Good Deficits: Protecting The Public Interest From Deficit Hysteria, Neil H. Buchanan

President Obama has come under increasingly fierce criticism for the size of the federal budget deficit, as both Democratic and Republican politicians loudly proclaim that federal spending should be cut. This article explains why such anti-deficit fervor is misguided and simplistic, and why, perhaps counter-intuitively, cutting government spending can hurt the country, rather than help it, in both the short run and the long run.
In the short run, cutting deficit spending can be disastrous to the economy, especially if the economy is already in decline. In addition, because the federal budget fails to separate spending that provides long-term benefits …

Despite widely held beliefs that current generations bear heavy obligations to look out for the welfare of future generations, the philosophical case in support of such intergenerational obligations is surprisingly tentative. Moreover, quantifying any such obligations is subject to even greater uncertainty. Even so, current generations bring future generations into existence in the knowledge that doing so will put a claim on resources that could have been used to reduce suffering among people who are already alive. The choice to allow living people to suffer and die, and instead to bring forth more people in the future, thus implies a …

As Government contractors expand their business overseas, they expose themselves to the risk of violating the Foreign Corrupt Practices Act (FCPA) and the high sanctions that accompany those violations. Given the nature of a Government contractor’s business, they are naturally at greater risk of violating the FCPA than those companies that do not interact with Government officials on a regular basis.
This article begins by providing an overview of the FCPA and a review of recent FCPA enforcement trends, and then considers the collateral consequences of a violation of the FCPA by Government contractors. In addition to fines, penalties, and …

Mad Enough To See The Other Side: Anger And The Search For Disconfirming Information, Maia J. Young, Larissa Z. Tiedens, Heajung Jung, Ming-Hong Tsai

The current research explored the effect of anger on hypothesis confirmation the propensity to seek information that confirms rather than disconfirms one's opinion. We argued that the moving against action tendency associated with anger leads angry individuals to seek out more disconfirming information than sad individuals, attenuating the confirmation bias. We tested this hypothesis in two studies of experimentally primed anger and sadness on the selective exposure to hypothesis confirming and disconfirming information. In Study 1, participants in the angry condition were more likely to choose disconfirming information than those in the sad or neutral condition when given the opportunity …

This was an investigation of factors that assisted Australian Aboriginal students complete or incomplete a business course at a University in Perth between 2000 and 2010. The concept of resilience and related factors of inclusion and exclusion from the participants’ past were assumed clues by the researcher. The investigation involved four inquiries. First, the researcher reviewed recent statistics of Aboriginal population, education and employment. A short history of Aboriginal education in Western Australian was also made. Both reviews indicated Aboriginal people endured relative exclusion and a lower status than the mainstream population in areas of education and employment.

At Metropolitan High School (MHS) a gifted and talented science program (GTSP) operates to meet the educational needs of exceptional students. Academic achievement is dependent on many factors including cognitive ability, goal orientation, selfregulation of learning and self-efficacy. Few studies have attempted to investigate the significance of each of these in special populations particularly in the academic field of science. With unipolar depression one of the most disabling illnesses in the world, it is important to appropriately conceptualise this disorder in order to inform research, diagnosis, and treatment. While many psychological theories of depression include constructs of polarity, most research and diagnostic criteria have focused on a single dimension that concentrates on the presence of negative symptomatology. This is reflective of an illness model of mental health that predominantly considers the presence of negative symptoms in terms of mood, cognitions, behaviours, and overall functioning. New technologies can be riddled with unforeseen sources of error, jeopardizing the validity and application of their advancement. Bioelectrical impedance analysis (BIA) is a new technology in fisheries research that is capable of estimating proximate composition, condition, and energy content in fish quickly, cheaply, and (after calibration) without the need to sacrifice fish. Before BIA can be widely accepted in fisheries science, it is necessary to identify sources of error and determine a means to minimize potential errors with this analysis. After receiving a mini-grant for developing integrated information literacy programs, a Geography/Geology Department faculty member worked with the Science Librarian to embed information literacy in a cross-listed geology and geography course, Geog/Geol 455, Introduction to Remote Sensing. Planning for the revisions to the class started with identification of five key literacy standards for the discipline of remote sensing. Each standard was addressed through a combination of teaching, assignments and measurements. From this planning exercise, two lectures and two laboratory exercises on information literacy were developed. Background
The United States Environmental Protection Agency's Toxic Release Inventory (TRI) data are frequently used to estimate a community's exposure to pollution. However, this estimation process often uses underdeveloped geographic theory. Spatial interaction modeling provides a more realistic approach to this estimation process. This paper uses four sets of data: lung cancer age-adjusted mortality rates from the years 1990 through 2006 inclusive from the National Cancer Institute's Surveillance Epidemiology and End Results (SEER) database, TRI releases of carcinogens from 1987 to 1996, covariates associated with lung cancer, and the EPA's Risk-Screening Environmental Indicators (RSEI) model.

Open-ended assessments, defined as assessments with a large set of possible correct answers, by nature lend themselves to concerns regarding accurate and consistent grading. This article describes one particular open-ended assessment, named Creative Exercises (CE), designed for promoting students' interconnection of concepts in a college general chemistry setting. The article presents evidence concerning several aspects of validity, including the extent scores represent chemistry knowledge and the extent scoring is consistent across three graders. The evidence is also presented in the context of what is known about concept maps, a commonly employed open-ended assessment in chemistry. Implications for the administration of …

Determination of sequence similarity is one of the major steps in computational phylogenetic studies. As we know, during evolutionary history, not only DNA mutations for individual nucleotide but also subsequent rearrangements occurred. It has been one of major tasks of computational biologists to develop novel mathematical descriptors for similarity analysis such that various mutation phenomena information would be involved simultaneously. In this paper, different from traditional methods (eg, nucleotide frequency, geometric representations) as bases for construction of mathematical descriptors, we construct novel mathematical descriptors based on graph theory. A hallmark of Alzheimer's disease (AD) is the rearrangement of the β-amyloid (Aβ) peptide to a non-native conformation that promotes the formation of toxic, nanoscale aggregates. Recent studies have pointed to the role of sample preparation in creating polymorphic fibrillar species. One of many potential pathways for Aβ toxicity may be modulation of lipid membrane function on cellular surfaces. There are several mutations clustered around the central hydrophobic core of Aβ near the α-secretase cleavage site (E22G Arctic mutation, E22K Italian mutation, D23N Iowa mutation, and A21G Flemish mutation). Synthesis Of 5-(2-Methoxy-1-Naphthyl)- And 5-[2-(Methoxymethyl)-1-Naphthyl]-11h-Benzo[B]Fluorene As 2,2'-Disubstituted 1,1'-Binaphthyls Via Benzannulated Enyne–Allenes, Yu-Hsuan Wang, Joshua F. Bailey, Jeffrey L. Petersen, Kung K. Wang

5-(2-Methoxy-1-naphthyl)- and 5-[2-(methoxymethyl)-1-naphthyl]-11H-benzo[b]fluorene were synthesized by treatment of the corresponding benzannulated enediynes with potassium tert-butoxide in refluxing toluene to give benzannulated enyne–allenes for the subsequent Schmittel cascade cyclization reactions. The structures of these two 5-(1-naphthyl)-11H-benzo[b]fluorenes could be regarded as 2,2'-disubstituted 1,1'-binaphthyls with the newly constructed benzofluorenyl group serving as a naphthyl moiety.

Mass spectrometry is typically employed for the elucidation and identification of elements and compounds. Its ability to select and isolate specific molecular clusters makes it an ideal tool for the fundamental spectroscopic study of the photophysical and geometric properties of molecules and molecular clusters. The design and construction of a reflectron time of flight mass spectrometer (reflectron TOF-MS) as well as its implementation for electronic and vibrational spectroscopic studies of various molecules and molecular clusters is discussed. Nearly a billion people in the world lack access to safe drinking water, two billion have inadequate sanitation facilities, three billion use biomass for their daily energy needs and nearly half the world's population live in rural isolation, lacking access to the most basic human services. Combined, these limitations are a leading cause of the perpetuating cycle of poverty and political insecurity. Meanwhile, the majority of international development agencies are responsible for self-reporting project outcomes. At best, expert spot-checks are conducted in the field occasionally. Post-traumatic headache (PTH) is a common and disabling symptom secondary to the traumatic event. It is known that assault is associated with a wide range of physical symptoms including PTH. In this work, the general causation approach provided by the Hill criteria is described as an assessment tool for specific causation with regards to PTH and sexual assault. In the absence of significant body forces the passive manipulation of fluid interfacial flows is naturally achieved by control of the specific geometry and wetting properties of the system. Numerous 'microfluidic' systems on Earth and 'macrofluidic' systems aboard spacecraft routinely exploit such methods and the term ‘capillary fluidics’ is used to describe both length-scale limits. In this work a collection of analytic solutions is offered for passive and weakly forced flows where a bulk capillary liquid is slowly drained or supplied by a faster capillary flow along at least one interior edge of the container. To bridge the gaps between traditional mesoscale modeling and microscale modeling, the National Center for Atmospheric Research (NCAR), in collaboration with other agencies and research groups, has developed an integrated urban modeling system coupled to the Weather Research and Forecasting (WRF) model as a community tool to address urban environmental issues.
