …

Knights, Dudes, And Shadow Steeds: Late Victorian Culture And The Early Cycling Clubs Of New Orleans, 1881-1891, Lacar E. Musgrove Dec 2013

Knights, Dudes, And Shadow Steeds: Late Victorian Culture And The Early Cycling Clubs Of New Orleans, 1881-1891, Lacar E. Musgrove

LSU New Orleans Theses and Dissertations

In the 1880s, two cycling clubs formed in New Orleans—the New Orleans Bicycle Club in 1881 and the Louisiana Cycling Club in 1887. These clubs were institutions of Victorian middle class culture that, like other athletic clubs, arose from the conditions of urban modernity and Victorian class anxieties. The NOBC, like other American cycling clubs, conformed to Victorian values of order and respectability. The attitudes and activities of the LCC, whose membership was younger, reflected instead a counter-Victorian ethos. This paper examines these two clubs in the context of late Victorian culture in New Orleans as it responded both to …

Toni Morrison’S Depiction Of Beauty Standards In Relation To Class, Politics Of Respectability, And Consumerism In Song Of Solomon, Karen Jensen Dec 2013

Toni Morrison’S Depiction Of Beauty Standards In Relation To Class, Politics Of Respectability, And Consumerism In Song Of Solomon, Karen Jensen

LSU New Orleans Theses and Dissertations

In Song of Solomon, published during a transitional moment in the history of U.S. feminism, Toni Morrison portrays the destructive forces of hegemonic female beauty standards, materialism, and consumerism in a Midwestern African-American community from the 1930s to the 1960s. She reveals a hierarchy in which men define standards of beauty and respectability that enforce white bourgeois ideals. Focusing on five female characters, this thesis examines this hierarchy; the agents who maintain it; and the ways in which it affects female characters who accept and/or reject it. While one of the characters, Hagar, perishes in her attempt to live …

Techniques For The Visualization Of Positional Geospatial Uncertainty, Brent A. Barré Dec 2013

Techniques For The Visualization Of Positional Geospatial Uncertainty, Brent A. Barré

LSU New Orleans Theses and Dissertations

Geospatial data almost always contains some amount of uncertainty due to inaccuracies in its acquisition and transformation. While the data is commonly visualized (e.g. on digital maps), there are unanswered needs for visualizing uncertainty along with it. Most research on effectively doing this addresses uncertainty in data values at geospatial positions, e.g. water depth, human population, or land-cover classification. Uncertainty in the data’s geospatial positions themselves (positional uncertainty) has not been previously focused on in this regard. In this thesis, techniques were created for visualizing positional uncertainty using World Vector Shoreline as an example dataset. The techniques consist of a …

The Streets Are Talking: The Aesthetics Of Gentrification In Two Downriver New Orleans Neighborhoods, Tara E. Foster Dec 2013

The Streets Are Talking: The Aesthetics Of Gentrification In Two Downriver New Orleans Neighborhoods, Tara E. Foster

LSU New Orleans Theses and Dissertations

Since the 1970s, when neoliberal policies and changing consumer patterns began remaking cities, scholars have conducted research about gentrification. In New Orleans, these studies have helped explain the demographic and economic shifts in some neighborhoods. However, there has been limited focus on the built environment aspects of gentrification in New Orleans, specifically the interpretation of the external aesthetic shifts in streetscapes as part of the gentrification process. This thesis examines the relationship between these aesthetics, primarily graffiti and street art, and the gentrification process, as perceived by various stakeholders in two New Orleans neighborhoods: St. Roch and Bywater. Using empirical, …

Historical Archaeology At Saybrook Point, Connecticut: Excavation And Interpretation At An Archaeological And Historical Park, Harold D. Juli

Northeast Historical Archaeology

This paper discusses the discoveries resulting from a study of 350 years of occupation at Saybrook Point, in the town of Old Saybrook, Connecticut's earliest English coastal settlement (1635). Three seasons of archaeological research (1980-1982), along with documentary sources provided information for the construction of a detailed site history. Specifically, the paper focuses on the role of archaeology in understanding growth and change within the earliest area of settlement in a small Connecticut town, as well as the interpretation of these findings in the form of an archaeological and historical park, constructed within the excavation zone.

Wasatch Dendroclimatology Research

[1] We created six new tree-ring chronologies in northern Utah, which were used with preexisting chronologies from Utah and western Wyoming to reconstruct mean annual flow for the Logan River, the largest tributary of the regionally important Bear River. Two reconstruction models were developed, a “Local” model that incorporated two Rocky Mountain juniper chronologies located within the basin, and a “Regional” model that also included limber pine and pinyon pine chronologies from a larger area. The Local model explained 48.2% of the variability in the instrumental record and the juniper chronologies better captured streamflow variability than Douglas-fir collected within the …

Network Interdependency Modeling For Risk Assessment On Built Infrastructure Systems, Vhance V. Valencia Dec 2013

Network Interdependency Modeling For Risk Assessment On Built Infrastructure Systems, Vhance V. Valencia

Theses and Dissertations

As modern infrastructures become more interconnected, the decision-making process becomes more difficult because of the increased complexity resulting from infrastructure interdependencies. Simulation and network modeling provide a way to understand system behavior as a result of interdependencies. One area within the asset management literature that is not well covered is infrastructure system decay and risks associated with that decay. This research presents an enhanced version of Haimes' input-output inoperability model (IIM) in the analysis of built infrastructure systems. Previous applications of the IIM characterized infrastructure at the national level utilizing large economic databases. This study develops a three-phased approach that …

“Doing Business:” The Changing Shape Of Grass Roots Ngos In Haiti, Jessica Covell Dec 2013

“Doing Business:” The Changing Shape Of Grass Roots Ngos In Haiti, Jessica Covell

Open Access Dissertations

This study provides an in-depth look at a NGO in Haiti that is attempting to generate some of its own revenue as opposed to relying solely on donor support. This case may prove to be a watershed and represent a new paradigm in development. The creation of micro-businesses and support for the state show signs of creating a more long term, sustainable solution to sanitation needs in Haiti. While the success or failure of this venture falls outside the scope of this study, it identifies emerging trends that may support the venture. The study concludes that while there is a …

Nísia Floresta: Setting A Foundation For Feminist Literature In Brazil, Rachel Davidson Skinner Dec 2013

Nísia Floresta: Setting A Foundation For Feminist Literature In Brazil, Rachel Davidson Skinner

Theses and Dissertations

Many historians and literary critics recognize the nineteenth-century Brazilian author, Nísia Floresta, as the first feminist in Brazil. "Nísia Floresta é considerada a precursora dos ideais feministas no Brasil. Desde o início de sua carreira literária, a defesa dos direitos femininos foi o tema mais recorrente em sua obra"(Castro 250). Her works, published in Brazil and also in France and Italy, influenced women across borders. This thesis will address the discourse on maternity and education found in her works Opúsculo humanitário, Direitos das mulheres e injustiças dos homens, A mulher, and Conselhos à minha filha. Focusing on gender equality and …

Art Imitating Life: How Heteronormative Values Shape And Encourage The Censorship Of Jamaican Dancehall Music, Aleia Walker Dec 2013

Art Imitating Life: How Heteronormative Values Shape And Encourage The Censorship Of Jamaican Dancehall Music, Aleia Walker

Open Access Theses

In 2009, increasingly violent and sexually explicit lyrics led the Broadcasting Commission of Jamaica to issue directives severely censoring the broadcasting of dancehall music on radio and television. Dancehall music, a descendant of reggae, serves as a cathartic release for the working-class in Jamaica with lyrics and dances that focus on achieving primal pleasures. Since entering mainstream society, dancehall has been unappreciated by those outside of its following. This thesis seeks to understand the purpose of the offensive lyrics and the subsequent need for censorship by combining various gender theories with the analysis of lyrics, media, government documents, historical contentions …

Integrating Input-Output And Life Cycle Assessment: Mathematical Foundations, Randall Jackson

Regional Research Institute Resource Documents

Input-output (IO) and Life Cycle Assessment (LCA) modeling share a strikingly similar mathematical foundation and formulation, yet melding the two frameworks is not completely straightforward. In particular, the boundaries of the two systems must be brought into alignment carefully, so as to avoid double counting. In this document, the two frameworks and their mathematical foundations are presented in brief, and the salient issues that enter into procedures integrating the two are highlighted.

This study presents options for improving the use of the Money Generation Model in National Park Service (NPS) land units in Alaska. The Money Generation Model (MGM) is used nationwide to model economic impacts of visitation to public lands, including National Park Units. This analysis identifies potential improvements to the application of the MGM model and visitor survey processes for use in Alaska. Improvements include changes to visitor intercept methods to improve statistical reliability of the sampling process and a more representative sample, changes in the survey instrument to more accurately reflect Alaska visitor travel and expenditure patterns, and better …

Arctic Passages: Maternal Transport, IñUpiat Mothers And Northwest Alaska Communities In Transition, Lisa Llewellyn Schwarzburg Dec 2013

Arctic Passages: Maternal Transport, IñUpiat Mothers And Northwest Alaska Communities In Transition, Lisa Llewellyn Schwarzburg

Indigenous Studies

While the primary goal of the northwest Alaska Native village maternal transport program is safe deliveries for mothers from remote villages, little has been done to examine the impact of transport on the mothers and communities involved. I explore how present values (Western and Iñupiat cultural values) can influence the desire of indigenous women of differing eras and Northwest Alaska villages to participate in biomedical birth practices, largely as made available by a tribal health-sponsored patient transport system. The work that follows portrays the varying influences on these women and their communities as they determine the level of importance for …

Bride-Stealing: A Myth Of Misogyny, Seetha Murugesan Dec 2013

Bride-Stealing: A Myth Of Misogyny, Seetha Murugesan

Indigenous Studies

Bride-stealing, an explicit symbolic misogynistic action in The Iliad and The Kamba Ramayanam, is analyzed as a long-term patterned conduct of human behavior among the peoples who produced these works. The systematic pattern of bride stealing found in the epics discussed suggests that within these groups social constructs had always been in favor of female inferiority and subjugation. This places an emphasis on gender as an issue, manifested in the treatment of women by men as "others." The narrations of marginalization of women in the epics lead to a critique of the hypothesis that they are misogynistic. Here a framework …

Use Of Family History To Improve Colorectal Cancer Screening Outreach Among Alaska Native People, Diana Redwood Dec 2013

Use Of Family History To Improve Colorectal Cancer Screening Outreach Among Alaska Native People, Diana Redwood

Psychology

Colorectal cancer (CRC) incidence and mortality among Alaska Native people are the highest of any ethnic or racial group in the United States. First-degree relatives (FDRs), which include parents, siblings, and children of CRC patients, are at increased risk. There is a paucity of data on predictors of screening adherence among Alaska Native FDRs, and the extent to which screening outreach is occurring within the Alaska Tribal Health System (ATHS) for FDRs. There is also a lack of data available on barriers and facilitators to increasing screening outreach efforts in this population. This study assessed the prevalence of CRC screening …

The Governance Of Wolves In Transboundary Regions: A Triquetrous Study Of Ephemeral Agreements Transcending Sub-National And National Boundaries, Brett M. Parks Dec 2013

The Governance Of Wolves In Transboundary Regions: A Triquetrous Study Of Ephemeral Agreements Transcending Sub-National And National Boundaries, Brett M. Parks

Natural Resources

Contradictory management objectives in adjacent jurisdictions can affect transboundary wolves and their associated socio-ecological systems. Elite interviews and case study methodology were used in this thesis to explore three transboundary wolf management agreements, their effectiveness, and their impacts on wolves, ecosystems and stakeholders. Separate agreements between the State of Alaska and: Yukon-Charley Rivers National Preserve, and Denali National Park and Preserve, and an agreement between Italy and Switzerland show that despite a diversity of socio-ecological contexts, approaches, and hierarchical level of actors, transboundary wolf agreements are prone to ephemerality. The ephemerality of these agreements appears to be due primarily to …

Ecological Drivers Of Mercury Accumulation In Threespine Stickleback Fish, James J. Willacker Dec 2013

Ecological Drivers Of Mercury Accumulation In Threespine Stickleback Fish, James J. Willacker

Biological Sciences

I utilized the ecological diversity displayed in the Cook Inlet adaptive radiation of threespine stickleback (Gasterosteus aculeatus species complex, hereafter 'stickleback') to examine the drivers of intra- and inter-population variation in total mercury (THg) concentrations. I examined the importance of sex, trophic position (TP), and habitat-specific foraging (measured as the proportion of the diet derived from benthic sources; a) in stickleback from Benka Lake, Alaska, a lake with both benthic and limnetic ecotypes. The results demonstrate that both sex and habitat-specific foraging are important determinants of THg concentrations in this threespine stickleback population. Specifically, male stickleback and stickleback foraging in …
