A Functional Approach To Risks And Uncertainties Under Nepa, Todd S. Aagaard Apr 2012

A Functional Approach To Risks And Uncertainties Under Nepa, Todd S. Aagaard

Faculty Publications

The National Environmental Policy Act (NEPA) mandates that federal agencies evaluate the environmental impacts of their proposed actions. This requires agencies to make ex ante predictions about environmental consequences that often involve a significant degree of factual risk or uncertainty. Considerable controversy exists regarding how agencies should address such risks and uncertainties. Current NEPA law adopts a largely ad hoc approach that lacks coherence and analytical rigor. Some environmentalists and legal scholars have called for a greater emphasis on worst-case analysis in environmental planning, especially after the recent Deepwater Horizon oil spill in the Gulf of Mexico and the meltdowns …

In Search Of "Compass And Gyroscope": Where Were Adaptive Management And Principled Negotiation In Nova Scotia's Forest-Strategy Process?, Peter N. Duinker

Dalhousie Law Journal

In his landmark 1993 book entitled Compass and Gyroscope: Integrating Science and Politics for the Environment, Kai Lee outlined the need for stronger processes in support of sustainable development. The science of adaptive management and the politics of principled negotiation were offered as the most promising approaches. The author uses these concepts to evaluate the process used to develop Nova Scotia's natural resources strategies of August 2011, specifically the forest strategy following the Environmental Goals and Sustainable Prosperity Act. The findings show that, by comparison with similar policy-development processes used elsewhere in Canada, the Nova Scotia process lacked both foresight …

Process To Develop Rewarding Natural Resources Internships, Michael F. Butkus

Conference on University Education in Natural Resources

A successful natural resources internship experience is a result of good planning, execution, and follow-up. The internship can be beneficial to the student involved, the employing entity, and the sponsoring university or college. This presentation will focus on a process designed to produce rewarding internship experiences for students in natural resources disciplines. The College of Natural Resources (CNR) at Utah State University is made up of three departments: Department of Environment and Society with majors in Environmental Studies, Human Geography, Geography Teaching, and Recreation Resources Management. Department of Watershed Sciences with majors in Fisheries and Aquatic Sciences, Physical Geography, and …

Participative, Blended And Networked Learning: Meeting Educational Needs In Australia’S Rangelands, John A. Taylor, Patricia M. Andrews Mar 2012

Participative, Blended And Networked Learning: Meeting Educational Needs In Australia’S Rangelands, John A. Taylor, Patricia M. Andrews

Conference on University Education in Natural Resources

This paper reports on the key elements and outcomes of a national educational initiative designed to meet identified learner preferences and stakeholder expectations of the knowledge and skills needed by ranchers, extension officers, Landcare and Natural Resource Management facilitators/advisors for future success in Australia’s rangelands. At the outset, research into the market for learning in rural and remote Australia was conducted. This led to the recognition that the existing courses available to this group did not meet the learning requirements of people living and working in the Rangelands in relation to current and emerging economic, environmental and social issues. This …

Factors Influencing Undergraduate Enrollment Trends In Natural Resources, Terry Sharik, Robert Lilieholm, William Richardson

Conference on University Education in Natural Resources

Our 30-year record of undergraduate enrollment trends in natural resources shows pronounced cyclical swings over time, well beyond those for enrollments across all disciplines in four-year U.S. institutions of higher learning. Despite large increases in overall student enrollments, current natural resources enrollments are at about the same level as historic highs in the early 1980s and mid 1990s, and are increasingly dominated by broad degrees in natural resources. The reasons for these cycles are many and complex, and appear to be influenced by the political climate, unemployment rates, changing public values towards forests, a perceived lack of jobs and low …

Scientific Case For Avoiding Dangerous Climate Change To Protect Young People And Nature, J Hansen, P Kharecha, M Sato, F Ackerman, Et Al Mar 2012

Scientific Case For Avoiding Dangerous Climate Change To Protect Young People And Nature, J Hansen, P Kharecha, M Sato, F Ackerman, Et Al

School of Biological and Marine Sciences

Global warming due to human-made gases, mainly CO2, is already 0.8{\deg}C and deleterious climate impacts are growing worldwide. More warming is 'in the pipeline' because Earth is out of energy balance, with absorbed solar energy exceeding planetary heat radiation. Maintaining a climate that resembles the Holocene, the world of stable shorelines in which civilization developed, requires rapidly reducing fossil fuel CO2 emissions. Such a scenario is economically sensible and has multiple benefits for humanity and other species. Yet fossil fuel extraction is expanding, including highly carbon-intensive sources that can push the climate system beyond tipping points such that amplifying feedbacks …

The Effect Of Multiple Interventions On Environmental Attitudes And Behaviors, Jeremy P. Kinne Mar 2012

The Effect Of Multiple Interventions On Environmental Attitudes And Behaviors, Jeremy P. Kinne

Theses and Dissertations

New federal mandates require federal entities to reduce resource usage across the board. Additionally, commercial enterprises are evaluating methods of reducing resource consumption to reduce costs and become more ecologically friendly. In response, researchers have begun to evaluate the intentions and behaviors of individuals to determine how to encourage individual participation in reduction methods. This study used a quasi-experimental design of non-equivalent groups to evaluate the effects of Computer Based Training and persuasive speech on individual environmental attitudes and behavior. Using the Theory of Planned Behavior model to determine intentions and behaviors, this study utilized surveys to evaluate the relative …

The Effects Of Hemiparasitism By Castilleja Species On Community Structure In Alpine Ecosystems, Johannah Reed Mar 2012

The Effects Of Hemiparasitism By Castilleja Species On Community Structure In Alpine Ecosystems, Johannah Reed

Pursuit - The Journal of Undergraduate Research at The University of Tennessee

There is a long history in ecology of examining how interactions such as competition, predation, and mutualism influence the structure and dynamics of natural communities. However, few studies to date have experimentally assessed the role of hemiparasitic plants as a structuring force. Hemiparasitic plants have the potential to shape plant communities because of their ability to photosynthesize and parasitize and because of their abundance in a variety of natural and managed ecosystems. A study was conducted which focused on the impacts of hemiparasitic species in the genus Castilleja, which are ubiquitous in montane meadows in the Colorado Rockies. This study …

Passion For Canoes Earns Will Meadows $25,000 Watson Fellowship, Lawrence University Mar 2012

Passion For Canoes Earns Will Meadows $25,000 Watson Fellowship, Lawrence University

Press Releases

Unabashed nature enthusiast Will Meadows speaks of canoes in near reverential tones. In his mind, canoes are as centric to the ecosystem as a bird’s nest or a beaver dam.

“Canoes represent the coexistence of creativity and nature,” says the Lawrence University senior. “They lie at the intersection of human ingenuity and place, vessels for exploration, artistic expression and sustenance.”

Beginning in August, Meadows will spend a year immersing himself in canoe-building communities across five distinct environmental regions of the world as a 2012 Watson Fellow.

Meadows, an environmental studies major from Cincinnati, Ohio, was one of 40 undergraduates nationally …

Henry David Thoreau And Health In Nature (Flyer), James Engell Mar 2012

Henry David Thoreau And Health In Nature (Flyer), James Engell

The Idea of Nature Public Lecture Series

As if he had always been looking to the future, Thoreau’s idea of health remains astonishingly relevant. He senses the danger of environmentally-linked and environmentally-caused illness. He promotes wellness of body, mind, and spirit together, which achieves harmony with nature through diet, exercise, sensory contact, and ethical self-reflection. The idea of human health in relation to nature informs all that he wrote and appears repeatedly for two decades throughout his Journal. Yet, he doesn’t devote a whole book, single chapter, or complete essay to it exclusively, perhaps because health and nature connect to so many other concerns. Instead, health linked …
