Formulating Public Policy, Ishrat Husain Dr. Nov 2013

Formulating Public Policy, Ishrat Husain Dr.

Faculty Research - Newspaper and Magazine Articles

The consolidation of democratic polity in Pakistan in the last few years has raised a legitimate and interesting question. Who sets public policy in Pakistan and how is it formulated?

Under the Constitution, the responsibility of policymaking rests solely with the executive branch, with further division among the federal, provincial and local governments.

Under the 18th Amendment, the concurrent list has been abolished and most of its powers transferred from the centre to the provincial governments. The provincial government can further delegate authority, powers and resources under its control to the local governments.

The recent legislations on local government are …

Students' Acquisitions Of 21st Century Skills Using And Integrating Technology, Melinda Hill Hallock Nov 2013

Students' Acquisitions Of 21st Century Skills Using And Integrating Technology, Melinda Hill Hallock

Electronic Theses and Dissertations Archive

The purpose of this study is to explore teachers' use of technology to determine the ways technology is being used and if teachers are teaching the skills necessary to prepare their students to be successful in the 21st century. Technological skills should be embedded in schools' curriculum as students are learning the skills necessary to compete in the 21st century. The sample consisted of 123 teachers at 12 public schools to determine if technology is being used in the classroom and if so, the extent to which it is being used. More specifically, this study seeks to address whether or …

Creating Interactive Facilities Management Capabilities Through Building Information Modelling As A Tool For Managing The Irish Public Sector Estates, Barry Mcauley, Alan V. Hore, Roger West, Deborah Rowland Nov 2013

Creating Interactive Facilities Management Capabilities Through Building Information Modelling As A Tool For Managing The Irish Public Sector Estates, Barry Mcauley, Alan V. Hore, Roger West, Deborah Rowland

Conference papers

The Irish Government manages estates that are faced with increased pressure on their greenhouse gas emissions, as well as, poorly managed assets that leave it increasingly difficult for an effective Facilities Management (FM) process to be operated. The FM processes represents the most costly stage in the life-cycle of a building and must now take priority in the design process, as the operating and maintenance costs can be up to five times the capital costs, with the business operating costs reaching up to two hundred times the capital costs over the life of the building. In order for Ireland to …

Public / Private Bim: An Irish Perspective, Barry Mcauley, Alan V. Hore, John Deeney

Conference papers

The current economic difficulties have affected most practitioners within the industry and, as a result, many firms and contractors are bidding for fewer projects, resulting in below-cost tenders. It is clear that, many firms and contractors are now operating on thin margins; which makes it increasingly difficult for them to commit to the introduction of new software applications and system upgrades. The transition to Building Information Modelling (BIM) from traditional 2D CAD by Irish firms and contractors has been a relatively slow process compared with our international colleagues. There are many reasons for this, including lack of resources, lack of …

Establishing Key Performance Indicators To Measure The Benefit Of Introducing The Facilities Manager At An Early Stage In The Building Information Modelling Process, Barry Mcauley, Alan V. Hore, Roger West Nov 2013

Establishing Key Performance Indicators To Measure The Benefit Of Introducing The Facilities Manager At An Early Stage In The Building Information Modelling Process, Barry Mcauley, Alan V. Hore, Roger West

Conference papers

The Facilities Manager occupies a unique position within the lifecycle of a building asset, as he/she is one of the only Architectural, Engineering, and Construction/Facilities Management (AEC / FM) professionals who is in a position to view the product of the entire design and build process. Despite the potential benefits that the Facilities Manager offers, this profession still remains largely undeveloped and still does not command the recognition it deserves within the AEC/FM sector. This is beginning to change through the introduction of Building Information Modelling (BIM) which can offer a new level of functionality for the management of buildings …

Modeling The Emergence Of Natural Language Lexicons, Russell Richie Nov 2013

Modeling The Emergence Of Natural Language Lexicons, Russell Richie

Master's Theses

It is largely acknowledged that natural languages emerge from not just human brains, but also from rich communities of interacting human brains (de Boer, 2000; Galantucci et al., 2012; Senghas, 2005). Yet the precise role of such communities and such interaction on emergence of core properties of language has largely gone uninvestigated in naturally emerging systems, leaving the few existing computational investigations of this issue (de Boer, 2000, i.a.) somewhat ungrounded. Here we take a step towards investigating the precise role of community structure in the emergence of linguistic conventions with both naturalistic empirical data and computational modeling. We first …

Is The Black Male College Graduate Becoming An Endangered Species? A Multi-Case Analysis Of The Attrition Of Black Males In Higher Education, Michael Washington Nov 2013

Is The Black Male College Graduate Becoming An Endangered Species? A Multi-Case Analysis Of The Attrition Of Black Males In Higher Education, Michael Washington

LUX: A Journal of Transdisciplinary Writing and Research from Claremont Graduate University

The purpose of this study was to examine how some black college students survived the phenomenon of low graduation rates, also known as attrition, occurring among black male students attending colleges in the state of California. Current research indicated that this phenomenon is a nationwide issue. The gap between black male college students and none-minority college students is significant and an indication of either discriminatory practices or inefficiencies within the system. This multiple case study involved a series of semi-structured interviews and field observation over a three month time-frame. The data was coded and triangulated. The findings pointed to several …

Susan Bauer's 2003 Theory Of Well-Educated Mind: Could The Classical Approach To Teaching History Work In Southern California History K12 Classrooms?, Tomasz B. Stanek Nov 2013

Susan Bauer's 2003 Theory Of Well-Educated Mind: Could The Classical Approach To Teaching History Work In Southern California History K12 Classrooms?, Tomasz B. Stanek

LUX: A Journal of Transdisciplinary Writing and Research from Claremont Graduate University

The main purpose of this research evolved from the publication of S. W. Bauer Well-educated mind, a study of the significance of new methods of teaching history course. Bauer (2003) argues that the grammarian approach of simple recognition and memorization removes students from reading primary sources. This theory suggests a new methodology for the instructors and students through the three-stage process of grammar, dialectic, and rhetoric preparation with aid of primary sources or “great books list”. This paper supports Bauer’s thesis and provides evidence through extensive interviews that indeed this concept of pedagogy is present in Southern California schools.

Mamluk Jerusalem: Architecturally Challenging Narratives, Andrew C. Smith Nov 2013

Mamluk Jerusalem: Architecturally Challenging Narratives, Andrew C. Smith

LUX: A Journal of Transdisciplinary Writing and Research from Claremont Graduate University

Narratives abound concerning the religious and political positioning of Jerusalem in the past as well as the present and have been used in a variety of ways to serve various ideologies or political ends. One such narrative (which can be found even in some academic treatises of the history of Jerusalem) states that following the Muslim re-conquest of the city after the Crusades Muslim rulers neglected the city entirely, leading to its decline into obscurity and ruin. This narrative asserts that the city remained as such until Zionism, Jewish immigration, and, most especially, the establishment of the state of Israel …

Leaders And Heroes: Modern Day Archetypes, Sophon Shadraconis Nov 2013

Leaders And Heroes: Modern Day Archetypes, Sophon Shadraconis

LUX: A Journal of Transdisciplinary Writing and Research from Claremont Graduate University

This paper explores the salience of archetypes through modern day idealization of leaders as heroes. The body of research in evolutionary psychology and ethology provide support for archetypal theory and the influence of archetypes (Hart & Brady, 2005; Maloney, 1999). Our idealized self is reflected in archetypes and it is possible that we draw on archetypal themes to compensate for a reduction in meaning in our modern day work life. Archetypal priming can touch a person's true self and result in increased meaning in life.

Smartphones In The Workplace: Changing Organizational Behavior, Transforming The Future, Thiraput Pitichat Nov 2013

Smartphones In The Workplace: Changing Organizational Behavior, Transforming The Future, Thiraput Pitichat

LUX: A Journal of Transdisciplinary Writing and Research from Claremont Graduate University

In the past decade, Smartphones have been developed and increasingly integrated with people’s lives not only for social use, but professional use as well. Many researchers claim that Smartphones can have negative consequences in the workplace such as lowering productivity, separating people from their realities, bringing stress from personal issues to work, and creating bad manners. Companies, however, have a difficult time mandating a policy in regards to prohibiting the use of Smartphones. Therefore, CEOs and corporate leaders should encourage their employees to use their Smartphones as tools for increasing their company’s efficiency. This research aims to examine the results …

Between Literature And Science: Inscribing Zora Neale Hurston’S Mules And Men In The Post-Human Condition, Jung-Hsien Lin Nov 2013

Between Literature And Science: Inscribing Zora Neale Hurston’S Mules And Men In The Post-Human Condition, Jung-Hsien Lin

LUX: A Journal of Transdisciplinary Writing and Research from Claremont Graduate University

Intrigued by the influence of technology on or in literature as well as the ways of which the posthuman body subverts the existing social constructs of race, gender, and culture, this paper appropriates the Foucauldian concept of “technologies of the self” to investigate the narrating “I/eye” in Zora Neale Hurston’s Mules and Men. I flesh out how Hurston’s new “cyborg” identity, along with the idea of performativity—particularly in relation to her manipulation of the genre of autoethnography—resists the dominant constructs of race, gender and culture. Through a re-examination of these major moments of transformations of knowledge/power in Hurston’s Mules …

Transnational Punk: The Growing Push For Global Change Through A Music-Based Subculture, Alexander Lalama Nov 2013

Transnational Punk: The Growing Push For Global Change Through A Music-Based Subculture, Alexander Lalama

LUX: A Journal of Transdisciplinary Writing and Research from Claremont Graduate University

Little media attention has been devoted to the burgeoning punk scene that has raised alarm abroad in areas such as Banda Aceh, Indonesia and Moscow, Russia. While the punk subculture has been analyzed in-depth by such notable theorists as Dick Hebdige and Stuart Hall, their work has been limited to examining the rise and apparent decline of the subculture in England, rendering any further investigations into punk as looking back at a nostalgic novelty of post-World War II British milieu. Furthermore, the commodification of punk music and style has relegated punk to the realm of an alternative culture in Britain …

Off Sunset Boulevard: Students, Homelessness And Disability In Los Angeles- Idea, Mckinney Vento And The Void In Between, Remy Krumpak Nov 2013

Off Sunset Boulevard: Students, Homelessness And Disability In Los Angeles- Idea, Mckinney Vento And The Void In Between, Remy Krumpak

LUX: A Journal of Transdisciplinary Writing and Research from Claremont Graduate University

Homeless youth with a disability must overcome many barriers to receive the meaningful, individualized education they are legally entitled to. Over the last two decades, the Individuals with Disabilities Education Act and the McKinney-Vento Act have begun to acknowledge the challenges that exist for this population. These laws require school districts to identify homeless youth with a disability, allow them immediate enrollment and access to special education services, and free transportation to school. This article examines the Los Angeles Unified School District as a case study for policy implementation. In analyzing the success of the policies as implemented, this article …

An Awareness Of What Is Missing: Four Views On The Consequences Of Secularism, Rachel E. Hunt Steenblik, Heidi Zameni, Debbie Ostorga, Nathan Greeley Nov 2013

An Awareness Of What Is Missing: Four Views On The Consequences Of Secularism, Rachel E. Hunt Steenblik, Heidi Zameni, Debbie Ostorga, Nathan Greeley

LUX: A Journal of Transdisciplinary Writing and Research from Claremont Graduate University

While the issues regarding widespread secularization in contemporary Western culture are difficult to properly assess, it can be argued that certain prerequisites are necessary for the well-being of any society and, furthermore, that certain of these necessary conditions are only provided by a given civilization's major religious tradition. All societies need to perpetually engage in collective action and decision making, and as any given community faces the challenges of the future, its governing religious worldview is an indispensable source of guidance and time-honored wisdom. With this in mind, it will be argued that Western civilization is dependent upon a Judeo-Christian …
