"Fertilizer grade biosolid is sold to the general public by the Cheney Wastewater Treatment Plant for use as garden fertilizer and as a soil conditioner. Moist biosolid samples were obtained from the Cheney Wastewater Treatment Plant and antibiotic resistant gram negative bacteria were isolated from it. Bacteria isolated from these samples were resistant to tetracycline, ampicillin, streptomycin, kanamycin and chloramphenicol. Tetracycline resistant bacteria were isolated on MacConkey's agar supplemented with tetracycline and their resistance to ampicillin, streptomycin, chloramphenicol and kanamycin were also determined. A total of 48 isolates cultivated to determine the presence of plasmids which often contain antibiotic resistance …

This article focuses on an unresolved issue within international trade law and policy, namely whether there is a need to consider gender-differentiated impacts of trade agreements and if so, how such impacts should be addressed. The author argues in favor of a gender aware approach to trade, discussing this topic within the context of regional trade agreements (“RTAs”), which are being used increasingly as a route to economic integration among nations. While there is evidence of gender-differentiated impacts of trade liberalization, there has been little progress made in advancing an agenda to address gender issues at the level of multilateral …

Since the Civil War access to health care in the United States has been racially unequal. This racially unequal access to health care remains even after the passage of Title VI of the Civil Rights Act of 1964 (“Title VI”) and the election of an African-American President. Both of these events held the promise of equality, yet the promise has never been fulfilled. Law school clinics are paramount to developing law school graduates who embrace their “special responsibility for the quality of justice,” as well as their role in ensuring equal access to justice for marginalized, impoverished and underserved members of society. This responsibility permeates every aspect of lawyering, especially the practice of health law. This article explores, first, how clinics and social justice fit into the practice of health law and into the training of future health law attorneys and policymakers. "Mental toughness is commonly associated with successful performance in the realm of athletics. However, despite the prevalence of its usage, the concept remains somewhat ambiguous in its definition and practical application. The purpose of this study was to determine the relationship between mental toughness and running performance amongst collegiate distance runners, a population that has yet to be the center of a mental toughness investigation. "The purpose of this study was to examine the effects of game activities on manual dexterity performance iri older adults. Seventeen participants (mean age 84.3 years) from local assisted- and independent-living retirement communities were randomly assigned to an experimental or control group. Experimental group participants played selected game activities three days per week for an average of 34.6 minutes per game for a six-week period. Both control and experimental group participants completed the Purdue Pegboard as a pre- and post-test assessment of manual dexterity performance. "Previous research has shown that mental health issues in the work place lead to absenteeism, lost productive time (LPT), and unemployment. This study examined the utility of the Work Potential Profile (WPP) in assessing depression, anxiety, and preoccupation with health as part of a measure of work potential. The main purpose of this study was to establish convergent validity for the WPP by correlating selected WPP profile scores with the MMPI-2 scales of depression (Scale 1), psychasthenia (Scale 7), and hypochondriasis (Scale 1), and to establish divergent validity by correlating the WPP profile scores with the MMPI-2 masculinity- femininity scale …

Cost As A Sentencing Factor: Missouri's Experiment, Chad W. Flanders

In sentencing offenders, should judges take into account the different costs of possible punishments? In 2010, Missouri gave sentencing judges, in addition to information about the nature and severity of the offense and the criminal history of the offender, the price tag of various punishments: prison cost about $17,000 a year, compared to probation, which is much cheaper (about $7000 per year). Judges were allowed, even encouraged, to base their sentences on how much it each sentence would cost the state. The move was a subject of considerable national and local controversy.

In 2001, the Institute of Medicine (IOM) called for transformation of the United States health care system to make it safe, effective, patient-centered, timely, efficient, and equitable.1 The journey toward these six aims in public policy and the private sector is underway, but fundamental challenges detailed by the IOM remain. Patients are injured at alarming rates, wide variation in care exists across geographies, patients complain of insensitive and/or inaccessible health care providers, health care costs are nearly twice that in other developed countries, and nearly 50 million Americans lack health insurance. It is estimated that there are more than 86 million migrant workers worldwide, the vast majority of whom suffer poor living and working conditions. In the United States, more than 3 million migrant farmworkers, including at least 100,000 children, are estimated to labor in fields every year, many of whom lack access to justice, earn sub-living wages, and exist in dehumanizing circumstances. Farmworkers are among the most exploited and vulnerable populations in the United States; yet, distressingly, they are also the least protected by U.S. law and law enforcement.

Researching encyclopedia articles for Wikipedia is an unpaid labor of love, but connecting to your friends on Facebook is a $100 billion enterprise. Newspaper classified advertisements are definitely commercial, but their equivalent on Craigslist was mostly non-commercial – until the Delaware Chancery Court stepped in. Selling your organs is prohibited in the United States, whereas selling hair promises to rescue third-world citizens from poverty. As green business practices grow in popularity, so does the temptation to “greenwash” one’s business to appear more environmentally and socially responsible than it actually is. We examined this phenomenon in an earlier paper, using BP and the Deepwater Horizon catastrophe as a case study and developing a framework for policing dubious claims of corporate social responsibility. The Missouri Sentencing Advisory Commission has begun to provide judges with information that enables them, before imposing a sentence, to compare the financial costs of several different sentencing options and the recidivism risks they pose. Although this initiative has sparked controversy, I, for one, favor taking steps like this one to help extricate us from the “same ole, same ole” sentencing box in which uninformed, and sometimes misinformed, sentencing decision making is the norm.

Global strategy to control highly pathogenic avian influenza (HPAI) has changed dramatically since 2003 when it was first reported that a confirmed bird flu jumped the species barrier to infect a human in Hong Kong. Evidence of this shift in priorities in the global fight against HPAI can be found most clearly in program funding trends. In late 2008 and into 2009, financial commitments from international donors for all HPAI programs dropped significantly. Meanwhile, within HPAI programs, funding shifted substantially away from animal biosecurity projects and into human response and preparedness work. · The Tower Foundation supported a five-year initiative to support the implementation of evidencebased practices (EBP). The average award was a three-year award of $84,050.
· The underlying grantmaking theory of change was that behavioral health providers could bring empirically tested protocols to their communities and sustain them over time if supported by long-term funding to support the real costs of implementation (e.g., training, technical assistance, adherence to program protocols, and cultural change).

In 2012, the United States was recovering from a recession and policy makers were debating how to solve the country’s economy. This essay looks at the labor and employment reforms (or lack thereof) of President Obama’s first term, and the differing views of the role of government in creating jobs. The article challenges us to think beyond the two solutions commonly discussed: de-regulation and a “New Deal” program.

The country has prohibited sex discrimination since the 1960’s, but society continues to view women and men differently because women give birth, breastfeed, and are traditional caregivers. This article takes a historical look at court decisions and legislative efforts to address equality where men and women are not similarly situated and also explores recent developments and current debates, such as caregiver discrimination, lactation rooms and breaks, and the Affordable Care Act’s contraceptive mandate. Despite the abundance of legislation and court decisions over the past forty years, much progress still needs to be made.

Building on current interest in the regulation of child pornography, this article goes back to the 1950s, recovering a lost history of how southern segregationists used the battle against obscenity to counter the Supreme Court’s ruling in Brown v. Board of Education. Itself focused on the psychological development of children, Brown sparked a discursive backlash in the South focused on claims that the races possessed different cultures and that white children would be harmed joined a larger, regional campaign, a constitutional guerilla war mounted by moderates and extremists alike that swept onto cultural, First Amendment terrain even as the frontal …

This syllabus provides an overview of American Legal History, focusing on the manner in which law has been used to organize American society. Several themes will be traced through the semester, including law’s role in encouraging innovation and regulating social relations, in part through the elaboration of legal disciplines like property, tort, contract, criminal law, tax, business associations, administrative law, environmental law, securities regulation, commercial law, immigration, and health law. Due to tightening emission legislations, both within the US and Europe, including concerns regarding greenhouse gases, next-generation combustion strategies for internal combustion (IC) diesel engines that simultaneously reduce exhaust emissions while improving thermal efficiency have drawn increasing attention during recent years. In-cylinder combustion temperature plays a critical role in the formation of pollutants as well as in thermal efficiency of the propulsion system. One way to minimize both soot and NOx emissions, is to limit the in-cylinder temperature during the combustion process by means of high levels of dilution via exhaust gas recirculation (EGR) combined with flexible fuel injection strategies. …

Throughout the history of Western art music, a number of composers either have been supported financially by religious institutions to create sacred works or have been driven by their own spiritual beliefs to create faith-inspired pieces. With the decrease of Christianity's importance to individuals in Western society throughout time, however, compositions whose genesis arise solely from religious and spiritual inspiration have lessened substantially. Multiple sclerosis (MS) is a chronic inflammatory demyelinating neurological disorder with no known cure. Disease modifying drugs (DMDs) used in the treatment of MS reduce the frequency relapses and delay the progression of the disease. Although DMD therapy is the mainstay of treatment of MS, it is associated with variety of side effects and severe adverse events. A majority of currently available DMDs are injectable, except one which is available in the pill form. The goal of this master's thesis is to evaluate the current state of the partnership between the American National Red Cross chapters and Amateur Radio Emergency Service (ARES) groups. The alliance between these organizations has historically been outlined by national representatives, the most recent being the 2010 Memorandum of Understanding between the American National Red Cross and ARRL, the national association for Amateur Radio. This partnership was assessed through a nationwide survey of American National Red Cross chapter representatives. The occurrence of emerging or newly identified contaminants in our water resources is of rising concern for human health and the environment. Nanomaterials rise to be among the major emerging contaminants in recent years because of their broad applications. The existing conventional water and wastewater treatment plants are not designed for removal of these contaminants. The prevalence of Metabolic Syndrome (MetS) is increasing throughout the United States across age groups. The purpose of this study was to collect descriptive baseline anthropometric and biochemical data to determine MetS prevalence in 18 to 24 year olds and to assess change in MetS risk after a 10 week web-based intervention. MetS was defined using the National Cholesterol Education Program's Third Adult Treatment Panel (NCEP ATP III) definition. Biometrics is the science of recognizing people based on their physical or behavioral traits such as face, fingerprints, iris, and voice. Among the various traits studied in the literature, ocular biometrics has gained popularity due to the significant progress made in iris recognition. However, iris recognition is unfavorably influenced by the non-frontal gaze direction of the eye with respect to the acquisition device.
