Policy analysis helps to develop a greater understanding of societal problems and provide possible solutions for elected and non-elected government decision makers. Ultimately, the product of analysis is advice relating to public decisions and informed by social values. In light of the pressures placed on education by policy-makers concerning implementation of educational reform there are surprisingly few studies concerning the changing role of the federal government from a historical perspective. Looking at the past, with the present in mind, reminds us that the current shape of education was not inevitable.

Characterization Of Beryllium As A Novel Agent To Study Cell Cycle Arrest And Cellular Senescence, Priyatham Gorjala

Cancer cells evade senescence, apoptosis, and other constraints on proliferation, often via mutation of the p53 tumor suppressor gene (TP53). Normal human lung fibroblasts have been shown to enter premature senescence upon exposure to beryllium. In these cells, BeSO4 stabilizes p53 protein, increases p21 gene expression, induces senescence-associated β-galactosidase activity and causes cell proliferation arrest. In the present study, we have investigated whether BeSO4 is able to induce similar effects in cancer cells that have wildtype p53. We have demonstrated that beryllium salt at low concentration can induce molecular changes in the p53 signaling pathway leading to cell …

According to research on parent engagement in K-12 schools, disconnects often exist between parent involvement as defined by school leaders and the African American families and communities they serve (Delgado-Gaitan, 1991; Tillman, 2009). Unfortunately, these competing definitions and conceptions of parent involvement often result in school leaders and administrators perceiving that Black students do not achieve as well as their White peers because Black parents are not involved or engaged in the education of their children (Cooper, 2010; Cooper, 2009; Fields-Smith, 2005). This study implemented a Sequential Transformative Mixed Methods design with teachers (as recipients) and principals (to give voice) in the examination of principal talk in two different school accountability contexts (Continuously Improving and Continuously Zigzag) using the conceptual framework of Motivating Language Theory. In phase one, teachers were surveyed using the ML Toolbox. The survey was administered using the Dillman Tailored Design Method, and the return rate was 67.48%. The major findings that emerged were: (a) significant differences in Motivating Language (ML), Direction-Giving Language (DG), Empathetic Language (E), and Communication Competence (CC) variables between the Continuously Improving and Zigzag Clusters; …

Clostridium difficileinfections (CDI) have emerged as a leading cause of hospital-associated complications. CDI is the major cause of antibiotic-related cases of diarrhea and nearly all cases of pseudomembranous colitis. The infective form of C. difficileis the spore, a dormant and hardy structure that forms under stress. Germination of C. difficile spores into toxin producing bacteria in the GI tract of susceptible patients is the first step in CDI establishment. Patient susceptibility occurs with a disruption of the natural gut microbiota by broad-spectrum antibiotics. Antibiotic treatments usually resolve CDI but refractory cases are on the rise. The Cambrian-Precambrian fractured sandstone aquifer in the Nabogo River Basin in the Sahelian Northern Region in Ghana is one of the most important sources for fresh water supply for the local rural communities there. Recent population growth and commercial agricultural interests in this region could have an impact on this critical water resource. Groundwater recharge estimates are determined in this study using the Water Table Fluctuation Method and Chloride Mass Balance and can be applied to future sustainability studies of the region's water resources. Numerous studies have found that sexual activity is motivated by a range of non-desire related factors, from the promotion of intimacy to the seeking of new experiences. Non-traditional radioisotope production techniques using a compact, high power linear electron accelerator have been demonstrated and characterized for the production of 18F, 47Sc, 147Pm, and 99mTc from a variety of target candidates. These isotopes are used extensively in the medical field as diagnostic and therapy radioisotopes, as well as the space industry as RTG's. Primary focus was placed on 99mTc as it constitutes approximately 80% of all diagnostic procedures in the medical community that use radioactive tracers. "Archiving Joyce and Joyce's Archive: Ulysses, Finnegans Wake, and Copyright" investigates the ways in which James Joyce's Ulysses and Finnegans Wake incorporate archival institutions and archival modes such as gossip into its composition. For example, this work explores how both works, at times, present institutions such as the National Library of Ireland, and, at other times, enact archiving in its collection and preservation of historical personages relevant to Irish literature and history. Additionally, Joyce was involved in the construction of his own archive, and thereby becomes the curator of his own history as well as that of Ireland.

In this thesis, we report on our design and implementation of a post processing system for Optically Recognized text. The system is based on first order Hidden Markov Model (HMM). The Maximum Likelihood algorithm is used to train the system with over 150 thousand characters. The system is also tested on a file containing 5688 characters. The percentage of errors detected and corrected is 11.76% with a recall of 10.16% and precision of 100%

The advancements in the semiconductor process technology and the current demand for highly parallel computing has led to the advent of Chip Multiprocessors (CMPs). CMP is the integration of two or more independent processor cores, which can read and execute program instructions, on to a single integrated circuit die. CMPs are the main computing platforms for research and development in parallel and high performance computing environments. They offer minimum inter-core communication latencies as the processor cores are present on a single chip.

Despite the lack of evidence that retention is an effective means of improving academic outcomes, retention continues to be used today. This qualitative study was implemented in an urban, Title I school district in the southern portion of the United States. The problem the study addressed was that the various phenomena pertaining to the implementation of the principal professional learning community (PPLC), as perceived by the 14 participating elementary school principals, had not been examined to determine their influence. Qualitative data were acquired from the principals through personal interviews.
Findings suggested that, with the regular opportunities for principals to share ideas and thoughts with their colleagues, PPLC participants perceived improved performance involving (a) the attributes of high skillfulness and high participation …

Using two years secondary data gathered from a Las Vegas hotel and casino, the effectiveness of a new casino loyalty program is examined on both daily slot coin-in and table game drop. Based on a theoretical model advanced to estimate the effects of a new loyalty program, simultaneous multiple regression analysis with Autoregressive Moving Average (ARMA) terms is used to analyze the data. The results indicate that the loyalty variable significantly increases slot coin-in at a rate of $302,455 per day, while table game drop is not significantly affected by the introduction of the new loyalty program. Introduction:Estimation of facial soft tissue appearance from human skeletal remains is often necessary in forensic identification. This process has been referred to as facial reconstruction or facial approximation and is a branch of forensic facial anthropology. Original methods for facial approximation originated in nineteenth century Europe and consisted of artists shaping clay over skull models using average soft tissue depths measured in cadavers. Stricter effluent standards have resulted in an increase in the number of wastewater treatment plants (WWTPs) with advanced treatment over time. The goal of this study was to determine the moisture source of winter precipitation in the central Great Basin for the past 2000 years, and to elucidate the role of Pacific Ocean and North American climate variability modes in driving observed droughts of the region around the Medieval Climatic Anomaly (MCA, ~900-1300 CE). Here a high resolution (~2-4 year) precisely dated moisture source reconstruction is presented from the δ18O values of speleothem LC-1 collected from Leviathan Cave in central Nevada, which reveals significant δ18O variability. Synchrotron radiation based X-ray microtomography (XMT) is widely used in extracting qualitative and quantitative information regarding spatial distribution of biological and physical soil constituents. Segmentation of these micro-CT soil images is of interest to geologists, hydrologists, civil and petroleum engineers and soil scientists. The non-native quagga mussel [Dreissena bugensis (Andrusov, 1897)] was initially discovered in Boulder Basin of Lake Mead, Nevada-Arizona on January 6, 2007. This occurrence marked the first biological invasion of dreissenid mussels in the Western U.S., following a significant North American range expansion of invasive quagga mussels from populations that invaded and colonized the Great Lakes Region in the Northeastern U.S. during 1991. This nonindigenous mollusk species quickly spread from Boulder Basin and became established throughout the entire reservoir by the end of 2007, with the exception of the inner Las Vegas Bay. As oboe professeur titulaire at the Paris Conservatory from 1816-53, Gustave Vogt established his importance as a pedagogue by teaching many leading nineteenth century European oboists, and his influence can be traced to numerous living oboists. Additionally, Vogt played a seminal role in developing a virtuosic Romantic oboe style that paralleled the virtuosic styles developed for the more prevalent Romantic solo instruments, the piano and violin. Previous studies on this topic show that all non-gaming amenities at a casino-resort property generate revenue in two ways. First, an amenity directly contributes to companies' overall profits when consumers spend on a particular amenity more than it costs the company to provide that amenity (Roehl, 2006). The numbers of both program applicants and graduates have declined in recent years, necessitating strategies to improve board exam pass rates for future graduates. In response to the pending employment crisis, the Commission on Accreditation for Respiratory Care has published Programmatic Outcomes Data detailing individual program statistics. Childhood sexual abuse (CSA) is a significant trauma that affects a person's self-concept and the ability to form healthy intimate relationships later in adulthood. Approximately 20% of adults who experience childhood sexual abuse go on to evidence serious psychopathology in adulthood (Harway & Faulk, 2005). Besides individual disturbances, CSA survivors struggle with many relational difficulties. These difficulties are usually most pronounced among their intimate partners (Reid, et al., 1995). Infidelity is one of the most common presenting problems for couples and marriage therapists. It is widely acknowledged to be a destructive phenomenon for a couple's relationship and is one of the most difficult presenting problems to treat. Treatment models for infidelity vary and have little empirical testing. The purpose of the proposed study was to investigate the client's perspective of the process for healing from infidelity. Additionally, the proposed study looked to qualitatively assess and amalgamate participants' experience of the healing process for infidelity.
