The dissertation is a study of the importance of cost/time of a ship related to the problems and constraints in port facilities and the quality of services that are hampering Umm Qasr Port (‘UQP’) to be a competitive and efficient port. Recent high fuel prices and global economic recessions have driven shipowners to turn their attention to saving operational costs of their ships. For this reason, a variety of energy saving solutions has been developed and proposed in order to improve energy efficiency of ships. In addition, IMO have also proposed the best practices for energy saving solutions for existing ships through the SEEMP Guidelines. However, these proposed energy saving solutions (i.e. CO2 abatement solutions) do not give sufficient reliability due to the uncertainties of various parameters surrounding ships. This dissertation is a study on the Proliferation Security Initiative (PSI) which is a global effort through which nations deliberately interdict carriage of illicit WMD-related substances commuting States and non-States actors. Given its flexibility as an “activity” rather than an organization, the initiative has gained supports from more than 102 countries since its interception in 2003. Now, in its 10th year, and despite boasting over 100 participants, the PSI continues to face legal, political and structural challenges. As a result of enhanced professionalism and commercialization in the field of sports, it has become an industry of its own. Professionalism and industrialization are correlated; therefore sports actors’ performance achieved as a result of their professionalism lead to the commercialization, and even to the industrialization of certain (branches of) sports. Nothing in the Uruguay Round mentions directly about rights of private economic actors. It seems that the relationship to private economic actors (or may be individual) does not exist within the WTO Agreements, because as a general rule, private parties are not legal subjects of the international legal order.
