Northwest Arkansas contains two Section 319 Priority Watersheds that the Arkansas Natural Resources Commission (ANRC) has identified as being impacted by point and nonpoint sources of pollution (i.e., phosphorus, nitrogen, and sediment), and the Arkansas Water Resources Center (AWRC) has monitored the water quality at several sites within these watersheds. Water-quality data has been collected over the last decade within the Illinois River Watershed (HUC #11110103) and the Upper White River Basin (Beaver Reservoir HUC# 11010001), each watershed containing three sampling sites. Both sides of the Israeli-Palestinian conflict have developed diametrically opposed national narratives and identities that are both predicated on the concept of victimization. These narratives have developed into simulacral narratives as the result of the nature of their development. This paper deals with the Palestinian simulacral narrative which bolsters societal values, particularly the value of victimhood, that are crucial to coping with the prolonged conflict. Evaluating The International Criminal Court: A Comparative Analysis Of Darfur, Sudan, And The Democratic Republic Of The Congo, Mirisa Hasfaria

This thesis examines the effectiveness of the International Criminal Court (ICC) in holding individuals accountable for grave breaches of crimes against peace, war crimes, crimes against humanity, and genocide. I argue that if we measure effectiveness in terms of the ability to set agenda and to publicize, the ICC accomplishes much. My thesis to shows that, as a key part of the international agenda on human rights compliance, the ICC derives its effectiveness from the various naming and shaming campaigns by national governments and non-governmental actors (NGOs).

This dissertation consists of three assays. The first assay examines the robustness of lead time demand models for the continuous review (r;Q) inventory policy. A number of classic distributions as well as distribution selection rules are examined under a wide variety of demand conditions. First, the models are compared to each other by assuming a known demand process and evaluating the errors associated with using a different model. Then, the models are examined using a large sample of simulated demand conditions. Nitrogen (N) availability in poultry litter (PL) applied in the fall as a nutrient source for winter wheat (Triticum aestivum L.) has not been adequately characterized. Our objective was to determine a potentially available N (PAN) coefficient based on the inorganic-N fertilizer equivalence (FEQ) of fall-applied PL to winter wheat via field and laboratory research. Wheat grown at six site-years received 0, 84 and 168 kg N ha-1 as PL applied preplant and/or at-planting. Nonlinearity is becoming increasingly important to IC technologies. From the PHD formalism, X-parameter models provide an accurate frequency-domain method under large-signal operating points to characterize their nonlinear behaviors. In this work, X-parameter models are investigated to handle time-domain pulse signals which is critical to IC signal integrity but was not studied before. Two representative circuits, an analog LNA and a digital CMOS buffer, were employed to characterize the X-parameter performance. The results obtained in this paper provide the first hand data for pulse signal responses of X-parameters in signal integrity modelings. © 2011 IEEE.

Several compact, low profile and metal-attachable RFID tag antennas with a loop-fed method are proposed for UHF RFID systems. The structure of the proposed antennas comprise of two parts: (1) The radiator part consists of two shorted patches, which can be treated as two quarter-wave patch antennas or a cavity. (2) A small loop printed on the paper serves as the feeding structure. The small loop provides the needed inductance for the tag and is connected to the RFID chip. We investigated the influence of climatic and environmental factors on variations in juvenile abundances of marine fishes in a river-dominated coastal system of the north-central Gulf of Mexico, where an elevated primary productivity sustains fisheries of high economic importance. Fish were collected monthly with an otter trawl at three stations near Mobile Bay from 1982 to 2007. Fish sizes were used to isolate juvenile stages within the data set, and monthly patterns in juvenile fish abundance and size were then used to identify seasonal peaks for each species. An enzymatic, fluorescent glucose sensor was constructed with a novel epoxy-Based, optically transparent dry film resist (PerMX 3000 series, DuPont). This material was utilized as the main active material for fluidic structure and optical interrogation. This sensor was based on the enzymatic reaction of glucose oxidase (GOD) and utilized a ruthenium complex fluorophore as the reporting agent. A new methodology for calculating the distribution locational marginal prices (D-LMP) with distributed multi-agent paradigm is presented. the proposed D-LMP employs an optimal power flow methodology to evaluate the marginal energy component, especially for renewable generations, as well as the marginal congestion and loss components, which are critical for the valuation and settlement purposes. It is also illustrated that the D-LMP can be used as pricing signal to achieve maximum system social surplus and encourage distributed renewable energy penetration in distribution system. © 2011 IEEE.

In this paper, we study linear precoding for multiple-input multiple-output (MIMO) multiple access channels (MAC) with discrete-constellation inputs. We derive the constellation-constrained capacity region for the MIMO MAC with an arbitrary number of users. Due to the non-concavity of the objective function, we obtain the necessary conditions for the weighted sum rate (WSR) maximization problem through Karush-Kuhn-Tucker (KKT) analysis. to find the optimal precoding matrices, we propose an iterative algorithm utilizing alternating optimization strategy and gradient descent update. Kinginger’s interpretation of the research represents an endorsement of the great potential of study abroad, balanced with several limitations and caveats. Kinginger argues that while study abroad generally results in increased proficiency and oral fluency, slightly superior to gains resulting from at-home formal study, one should note the design flaws of many studies such as lack of a true control group as well as reliance on monologic, situation-less tasks to measure language gains, even in the areas of discursive, pragmatic, and sociocultural competencies. The study explored the perceptions of teachers in a rural south Georgia county regarding merit pay based on student achievement. The study examined 205 teachers' personal and professional demographics and perceptions of the use of student achievement in awarding merit pay. The study employed a descriptive, survey approach to address the research questions. A self-designed survey questionnaire was developed to explore teachers' perceptions of merit pay and included a quantitative orientation. Bullying among children and adolescents, particularly within the school setting, has drawn much attention in recent years as a reaction to an onslaught of high profile school violence in the 1990s. While much attention and research focused upon physical violence that was prevalent among male students, very little research covered indirect, relational, and social forms of aggression. Research into the covert manners of aggression that involved the manipulation of relationships revealed them to be salient among female students, demonstrating that female students were predominantly aggressive in a different manner than their male counterparts.
