The Simultaneous Evacuation Of A Midwestern Community's Multiple Healthcare Facilities During A Major Flood Event: A Study In Decision-Making And Implementation, Azad Berwari Jan 2012

The Simultaneous Evacuation Of A Midwestern Community's Multiple Healthcare Facilities During A Major Flood Event: A Study In Decision-Making And Implementation, Azad Berwari

Emergency Management

Natural disasters are a part of the ecological system, so they are beyond human control. To reduce devastating effects, researchers in Emergency Management seek to understand the causes and cycles of natural disasters so that warning systems may be improved and better advice may be given to the general public about protecting themselves and their property. Emergency management is a relatively new discipline, so much research is still needed to understand the complex interaction of human activity and the natural environment. Therefore, this study was designed to explore the impact of the 2009 flood on the healthcare system in Fargo, …

Are Electronic Portfolios Used In The Hiring Process Of Special Educators?, Traci J. Tuttle Jan 2012

Are Electronic Portfolios Used In The Hiring Process Of Special Educators?, Traci J. Tuttle

Graduate Theses, Dissertations, and Problem Reports (ETD)

Accountability and assessment in education systems from the k-12 to post-secondary levels have driven reforms in ensuring teacher quality. Past practice and research have confirmed the validity and reliability of portfolio assessments for ensuring quality teacher preparation programs in institutions of higher education. The use of these portfolios, however, has not transferred to the hiring practices of k-12 administrators. This study narrows the body of current research to focus on electronic portfolios as a means to address the specific needs of administrators hiring special educators. The administrators in one state’s education system were sent electronic surveys in attempts to answer …

Paradigms Of Parallel Performance, Lyle Witham

Architecture Theses

With this thesis design, Paradigms of Parallel Performance, I propose the reconstruction of a new 182,000 square-foot middle school facility for the city of Minot, North Dakota located on the north bank of the Souris river. The old Erik Ramstad Middle School was recently destroyed in the 2011 flood of the Souris river. As the city responds to this disaster, a new middle school design has the opportunity to represent progressive development. The design will exhibit beautiful, sensible space which utilizes old and new building technologies that are representative of sustainable design. The spaces created by this design will not …

Architecture Theses

The Minnesota Center for the Responsible Use of Technology is an architectural design for a 20,000 sq ft computer education center in Minneapolis that promotes the responsible use of technology. The design provides for education and research related to the responsible use of computer technology as well as promoting a tangible connection between humans, technology, and the built world rather than a technologically mediated virtual environment.

By You For You, Brittney Frey Jan 2012

By You For You, Brittney Frey

Architecture Theses

By You For You examines how much stimulus is necessary for a space to meet our needs. The typology is a multi-family dwelling. The theoretical premise/unifying idea states that designing merely for basic human needs allows for use that is more adaptable. Within the given parameters, the individuals are responsible for the uniqueness of the space. The project justification is that architecture demands strict codes to ensure the health, safety, and welfare of its occupants. However, flexibility of space is also important to society because individuals respond better to different environments. By designing just the basics, buildings remain progressive instead …

Dimensions Of Resiliency: Essential Resiliency, Exceptional Recovery And Scale., Shirley Laska Jan 2012

Dimensions Of Resiliency: Essential Resiliency, Exceptional Recovery And Scale., Shirley Laska

CHART Publications

Not only is resiliency a term with a myriad of definitions microscopically specified by a wide variety of social and bio/physical scientists and practitioners, it is also incredibly complicated even when treated by individual academic/government/non-profit and business practitioners who are convinced that they have the perfect definition. By then linking the concepts of infrastructure and community to resiliency, not only does additional complexity emerge but also a powerful imperative to examine the basics necessary to achieve resiliency within these interrelated concepts. The lens of the applied academic observer situated at ‘ground zero’ for not only one but two major catastrophes …

No Innocent Bystanders: Performance Art And Audience, Frazer Ward Jan 2012

No Innocent Bystanders: Performance Art And Audience, Frazer Ward

Art: Faculty Books

(from upne.com)

At a moment when performance art and performance generally are at the center of the international art world, Frazer Ward offers us insightful readings of major performance pieces by the likes of Acconci, Burden, Abramovi , and Hsieh, and confronts the twisting and troubled relationship that performance art has had with the spectator and the public sphere. Ward contends that the ethical challenges with which performance art confronts its viewers speak to the reimagining of the audience, in terms that suggest the collapse of notions like “public” and “community.”

Teaching About Big Money In Elections: To Amend Or Not To Amend The U.S. Constitution?, Brett L.M. Levy, James M. M. Hartwick

Educational Theory and Practice Faculty Scholarship

This article provides an overview of major campaign finance laws in the United States and then describes an engaging method for preparing students to discuss these laws and related issues. The authors suggest that educators first frame the issue by presenting background information about recent developments in campaign finance laws and innovative efforts to change them. After that, they recommend that educators introduce a guiding question about whether or not a constitutional amendment designed to limit political campaign contributions should be ratified. Students can then consider their own answers to this question by exploring a variety of pre-selected documents (listed …

Background-Thoracic aortic aneurysm (TAA) is a common progressive disorder involving gradual dilation of the ascending and/or descending thoracic aorta that eventually leads to dissection or rupture. Nonsydromic TAA can occur as a genetically triggered, familial disorder that is usually transmitted in a monogenic autosomal dominant fashion and is known as familial TAA. Genetic analyses of families affected with TAA have identified several chromosomal loci, and further mapping of familial TAA genes has highlighted disease-causing mutations in at least 4 genes: myosin heavy chain 11 (MYH11), a-smooth muscle actin (ACTA2), and transforming growth factor ß receptors I and II (TGFßRI and …

Government Rx--Back To The Future In Science Funding? The Next Era In Drug Development, Michael J. Malinowski Jan 2012

Government Rx--Back To The Future In Science Funding? The Next Era In Drug Development, Michael J. Malinowski

Journal Articles

The roles of government, industry, and academia in science research have been recast repeatedly since the U.S. began infusing tremendous funding during WWII. Recently, the National Institutes of Health (NIH) proposed a billion-dollar center to intervene in commercial drug development with the objective of lifting it out of a frightening fifteen-year slump in productivity. This article questions the role of the U.S. government in pharmaceutical development after completion of a map of the human genome (the touchstone of the Human Genome Project, HGP), a research undertaking spearheaded by the U.S. Government that spanned more than a decade. Specifically, the article …

Doctors, Patients, And Pills--A System Popping Under Too Much Physician Discretion? A Law-Policy Prescription To Make Drug Approval More Meaningful In The Delivery Of Health Care, Michael J. Malinowski Jan 2012

Doctors, Patients, And Pills--A System Popping Under Too Much Physician Discretion? A Law-Policy Prescription To Make Drug Approval More Meaningful In The Delivery Of Health Care, Michael J. Malinowski

Journal Articles

This article challenges the scope of physician discretion to engage in off-label use of prescription drugs. The discretion to prescribe dimensions beyond the clinical research that puts new drugs on pharmacy shelves has been shaped by two historic influences: a legacy of physician paternalism, solidarity, autonomy, and self-determination that predates the contemporary commercialization of medicine by more than half a century, and regulatory necessity due to the limits of science and innate crudeness of pharmaceuticals prior to the genomics revolution (drug development and delivery based upon genetic expression). Although both factors have changed immensely, the standard for drug approval has …

Better Learning Though Augmented Reality: Ar In The Classroom, Alex Manning, Russell Powers, Xan Pedisich Jan 2012

Better Learning Though Augmented Reality: Ar In The Classroom, Alex Manning, Russell Powers, Xan Pedisich

Anthós

This paper reports on the development of an augmented reality (AR) game that immerses students virtually and in their physical environment to view PSU in different ways. Players learn historical information, interact with contributions from previous players, and use language to describe what they see, discovering new and rediscovering old hotspots. By producing knowledge through activity and learning through action, students are engaged in and shape their own education in real scenarios instead of through book work alone. Player experience and dynamics are recorded and assessed with a view toward creating more powerful learning environments.

Metallic Patterning Using An Atomic Force Microscope Tip And Laser-Induced Liquid Deposition, Carlos Andrés Jarro Sanabria Jan 2012

Metallic Patterning Using An Atomic Force Microscope Tip And Laser-Induced Liquid Deposition, Carlos Andrés Jarro Sanabria

Theses and Dissertations--Electrical and Computer Engineering

The development of nanoscale patterns has a vast variety of applications going from biology to solid state devices. In this research we present a new direct patterning technique in which laser photoreduction of silver from a liquid is controlled by a scanning atomic force microscope tip. While pursuing the formation of patterns using the plasmonic field enhancement of an electromagnetic wave incident on a metallic Atomic Force Microscope (AFM) tip, our group discovered that contrary to expectations, the tip suppresses, rather than enhances, deposition on the underlying substrate, and this suppression persists in the absence of the tip. Experiments presented …

Dynamics Of Healthcare Reform: Bitter Pills Old And New, Christopher N.J. Roberts Jan 2012

Dynamics Of Healthcare Reform: Bitter Pills Old And New, Christopher N.J. Roberts

Vanderbilt Journal of Transnational Law

The United States is at a crossroads--albeit one it has visited several times before. Although the Supreme Court has ruled upon the constitutionality of the Patient Protection and Affordable Care Act, the polarizing controversy surrounding national healthcare that began several generations ago is likely to continue into the foreseeable future. In this latest round of national debates, the issue of healthcare has been framed exclusively as a domestic issue. But history shows that the question of national healthcare in the United States has also been an extremely important issue for international law and international politics. To shed light on the …
