Behavioral Economics: Implications For Regulatory Behavior, William E. Kovacic, James C. Cooper

Behavioral economics (BE) examines the implications for decision-making when actors suffer from biases documented in the psychological literature. This article considers how such biases affect regulatory decisions. The article posits a simple model of a regulator who serves as an agent to a political overseer. The regulator chooses a policy that accounts for the rewards she receives from the political overseer — whose optimal policy is assumed to maximize short-run outputs that garner political support, rather than long-term welfare outcomes — and the weight the regulator puts on the optimal long run policy. Competition Agency Design: What's On The Menu?, William E. Kovacic, David A. Hyman

In recent years the United Kingdom and various other countries have decided to restructure the institutions responsible for enforcing competition laws. How should a nation choose among myriad alternative arrangements? This paper lays out nine major institutional choices that governments must address in designing the implementation mechanism for a competition law. The paper discusses tradeoffs associated with each choice and examines interdependencies among different design elements. In doing so, the paper offers a structured framework that countries can use in forming new competition systems or altering existing institutional arrangements.

In proceedings before the International Court of Justice (I.C.J.), a “counter-claim” is “an autonomous legal act” by the Respondent in a contentious case, “the object of which is to submit a new claim to the Court,” one that is “linked to the principal claim, in so far as, formulated as a ‘counter’ claim, it reacts to" the principal claim. A counter-claim is not a defense on the merits to the principal claim; while it is a reaction to that claim, it is pursuing objectives other than simply dismissal of the principal claim. Pain complaints increase with age. Exercise is frequently utilized for pain relief but the optimal exercise prescription to relieve pain is not clear. Following static contractions, young adults experience the greatest pain relief with low intensity, long duration contractions. The pain response to static contractions in older adults however is unknown.
PURPOSE : To compare pain reports in healthy older adults before and after static contractions of varying intensity and duration.

Calls either to balance the federal budget on an annual basis, or to pay down all or part of the national debt, are based on little more than uninformed intuitions that there is something inherently bad about borrowing money. We should not only ignore calls to balance the budget or to pay down the national debt, but we should engage in a responsible plan to increase the national debt each year. The past decade has witnessed the emergence of Vehicular Ad-hoc Networks (VANET), specializing from the well-known Mobile Ad Hoc Networks (MANET) to Vehicle-to-Vehicle (V2V) and Vehicle-to-Infrastructure (V2I) wireless communications. Background: Fruit fly embryogenesis is one of the best understood animal development systems, and the spatiotemporal gene expression dynamics in this process are captured by digital images. Analysis of these high-throughput images will provide novel insights into the functions, interactions, and networks of animal genes governing development. To facilitate comparative analysis, web-based interfaces have been developed to conduct image retrieval based on body part keywords and images. Currently, the keyword annotation of spatiotemporal gene expression patterns is conducted manually. However, this manual practice does not scale with the continuously expanding collection of images. In July of 1924 Spanish vanguardist Ramón Gómez de la Serna published “El primer mapa gastronómico de España” in the humor weekly Buen humor (1921-1931). Although Ramón’s map locates and catalogues Spain’s alimentary wealth and diversity, his accompanying vignette mockingly deconstructs the supposed objectivity of the map and the cartographic authority of its creator, the “cartógrafo gastronómico.” This study places Ramón’s commentary and map in the historical and social context of 1920s Spain, a period during which two very different lifestyles co-existed in the same Spanish “nation.” Ramón’s cartógrafo exists at the margins of both versions of Spain. "As a result of the exponential growth of international commerce and academic exchange between Mainland China and the United States, this thesis examines the present-day validity of those Chinese and American cultural characteristics, such as practices and values, historically understood as defining cultural differences. Using Babiker's Cultural Distance Index (Babiker, Cox, & Miller, 1980) questionnaire (an institutionally established instrument since 1980), 45 Mainland Chinese student-sojourners conveyed their perceptions of cultural differences found in daily living. Chinese participants identified many cultural attributes that still affect the migrant's perceptions of difference. These attributes are language, food, education costs, and leisure activities. "Since DNA mutations occur all the time and may have deleterious effects on fitness (survival and reproduction), organisms expend substantial metabolic resources to find and repair mutations. This metabolic expenditure is termed the cost of fidelity. If an organism is in "poor" condition and does not have enough metabolic resources, it may no longer be able to find and repair mutations (Agrawal 2002). Human-caused changes in disturbance regimes and introductions of nonnative species have the potential to result in widespread, directional changes in forest community structure. The degree that plant community composition persists or changes following disturbances depends on the balance between local extirpation and colonization by new species, including nonnatives. In this study, we examined species losses and gains, and entry of native vs. exotic species to determine how oak forests in the Appalachian Mountains might shift in species composition following a gradient of pulse disturbances (timber harvesting). This note shows that if a subset S of R is such that some continuous function f from R to R has the property "f[S] contains a perfect set," then some infinitely many times differentiable function g (from R to R) has the same property. Moreover, if f[S] is nowhere dense, then the g can have the stronger property "g[S] is perfect." Sequence comparison is a primary technique for the analysis of DNA sequences. In order to make quantitative comparisons, one devises mathematical descriptors that capture the essence of the base composition and distribution of the sequence. Alignment methods and graphical techniques (where each sequence is represented by a curve in high-dimension Euclidean space) have been used popularly for a long time. In this contribution we will introduce a new nongraphical and nonalignment approach based on the frequencies of the dinucleotide XY in DNA sequences. Endemic diseases of cattle, such as bovine viral diarrhea, have significant impact on production efficiency of food of animal origin with consequences for animal welfare and climate change reduction targets. Many modeling studies focus on the local scale, examining the on-farm dynamics of this infectious disease. However, insight into prevalence and control across a network of farms ultimately requires a network level approach. Here, we implement understanding of infection dynamics, gained through these detailed on-farm modeling studies, to produce a national scale model of bovine viral diarrhea virus transmission. Background
Using gene co-expression analysis, researchers were able to predict clusters of genes with consistent functions that are relevant to cancer development and prognosis. We applied a weighted gene co-expression network (WGCN) analysis algorithm on glioblastoma multiforme (GBM) data obtained from the TCGA project and predicted a set of gene co-expression networks which are related to GBM prognosis.
Methods
We modified the Quasi-Clique Merger algorithm (QCM algorithm) into edge-covering Quasi-Clique Merger algorithm (eQCM) for mining weighted sub-network in WGCN. Each sub-network is considered a set of features to separate patients into two groups using K-means algorithm. Survival times of the …

Implementation Of Professional Learning Standards In Georgia Schools: An Examination Of The Current Reality, Mary M. Chandler, Tak Cheung Chan

Professional learning is considered important for improving teacher quality and for development of organizational capacity to boost school improvement for student learning. This mixed methodology study examines the implementation of the National Staff Development Council Standards (NSDC) in professional learning in Georgia schools through the NSDC Standards Assessment Instrument and six open-ended follow-up questions. The findings suggest that teachers in Georgia did not perceive that professional learning holds a high priority by their school leaders, state legislators, and key policy makers. However, they rated their effort toward context and content areas of professional learning to be above average.

An adaptation of William Shakespeare's play of the same name, Love's Labour's Lost 2.0 utilizes the social network website Facebook as its stage so as to explore the unique problems and opportunities that social media affords identity creation. Through this lens, I find that identity creation in this digital world is discursively composed, much like identity in the analog world, and serves to shunt dissent or action that may threaten the status quo. Facebook's ultimate promise to this constantly composing individual is the comfort and security of an audience.

Irregular conduits, complex surfaces, and porous media often manifest more than one geometric wetting condition for spontaneous capillary flows. As a result, different regions of the flow exhibit different rates of flow, all the while sharing common dynamical capillary pressure boundary conditions. The classic problem of sudden capillary rise in tubes with interior corners is revisited from this perspective and solved numerically in the self-similar visco-capillary limit à laLucas–Washburn. Useful closed-form analytical solutions are obtained in asymptotic limits appropriate for many practical flows in conduits containing one or more interior corner. Opportunistic fungal infections have become problematic in recent years. There has been an emergence of new fungal pathogens, development of antifungal resistance, and increasing prevalence. In addition, toxicity, resistance, and lack of efficacy as a single agent limit the effectiveness of current antifungal drugs. Therefore, new drugs targeting new pathways are greatly needed. An analog derived from the marine natural product phloeodictine, analog PHL5-34A, was identified as having strong in vitro antifungal activity. This thesis deals with the Christian religious tradition in relation to the ideology of white supremacy. By contrasting the history and ideologies of the Dutch Reformed Church of South Africa and the Presbyterian Church of America, this thesis will attempt to show that past history and the present culture affect the way religious communities interpret sacred texts. The primary objective of this thesis is to demonstrate the interactive role of history, culture, and religion within religious communities and society in order to breed conscious awareness of how these institutions are mutually effective.
