There are great health disparities within the AI/AN population according to IHS documentation. Historical events such as complex political issues, poor education, boarding schools, and loss of language have heightened this difficult healthcare situation. Furthermore, issues such as lack of health professionals (especially AI/AN nurses) and access to healthcare services add to the dilemma. The cause for the low number of AI/AN nurses who graduate from college varies, but one significant area to consider is the relationship between poor academic performance influenced by cultural conflict. How does political competition among domestic actors influence foreign policy choice? Studies examining this question often focus on the role of economic or partisan interests, and how they influence the preferences civilian decision-makers who are subject to the electoral pressures of their constituents. Less attention has been paid to how the preferences of other influential, unelected, actors influence state behavior. I examine the influence of one such group by looking at how the preferences of American military leaders shape decisions on American military spending and force structure. Using tools from the …

International civil religion grounds moral claims that permeate and transcend traditional religious paradigms. Given the inevitability of international interactions - interactions that cross geographic, religious, and cultural boundaries - our global society is in need of a universally endorsable framework that undergirds the United Nations international human rights regime. International civil religion provides that framework.

The HIV/AIDS pandemic has had a devastating and disproportionate impact in countries of the Global South. The experience of an individual infected with HIV in Africa is very different than that of an individual infected with HIV in America. Life expectancy varies sharply. This dissertation analyzes the bilateral agreements for cooperation on the peaceful uses of nuclear energy enacted under President Eisenhower's Atoms for Peace program from 1953 to 1960. It challenges previous representations of Atoms for Peace that depict it as a legitimate attempt at arms control or dismiss it as a mere propaganda campaign. Atoms for Peace was not intended to be a disarmament measure. Instead, it united nuclear, economic, and foreign policy objectives in a synergistic program intended to fulfill a number of postwar aims: blunting nuclear fears in order to quiet criticisms of the American nuclear project, supporting postwar …

Most armed conflicts in the late 20th and early 21st century involve the use of child soldiers. Children have been used in wars before the modern era, but this study argues that a shift has occurred in contemporary conflicts. Child soldier use has become a tactical innovation. Fighting factions utilize children as soldiers in order to gain an advantage on the battlefield. Several different analytical approaches are used in order to test the argument. Isaac v. Elizabeth Gouverneur: Sex, Sensibility, and the Creation of New York's 1787 Divorce Law combines legal and cultural history to illuminate the beginning of judicial divorce in New York State, analyzing the creation of New York’s 1787 divorce law within a prism not previously used in studies relating to early New York divorce. Prior scholarship has either denied the existence of the 1787 law or concentrated on nineteenth-century rulings to conclude that alimony was always dependent on a wife’s innocence. Chancery Court records from 1787 to 1814, however, show that guilty wives were granted alimony, illustrating a significant change …

In three texts by Nathaniel Hawthorne, "The Birth-Mark," "Rappaccini's Daughter," and The Scarlet Letter, the main female characters share one central trait: a problematic femininity that causes the men in their lives to regard them as something other, and thus suspect. Hawthorne develops this idea of femininity as a defect, and endows these women with actual bodily anomalies in order to explore the ways in which the symbols on the body, or the body itself, invite a variety of interpretation. In doing so, he shows that these interpretations reveal as much or more about the interpreter as they do the …

Since T.A Repetto first introduced crime displacement in 1976, situational crime prevention researchers have long been challenged by the assumption that displacement is an unavoidable consequence of focused crime prevention measures. Despite evidence that criminals do not inevitably shift their offending behavior in response to crime prevention initiatives, recent efforts to extend situational prevention to terrorism have been met with criticisms of displacement. This study examines whether terrorists displace their attacks by changing their methods once the opportunities to carry out acts of terrorism are blocked. We consider the problem of using electromagnetic sensing to estimate targets in complex environments, such as when they are hidden behind walls and other opaque objects. The often unknown electromagnetic interactions between the target and the surrounding area, make the problem challenging. To improve our results, we exploit information in the multipath of the objects surrounding both the target and the sensors. First, we estimate building layouts by using the jump-diffusion algorithm and employing prior knowledge about typical building layouts. To protect soldiers repairing a vehicle on a road, a platoon leader in Iraq provided protection for them by positioning two manned vehicles along possible routes that other vehicles, potentially laden with explosives, could use. In doing so, he decided not to follow the platoon's standard operating procedure (SOP), which called for controlling traffic along the road by separating nonthreatening Iraqi vehicles from suspicious ones. He believed that he was being"paid to exercise judgment," so he broke from routine. Recent observations of cetacean mass strandings, coincident with anthropogenic sounds emissions, have raised concerns on the potential environmental impact of underwater noise. Cuvier’s beaked whale (Ziphius cavirostris) was reported in all the cited stranding events. Within the NATO Marine Mammal Risk Mitigation project (MMRM), multiple interdisciplinary sea trials have been conducted in the Mediterranean Sea with the objective of developing tools and procedures to mitigate the impact of underwater sound emissions. Human paraoxonase 1 (PON1) has been portrayed as a catalytic bioscavenger which can hydrolyze large amounts of chemical warfare nerve agents (CWNAs) and organophosphate (OP) pesticides compared to the stoichiometric bioscavengers such as butyrylcholinesterase. We evaluated the protective efficacy of purified human and rabbit serum PON1 against nerve agents sarin and soman in guinea pigs. Catalytically active PON1 purified from human and rabbit serum was intravenously injected to guinea pigs, which were 30 min later exposed to 1.2 × LCt₅₀ sarin or soman using a microinstillation inhalation exposure technology. The first part of this work focused on the development of novel dimeric nanostructures of Ag for surface-enhanced Raman scattering: SERS) applications.
