In the absence of honest, professional civilian law-enforcement agencies, President Felipe Calderón assigned the military the lead role in his nation’s version of the “War on Drugs” that he launched in 2006. While the armed forces have spearheaded the capture and/or death of several dozen cartel capos, the conflict has taken its toll on the organizations in terms of deaths, corruption, desertions, and charges by nongovernmental organizations (NGOs) of hundreds of human rights violations. A significant threat to United States national security stems from Mexican drug cartels. Mexican drug cartels are centered on the transit of illegal drugs into the United States. The flow of illegal drugs across the 1,933-mile U.S.-Mexico border now results in a host of crimes and violence that furthers the overall operation of the cartels. With the escalating violence from cartels, there is an increased possibility for spill over into the United States. Antiquity trafficking has over time remained at the margin of criminological discourse in Nigeria. This silence from the criminological lens is, however, not an indication that the country is immune from the criminal activities of antiquity traffickers, but rather, it is a reflection of the common belief that this form of criminality is less rampant in Nigeria. This paper therefore examines the nature, causes, consequences and the control of the problem of illicit trafficking in the Nigerian cultural antiquities. The transatlantic slave trade (ancient slavery) in which Africans were captured, chained and transported to Latin America, the Caribbean and the United States to work as slaves was officially abolished around 1807. Unfortunately, human trafficking appears to have replaced this abhorrent activity as the modern day slavery of the 21st century. In April 2010, the Australian Parliament inserted Division 272 into the Criminal Code (Cth).[1] The division is entitled ‘Child sex offences outside Australia’ and contains various offences relating to sexual intercourse or sexual activity, even where that activity takes place overseas. The title of its predecessor (Part IIIA of the Crimes Act 1914) was ‘Child Sex Tourism’. However, the scope of the offences under both Part IIIA and Division 272 extends to conduct that takes place overseas with no territorial nexus to Australia other that the Australian citizenship or residency of the offender. Drug trafficking violence in Mexico, now reaching epidemic proportions, greatly impacts both the Mexican and United States governments. Despite the escalation of the "War on Drugs, " drug trafficking from Mexico to the United States continues largely unabated, stifling tourism revenue and lawful economic opportunities, and causing violence previously unknown in Mexico.
