HSLIC Strategic Plans

The purpose of this document is to present the University of New Mexico Health Sciences Centers Knowledge Management and Information Technology (KMIT) infrastructure and goals for FY2005 - FY2007 that support the long-range operational goals of the Health Sciences Center (HSC). Specifically, they support the Infrastructure Goals for Knowledge Management and Information Systems listed in the 1999 HSC strategic plan. They also support the FY2004 Operational Goals in the 20-Year Strategic Plan of the UNM HSC, specifically the development of an IT infrastructure for statewide outreach and the continued development of state-of-the-art technology to enhance educational and research programs.

Smokers’ Vs. Non-Smokers’ Attitudes Toward Tobacco Usage, Jeff W. Totten, Betty J. Cayton

Atlantic Marketing Journal

The purpose of the study was to collect attitudinal and behavioral data on a sample of college students from a Southern state university regarding tobacco usage. The sample was designed to include both smokers and non-smokers. A non-probability sample of 508 college students was collected by handing out surveys in classes and in campus buildings. The questionnaire was designed by the students and the authors and included half of Pechmann and Shih’s (1999) smoking perceptions scale items. Users made up 36.6% of the sample. Cleaning Up Dirty Politics: A Social Marketing Perspective On New Jersey's Clean Elections Program, Amy H. Handlin

This paper reviews the outcome of a state electoral reform initiative in terms of the four-stage behavior change process used by social marketers to gauge the effectiveness of their techniques. While the Clean Elections initiative was moderately successful in its Action and Contemplation stages, the author argues that realization of its full potential could be significantly hastened by utilizing the social marketing tools of segmentation, communications research and pretesting.

Does price have anything to do with Wine? The consumer price-perceived quality has always been used by consumers when they gauge the quality of a product or service. Three propositions are developed which show how the consumer uses the price-perceived quality in the wine industry. Use Of Counterfactual Thinking For Understanding The Impact Of Personal Value Orientation On Blame Assignment And Customer Complaint Behavior, Nusser Raajpoot, Arun Sharma, Jean Lefebvre

Counterfactual thought processes are being increasingly studied in the context of consumer experiences. For example, recent research demonstrated that have used counterfactual thought process to understand the composition of comparison standards and related feature mutability to identify the factors thought to be responsible for negative experiences (McGill 2000). We extend this of research by examining the impact of personal value system on blame assignment, and subsequent post-experience consumer behavior. Our study in the context of a service experience demonstrates that personal values affect counterfactual thinking. Specific marketing implications are discussed.

Faculty Research and Creative Activity

In response to Race to the Top mandates, student academic growth models are being incorporated into teacher evaluation processes across the country. Illinois’ version of the reform is the Performance Evaluation Reform Act. This paper briefly summarizes the new law and its impact to date. Further, the paper provides reflection upon the current research related to VAMs, and the possible legal consequences of relying on student growth models as a significant component of teacher personnel decisions.

Multi-Stage Novice Defensive Driver Training Program: Does It Create Overconfidence?, Jessica Mueller, Laura Stanley, Kezia R. Manlove

Multi-stage training programs have been recommended to transfer knowledge and skills to high-risk novice drivers. However, some have suggested there is a link between skill training and an increased crash probability due to overconfidence. This project evaluates the outcomes of a multi-phase training system and compares the performance of novice drivers who received second-stage training with that of a control group of novice drivers who received traditional, single-stage training. This trained group and an equivalent group of untrained novice drivers completed annual surveys describing their involvement with traffic citations, near-miss crashes, single-vehicle crashes, and multiple-vehicle crashes. MapReduce is a powerful data processing platform for commercial and academic applications. In this paper, we build a novel Hadoop MapReduce framework executed on the Open Science Grid which spans multiple institutions across the United States – Hadoop On the Grid (HOG). It is different from previous MapReduce platforms that run on dedicated environments like clusters or clouds. HOG provides a free, elastic, and dynamic MapReduce environment on the opportunistic resources of the grid. Cities are the locales of numerous interactions that generate externalities—both negative and positive. Although the common law provides a vast array of mechanisms for limiting negative externalities, there is a striking absence of provisions for stimulating the production of positive ones. As a consequence, activities whose social benefits are greater than their private costs are not undertaken, with a resulting efficiency loss.

In this Article, we demonstrate how cities can develop commercial districts that allow for the capture of positive externalities by following the example of suburban malls. In malls, anchor stores provide positive externalities—additional customers—to neighboring stores. Anchors capture …

Under what circumstances should we understand government’s racist or otherwise hateful speech to violate the Equal Protection Clause? Government speech that communicates hostility or animus on the basis of race, gender, national origin, sexual orientation, or other class status can facilitate private parties’ discriminatory behavior, deter its targets from certain important opportunities or activities, and communicate a message of exclusion and second-class status.
