Ternary Alloy Electrocatalysts For Oxygen Reduction Reaction, Jin Luo, Lefu Yang, Binghui Chen, Chuanjian Zhong

Proton exchange membrane fuel cell represents an important electrochemical energy conversion device with many attractive features in terms of efficiency of energy conversion and minimization of environmental pollution. However, the large overpotential for oxygen reduction reaction at the cathode and the low activity, poor durability and high cost of platinum-based catalysts in the fuel cells constitute a focal point of major barriers to the commercialization of fuel cells. The development of nanostructured catalysts shows promises to addresses some of the challenging problems. Policy measures for preventive and promotive services are increasingly reliant on contracting of NGOs. Contracting is a neo-liberal response relying on open market competition for service delivery tenders. In contracting of health services a common assumption is a monolithic NGO market. A case study of HIV control in Pakistan shows that in reality the NGO market comprises of parallel NGO networks having widely different service packages, approaches and agendas. These parallel networks had evolved over time due to vertical policy agendas. Contracting of NGOs for provision of HIV services was faced with uneven capacities and turf rivalries across both NGO …

Exploitation Of Rf-Dna For Device Classification And Verification Using Grlvqi Processing, Donald R. Reising

This dissertation introduces a GRLVQI classifier into an RF-DNA fingerprinting process and demonstrates applicability for device classification and ID verification. Unlike MDA/ML processing, GRLVQI provides a measure of feature relevance that enables Dimensional Reduction Analysis (DRA) to enhance the experimental-to-operational transition potential of RF-DNA fingerprinting. Using 2D Gabor Transform RF-DNA fingerprints extracted from experimentally collected OFDM-based 802.16 WiMAX and 802.11 WiFi device emissions, average GRLVQI classification accuracy of %C greater than or equal to 90% is achieved using full and reduced dimensional feature sets at SNR greater than or equal to 10.0 dB and SNR greater than or equal to …

Establishing if species contractions were the result of natural phenomena or human induced landscape changes is essential for managing natural populations. Fishers (Martes pennanti) in California occur in two geographically and genetically isolated populations in the northwestern mountains and southern Sierra Nevada. Their isolation is hypothesized to have resulted from a decline in abundance and distribution associated with European settlement in the 1800s. However, there is little evidence to establish that fisher occupied the area between the two extant populations at that time. We analyzed 10 microsatelliteloci from 275 contemporary and 21 historical fisher samples (1880-1920) to evaluate the demographic …

Method And System For Non-Invasive Optical Blood Glucose Detection Utilizing Spectral Data Analysis, Zhi Xu

Systems and methods are disclosed for non-invasively measuring blood glucose levels in a biological sample based on spectral data. A variety of techniques are disclosed for improving signal-to-noise ratio in the acquisition of spectral data and calculating attenuance of light attributable to blood in a sample. Disclosed techniques include (1) using a standard deviation operation in conjunction with the logarithm function, (2) using a normalization factor, (3) using a ratio factor, (4) accounting for the effect of temperature on various system components such as resistors, and (5) accounting for dark current in a light detector by performing a calibration.

In one embodiment, imaging a medium under evaluation includes generating acquired images of the medium, each acquired image comprising a cross-sectional image along a lateral and a depth direction of the medium that results from scanning the medium at a different depths, filtering each acquired image to remove out-of-focus portions of the images and generate filtered images, and merging the filtered images to form a high-resolution fused image.

In this article, we examine new possibilities for the reform of curriculum and educational research in a way that is responsive to increasingly multicultural and global communities. Drawing on literatures in the areas of multicultural, global, and civic education, we conducted a critical qualitative case study of four elementary school teachers. The Matanuska-Susitna Borough Community Survey (Mat-Su Survey), conducted annually since 2006, is a cooperative research effort between the Justice Center at University of Alaska Anchorage (UAA) and the Matanuska-Susitna Borough. The survey asks Mat-Su Borough residents to evaluate the quality of Borough services, provide opinions about Borough decision-making, and sum up their perceptions about a range of issues relevant to the present and future of the Mat-Su community. In this study the author explores two educators’ understandings about their commitment to the teaching profession. The following question sits at the heart of this investigation: How do two teachers understand the manifestation of commitment within their teaching practices. Hermeneutic inquiry, which quietly situates this work, provides a unique lens to explore the significance of personal and professional experiences, interpret how to make sense of these experiences, and reflect on the meaning of these revelations within the context of one’s life narrative. A Marine Climate Impacts Workshop was held from 29 April to 3 May 2012 at the US National Center of Ecological Analysis and Synthesis in Santa Barbara. This workshop was the culmination of a series of six meetings over the past three years, which had brought together 25 experts in climate change ecology, analysis of large datasets, palaeontology, marine ecology and physical oceanography.
