Book Review Of The Law Of International Responsibility (James Crawford, Alain Pellet, And Simon Olleson Eds., Oxford University Press, 2010), Sean D. Murphy

GW Law Faculty Publications & Other Works

If one were to affix a label to the first decade of work by the UN International Law Commission in this century, a good one to choose would be the “decade of codifying international responsibility.” No fewer than five projects relating to that general topic were brought to a conclusion by the Commission in the space of ten years, constituting a formidable effort at codification that may well influence the field of public international law for years to come. Given that the Commission had spent decades considering, as part of a single project, myriad aspects of state responsibility, in some …

The pain response to static contractions in older adults however is unknown.

PURPOSE : To compare pain reports in healthy older adults before and after static contractions of varying intensity and duration.

METHODS: Pain perception was assessed in 23 healthy older adults (11 men, 12 women; 72.0 ± 6.3 yrs) using a pressure pain device consisting of a 10 N force …

Why We Should Never Pay Down The National Debt, Neil H. Buchanan Jan 2012

Why We Should Never Pay Down The National Debt, Neil H. Buchanan

GW Law Faculty Publications & Other Works

Calls either to balance the federal budget on an annual basis, or to pay down all or part of the national debt, are based on little more than uninformed intuitions that there is something inherently bad about borrowing money. We should not only ignore calls to balance the budget or to pay down the national debt, but we should engage in a responsible plan to increase the national debt each year. Only by issuing debt to lubricate the financial system, and to support the economy’s healthy growth, can we guarantee a prosperous future for current and future citizens of the …

Cooperation As A Service In Vanet: Implementation And Simulation Results, Hajar Mousannif, Ismail Khalil, Stephan Olariu

Computer Science Faculty Publications

The past decade has witnessed the emergence of Vehicular Ad-hoc Networks (VANET), specializing from the well-known Mobile Ad Hoc Networks (MANET) to Vehicle-to-Vehicle (V2V) and Vehicle-to-Infrastructure (V2I) wireless communications. While the original motivation for Vehicular Networks was to promote traffic safety, recently it has become increasingly obvious that Vehicular Networks open new vistas for Internet access, providing weather or road condition, parking availability, distributed gaming, and advertisement. In previous papers [27,28], we introduced Cooperation as a Service (CaaS); a new service-oriented solution which enables improved and new services for the road users and an optimized use of the road network …

Learning Sparse Representations For Fruit Fly Gene Expression Pattern Image Annotation And Retreival, Lei Yuan, Alexander Woodard, Shuiwang Ji, Yuan Jiang, Zhi-Hua Zhou, Sudhir Kumar, Jieping Ye

Computer Science Faculty Publications

Background: Fruit fly embryogenesis is one of the best understood animal development systems, and the spatiotemporal gene expression dynamics in this process are captured by digital images. Analysis of these high-throughput images will provide novel insights into the functions, interactions, and networks of animal genes governing development. To facilitate comparative analysis, web-based interfaces have been developed to conduct image retrieval based on body part keywords and images. Currently, the keyword annotation of spatiotemporal gene expression patterns is conducted manually. However, this manual practice does not scale with the continuously expanding collection of images. In addition, existing image retrieval systems based …

Mapping And Mocking: Spanish Cuisine And Ramón Gómez De La Serna’S “El Primer Mapa Gastronómico De España”, Rebecca Ingram Phd Jan 2012

Mapping And Mocking: Spanish Cuisine And Ramón Gómez De La Serna’S “El Primer Mapa Gastronómico De España”, Rebecca Ingram Phd

Spanish: Faculty Scholarship

In July of 1924 Spanish vanguardist Ramón Gómez de la Serna published “El primer mapa gastronómico de España” in the humor weekly Buen humor (1921-1931). Although Ramón’s map locates and catalogues Spain’s alimentary wealth and diversity, his accompanying vignette mockingly deconstructs the supposed objectivity of the map and the cartographic authority of its creator, the “cartógrafo gastronómico.” This study places Ramón’s commentary and map in the historical and social context of 1920s Spain, a period during which two very different lifestyles co-existed in the same Spanish “nation.” Ramón’s cartógrafo exists at the margins of both versions of Spain. Ramón’s mocking …

Reassessing The Cultural Distance Between China And The United States As Perceived By Students From The Sino-American 1+2+1 Dual Degree Program, Cynthia Letts

EWU Masters Thesis Collection

"As a result of the exponential growth of international commerce and academic exchange between Mainland China and the United States, this thesis examines the present-day validity of those Chinese and American cultural characteristics, such as practices and values, historically understood as defining cultural differences. Using Babiker's Cultural Distance Index (Babiker, Cox, & Miller, 1980) questionnaire (an institutionally established instrument since 1980), 45 Mainland Chinese student-sojourners conveyed their perceptions of cultural differences found in daily living. Chinese participants identified many cultural attributes that still affect the migrant's perceptions of difference. These attributes are language, food, education costs, and leisure activities. Participants …

Quadratic And Cubic Reciprocity, Suzanne Rousseau Jan 2012

Quadratic And Cubic Reciprocity, Suzanne Rousseau

EWU Masters Thesis Collection

"In this thesis, we seek to prove results about quadratic and cubic reciprocity in great detail. Although these results appear in many textbooks, the proofs often contain large gaps that may be difficult for the average reader to follow. To achieve this goal, we have 'built up to reciprocity theory from basic principles of algebra, and whenever possible, we have tried to prove the number theoretic results of reciprocity using ideas from group theory. This thesis could potentially serve as a reference for a student who desires to study quadratic or cubic reciprocity in more detail, or as a foundation …

An Introduction To The Theory Of Quantum Groups, Ryan W. Downie Jan 2012

An Introduction To The Theory Of Quantum Groups, Ryan W. Downie

EWU Masters Thesis Collection

"This thesis is meant to be an introduction to the theory of quantum groups, a new and exciting field having deep relevance to both pure and applied mathematics. Throughout the thesis, basic theory of requisite background material is developed within an overar-ching categorical framework. This background material includes vector spaces, algebras and coalgebras, bialgebras, Hopf algebras, and Lie algebras. The understanding gained from these subjects is then used to explore some of the more basic, albeit important, quantum groups. The thesis ends with an indication of how to proceed into the deeper areas of the theory"--Document.

Elk Hunting On Turnbull National Wildlife Refuge: Impacts On Elk Movement And Aspen Regeneration, Christopher E. Dwight Jan 2012

Elk Hunting On Turnbull National Wildlife Refuge: Impacts On Elk Movement And Aspen Regeneration, Christopher E. Dwight

EWU Masters Thesis Collection

"In the arid West, quaking aspen (Populus tremuloides) cover less than 10% of the forest landscape, yet support a disproportionate diversity of native plants and animals. When elk (Cervus elaphus) become overabundant, browsing prevents aspen regeneration, reduces survival, and consequently impacts local biodiversity. Given this, Turnbull National Wildlife Refuge (TNWR) initiated a limited annual elk hunt beginning in fall 2010. This study examines whether the hunt affected elk usage of the refuge and, indirectly, aspen growth and regeneration. To determine elk movement and usage of the refuge prior to and following the elk hunt, 34 radio-collared cow elk were monitored …

Physiological Response To Three Environmental Stressors Predicts Fitness And Genome Quality But Not Base Substitution Rate In Caenorhabditis Elegans, Jacob R. Andrew Jan 2012

Physiological Response To Three Environmental Stressors Predicts Fitness And Genome Quality But Not Base Substitution Rate In Caenorhabditis Elegans, Jacob R. Andrew

EWU Masters Thesis Collection

"Since DNA mutations occur all the time and may have deleterious effects on fitness (survival and reproduction), organisms expend substantial metabolic resources to find and repair mutations. This metabolic expenditure is termed the cost of fidelity. If an organism is in "poor" condition and does not have enough metabolic resources, it may no longer be able to find and repair mutations (Agrawal 2002). In this thesis, we looked at whether physiological condition, measured as survival and development in the presence of an exogenous stress ('robustness'), correlated with mutation rate (experiments 1 and 2) or fitness (experiment 2). We measured physiological …

The Impact Of Black Swan (Cygnus Atratus) Grazing On The Seagrass Halophila Ovalis In The Lower Swan River Estuary, Gary Choney Jan 2012

The Impact Of Black Swan (Cygnus Atratus) Grazing On The Seagrass Halophila Ovalis In The Lower Swan River Estuary, Gary Choney

Theses: Doctorates and Masters

Grazing is an important ecosystem process, influencing community structure and rates of ecosystem processes. Although grazing on seagrasses is generally considered to be minor in many temperate regions of the world, waterfowl are often considered significant grazers in temperate lagoons and estuaries. This study examined spatial and temporal variation in swan abundance, grazing pressure and the impact grazing has on seagrass. Little is known on how grazing rates vary on larger water bodies in the southern hemisphere at different times of year and whether temporal changes in grazing rates affect the ability of seagrasses to tolerate grazing. The plant response …

Compositional Stability And Diversity Of Vascular Plant Communities Following Logging Disturbance In Appalachian Forests, R. Travis Belote, Robert H. Jones, Thomas F. Wieboldt Jan 2012

Compositional Stability And Diversity Of Vascular Plant Communities Following Logging Disturbance In Appalachian Forests, R. Travis Belote, Robert H. Jones, Thomas F. Wieboldt

Faculty & Staff Scholarship

Human-caused changes in disturbance regimes and introductions of nonnative species have the potential to result in widespread, directional changes in forest community structure. The degree that plant community composition persists or changes following disturbances depends on the balance between local extirpation and colonization by new species, including nonnatives. In this study, we examined species losses and gains, and entry of native vs. exotic species to determine how oak forests in the Appalachian Mountains might shift in species composition following a gradient of pulse disturbances (timber harvesting). We asked (1) how compositional stability of the plant community (resistance and resilience) was …

Continuous And Smooth Images Of Sets, Krzysztof Ciesielski Jan 2012

Continuous And Smooth Images Of Sets, Krzysztof Ciesielski

Faculty & Staff Scholarship

This note shows that if a subset S of R is such that some continuous function f from R to R has the property "f[S] contains a perfect set," then some infinitely many times differentiable function g (from R to R) has the same property. Moreover, if f[S] is nowhere dense, then the g can have the stronger property "g[S] is perfect." The last result is used to show that it is consistent with ZFC (the usual axioms of set theory) that for each subset S of R of cardinality continuum there exists an infinitely many times differentiable function …

Numerical Characterization Of Dna Sequence Based On Dinucleotides, Xingqin Qi, Edgar Fuller, Qin Wu, Cun-Quan Zhang Jan 2012

Numerical Characterization Of Dna Sequence Based On Dinucleotides, Xingqin Qi, Edgar Fuller, Qin Wu, Cun-Quan Zhang

Faculty & Staff Scholarship

Sequence comparison is a primary technique for the analysis of DNA sequences. In order to make quantitative comparisons, one devises mathematical descriptors that capture the essence of the base composition and distribution of the sequence. Alignment methods and graphical techniques (where each sequence is represented by a curve in high-dimension Euclidean space) have been used popularly for a long time. In this contribution we will introduce a new nongraphical and nonalignment approach based on the frequencies of the dinucleotide XY in DNA sequences. The most important feature of this method is that it not only identifies adjacent XY pairs but …

Network Modeling Of Bvd Transmission, Mark Tinsley, Fraser I. Lewis, Franz Brulisauer Jan 2012

Network Modeling Of Bvd Transmission, Mark Tinsley, Fraser I. Lewis, Franz Brulisauer

Faculty & Staff Scholarship

Endemic diseases of cattle, such as bovine viral diarrhea, have significant impact on production efficiency of food of animal origin with consequences for animal welfare and climate change reduction targets. Many modeling studies focus on the local scale, examining the on-farm dynamics of this infectious disease. However, insight into prevalence and control across a network of farms ultimately requires a network level approach. Here, we implement understanding of infection dynamics, gained through these detailed on-farm modeling studies, to produce a national scale model of bovine viral diarrhea virus transmission. The complex disease epidemiology and on-farm dynamics are approximated using SIS …

Predicting Glioblastoma Prognosis Networks Using Weighted Gene Co-Expression Network Analysis On Tcga Data, Yang Xiang, Cun-Quan Zhang, Kun Huang Jan 2012

Predicting Glioblastoma Prognosis Networks Using Weighted Gene Co-Expression Network Analysis On Tcga Data, Yang Xiang, Cun-Quan Zhang, Kun Huang

Faculty & Staff Scholarship

Background

Using gene co-expression analysis, researchers were able to predict clusters of genes with consistent functions that are relevant to cancer development and prognosis. We applied a weighted gene co-expression network (WGCN) analysis algorithm on glioblastoma multiforme (GBM) data obtained from the TCGA project and predicted a set of gene co-expression networks which are related to GBM prognosis.

Methods

We modified the Quasi-Clique Merger algorithm (QCM algorithm) into edge-covering Quasi-Clique Merger algorithm (eQCM) for mining weighted sub-network in WGCN. Each sub-network is considered a set of features to separate patients into two groups using K-means algorithm. Survival times of the …

Implementation Of Professional Learning Standards In Georgia Schools: An Examination Of The Current Reality, Mary M. Chandler, Tak Cheung Chan

Faculty Articles

Professional learning is considered important for improving teacher quality and for development of organizational capacity to boost school improvement for student learning. This mixed methodology study examines the implementation of the National Staff Development Council Standards (NSDC) in professional learning in Georgia schools through the NSDC Standards Assessment Instrument and six open-ended follow-up questions. The findings suggest that teachers in Georgia did not perceive that professional learning holds a high priority by their school leaders, state legislators, and key policy makers. However, they rated their effort toward context and content areas of professional learning to be above average.
