Understanding Child Abuse In Rural And Urban America: Risk Factors And Maltreatment Substantiation, Wendy A. Walsh, Marybeth J. Mattingly

Using a large national sample of child maltreatment reports, this brief compares the outcomes of child maltreatment cases in rural versus urban places and identifies the characteristics associated with substantiation. Child abuse cases substantiated in rural and urban areas share many caregiver risk factors, such as drug and alcohol abuse, and many family stressors. Substantiation is equally likely across income levels; approximately one-fourth of cases in each income level are substantiated. However, when place is taken into account, a greater share (36 percent) of higher-income families (that is, families with incomes greater than 200 percent of the federal poverty level) …

Under the Obama Administration, the Environmental Protection Agency (EPA) is leading efforts to incorporate environmental justice measures into its inner-workings. So, too, are numerous other federal agencies. These efforts, however, have little practical effect at the state level where sources of pollution, such as coal-fired power plants and other industrial facilities are granted permits to pollute. Under the cooperative federalism framework that exists today, the federal government cannot directly compel states to consider environmental justice unless such action is required by federal law. Thus, federal guidance pertaining to environmental justice will do little to prevent the pattern of siting pollution …

Renters More Often Burdened By Housing Costs After Recession: Nearly Half Of All Renters Spent Over 30 Percent Of Income On Housing By 2010, Jessica A. Bean

This brief uses data from the 2007 and 2010 American Community Survey to document changes in the proportion of household income spent on rental costs (rent plus utilities) during the Great Recession, by region (Northeast, Midwest, South, and West) and place type (rural, suburban, or central city location). Particular attention is paid to how patterns of cost burden vary among renters of different ages and income levels and to the policy implications of these findings. This brief examines the impact of state-level adoption of Earned Income Tax Credits (EITCs) on a set of health-related outcomes for children, including: (1) health insurance coverage, (2) use of preventive medical and dental care, and (3) health status measures including maternal reports of child health and body mass index. It also considers the possibility that the effect of the EITC on these outcomes may vary depending on where a child lives; families in urban and rural communities have different access to medical care and other resources that promote good health. Pastors’ Influence On Research-Based Health Programs In Church Settings, Shirley M. Timmons

Churches, in the United States, are recognized essential players in addressing our mounting health and social service needs. Yet, even though they implement a relatively large number of programs, few are research-based. Focus groups were conducted with pastors from 11 Baptist churches in a small Southeastern town to explore factors that influence the implementation of research-based health programs. Transcripts were coded for domains resulting in four themes: congregant needs, shared programming ethics, common understanding of programming processes, and care for the church and congregation. Pastors value research and seek church-based programs that enhance the health of congregants. Yet, future study …

This thesis evaluates whether or not information data sharing is effectively used between federal, state, and local government agencies and non-governmental agencies in a metropolitan area during and immediately after a major natural disaster. Also, whether vulnerable populations were identified and considered during emergency management. The chosen study area is the City of Richmond, VA, and the disaster response is based on flooding episodes that occurred in the city over the last decade following hurricanes and tropical depressions. Student populations at Gulf Coast universities and colleges are subjected to multiple forces working together making them an especially vulnerable sub-group to hazards. Research has suggested that college students represent a segment of the population that hazards research has frequently overlooked and maybe not fully appreciated in university emergency planning. In 2011 over 500,000 women will be diagnosed with cervical cancer worldwide and approximately 250,000 will die of the disease. The majority of incident cases will occur among women who lack routine access to Papalanicolou (Pap) test screening. While access-related factors, such as income and health insurance status, are primary drivers of screening utilization research suggests that a number of individual and contextual social and cultural factors, such as low cervical cancer knowledge, lower educational attainment and non-Western health beliefs can exert an independent or multiplicative effect. The urban forest holds several important positions within the built and unbuilt environments. Those positions include economic, health, sustainability, quality of life measures, and overall protection of the environment, including air, water, and soil. The dissertation develops a conceptual framework linking social knowledge and public administration. Social knowledge is understood broadly as the knowledge used by people in various roles, including experts, ordinary citizens, and public officials, to solve social problems. Social movement knowledge is examined as one particular type of social knowledge. The conceptual framework used to study the relationship between social movement knowledge and public administration is a combination of several literatures: citizen participation, civic innovations, community of practice, policy learning, and knowledge production in social movements. This paper investigates the early response to the capacity building and knowledge sharing requirement as part of the U.S. Department of Housing and Urban Development’s (HUD) Sustainable Communities Regional Planning Grant (SCRPG) program. Drawing from the work of a subset of ten grantees across the United States, this analysis investigates the innovative ways planning organizations are working to fulfill this unique requirement. Historic Conservation seeks to protect the historically significant built environment while
allowing for more current uses. As it pertains to land planning, this effort extends current
land-use tools beyond the historic and conservation districts to include buffer districts and
heritage areas. We need these tools because preservation, which is defined as maintaining
an unaltered environment, does not adequately address managing change over time. Fort
Moultrie on Sullivan's Island, South Carolina is one example where historic preservation
and conservation merge to address the adaptive reuse of this former military installation.
